Supreme Court Blocks Covid Vaccine Passport to Enter Nightclubs, Bars and Restaurants in Andalucia

The Andalucian government has sought to introduce Covid-19 vaccine passports as a requirement for citizens to enter bars, restaurants and nightclubs, however, the Supreme Court has prevented this by blocking the measure.
The government hoped to use a Covid passport to control entry to hotels and other venues across Andalucia, although the Supreme Court ruled that the proposed rule “does not pass the proportionality test” and that it shows a “justification deficit.”
This ruling means that the citizens of Andalucia will not be required to show a vaccination certificate or a negative PCR test which was taken in the last 72 hours to gain entry to nightclubs, bars and other public venues. These measures were requested by the government of Moreno Bonilla, but the Supreme Court decided to overturn the request.
The decision was concluded on two main arguments. The first is that the measure is not sufficiently justified, as for the measure to be justified the Andalucian government would have to prove “that the so-called fifth wave originates precisely in nightlife venues.”
Additionally, the second argument is one of being proportionate. The measure was intended to apply “over a large territory and in very different situations.” If implemented, this would have meant that the measure would have been used across the whole of Andalucia, and the local coronavirus situation within each territory would not be considered. Therefore, the proposed measure failed the proportionality test.
If the measure was introduced, it would have hit the hospitality sector without proof that the main source of Covid infections came from this sector.
<a data-id="https://www.20minutos.es/noticia/4795752/0/tribunal-supremo-tumba-pasaporte-covid-para-bares-restaurantes-discotecas-andalucia/" data-type="URL" href="https://www.20minutos.es/noticia/4795752/0/tribunal-supremo-tumba-pasaporte-covid-para-bares-restaurantes-discotecas-andalucia/" rel="noreferrer noopener" target="_blank">20 Minutos, a Spanish newspaper, reported on the ruling</a> by the Supreme Court: “Finally, the court argues that it is not possible to restrict the fundamental rights of citizens with a preventive measure such as the ‘covid passport’: ‘It is not a measure that is punctually indispensable to safeguard public health (…), but rather a preventive measure when it happens that, for the restriction of fundamental rights, mere considerations of prudence or precaution are not sufficient.”
Covid-19 vaccine passports have already been introduced in many European Union countries such as France, Greece, Italy and Germany. Recently, vaccine passports were implemented in New York City in the United States <a href="https://dailyexpose.co.uk/2021/08/04/new-york-city-requires-covid-vaccine-passports-for-guests-to-enter-restaurants-and-gyms/" rel="noreferrer noopener" target="_blank">under the “Key to NYC.”</a> The passport will require New Yorkers to prove their vaccination status to gain entry to venues such as restaurants, theaters, stadiums and gyms.
In the UK, vaccine passports have only been introduced for international travel, however, the government has stated that from September <a data-id="https://dailyexpose.co.uk/2021/08/09/uk-government-warns-youth-no-clubbing-or-travelling-unless-they-get-vaccinated/" data-type="URL" href="https://dailyexpose.co.uk/2021/08/09/uk-government-warns-youth-no-clubbing-or-travelling-unless-they-get-vaccinated/" rel="noreferrer noopener" target="_blank">proof of vaccination will be required for entry to nightclubs and large events such as festivals and concert</a>s.
It seems as though these vaccine passports are set to be a way of life in the very near future…

Haiti cannot rebuild without political sovereignty

Over the weekend, Haiti was hit by a 7.2 magnitude earthquake on the western part of the island.
Thus far, nearly 2,000 people have been reported dead and nearly 7,000 injured, and about 1.2 million people have been impacted, <a href="https://www.cnn.com/2021/08/17/americas/haiti-earthquake-news-tuesday-intl/index.html">according to UNICEF</a>. The homes of up to 1.5 million residents have been damaged, <a href="https://www.nytimes.com/2021/08/16/world/americas/haiti-earthquake-aid-grace.html">per the New York Times</a>. And to make matters worse, Tropical Storm Grace made landfall on the island Monday, bringing flooding and mudslides and further limiting access to food, shelter, and water for those in need.
The earthquake and storm are expected to be particularly devastating given the political instability Haiti is experiencing. Harley Etienne, who studies urban and regional planning at the University of Michigan and researched land tenure policies in post-earthquake Haiti, says while the early figures are not as bad as the 2010 earthquake — when well over 100,000 people died, and aid agencies both were plagued by dysfunction and contributed to a large-scale cholera outbreak — the political situation in Haiti is far worse today than it was 11 years ago.

President Jovenel Moïse <a href="https://www.vox.com/22575993/haiti-civil-society-moise-assassination-us-elections-government">was assassinated</a> less than two months ago, creating a power vacuum in which Haiti has a prime minister but no functioning legislature or head of state. A <a href="https://www.washingtonpost.com/world/haitis-presidential-election-postponed-until-november/2021/08/12/98062d84-fbc1-11eb-911c-524bc8b68f17_story.html">constitutional referendum</a> to choose a new leader has been postponed to November.
In Etienne’s <a href="https://minnesota.universitypressscholarship.com/view/10.5749/minnesota/9780816681310.001.0001/upso-9780816681310-chapter-8">study</a> of post-2010 Haiti, he found that successful rebuilding requires a strong rule of law. Without it, there is nothing to hold both Haitian officials and nongovernmental organizations accountable in providing temporary housing, managing land disputes, and revitalizing building codes to ensure future safety.
Given current political instability, respect for the rule of law really does not exist at the moment, according to Etienne, and that invites foreign actors — not all of whom are necessarily acting in the best interest of the Haitian people.
I spoke with Jean Eddy Saint Paul, a professor of sociology at Brooklyn College and the founding director of the CUNY Haitian Studies Institute, about this theory.
Saint Paul — who was born in Haiti and lived there for 32 years (including in Torbeck, which was damaged by the earthquake, until he was 12) — said he believes that rebuilding Haiti will require reasserting political sovereignty, no small task for a country reconstructing its government along with its buildings and still affected by the legacy of colonialism.
Our conversation — which explored how neocolonialism affects Haiti’s political institutions, what the role of the international community is in the rebuilding of Haiti, and why Haiti is unfairly mischaracterized — is below, edited for length and clarity.

What are you hearing from people on the ground right now regarding access to relief?
<h4>Jean Eddy Saint Paul</h4>
Just today, I was in communication with someone who is a CEO of a hospital there. Some of those hospitals, they are damaged, they received a lot of damage. Fortunately, the hospital of my friend, it is [undamaged]. This hospital is among the few providing health care to people in Haiti. Those people, they are in need of everything. Some are injured. They have lost their home. They don’t have a floor where to stay. For instance, there are more than 100 people who are sheltered in the hospital of my friend.
They don’t have shelter. They don’t have food. This is the situation.

How does the political instability in Haiti affect its ability to respond to crises like this earthquake?
<h4>Jean Eddy Saint Paul</h4>
It affects a lot because politics shapes everything. And when you say political instability, yes, of course, there is the political instability in Haiti. But also, we should ask why. What are the causes? The political instability is not something that just came from the sky. That political instability has some deep roots — some causes that are internal and other causes that are external.
In Haiti, you have a disconnection between the intellectual elites and the masses of the Haitian population. Because those elites, they use their knowledge not for the progress of Haiti. The general tendency has been, historically, those elites, people with knowledge that should be leaders to guide the Haitian population, they have established a pact just to have some position of power in order to maintain their privilege. You don’t see, historically, elites fighting for the improvement of the lives of the general population.
Political elites, they don’t see politics as a means to serve the general population. They see politics as a means to have wealth and privilege for themselves and for their families and for their tribe.
You have those religious elites, who have a lack of spirituality. It’s a Christianity that is totally deprived of charity. They don’t use, for instance, the Bible, the word of God, in order to make a difference in the lives of the oppressed.
And then you have those economic elites. In Haiti, we don’t have a national bourgeoisie. In Haiti, we have a class that calls themselves the private sector of business. The economic class, they see Haiti as a place of economic transaction. They don’t have any kind of self-identity to the [nation] of Haiti.
So when you put together all those internal factors, you see that Haiti has internal factors that we need to change.

How has the recent earthquake affected Haiti’s political situation and the ability of Prime Minister Ariel Henry to be effective?
<h4>Jean Eddy Saint Paul</h4>
The prime minister has a lack of legitimacy in Haiti. Ariel Henry was, in a certain way, just the decision of the international alliance, who decided, “Oh, this guy now should be the guy to handle the situation.” [Most Western nations <a href="https://www.npr.org/2021/07/20/1018280279/ariel-henry-swearing-in-haiti-new-prime-minister">backed Henry</a> over his rival, former interim Prime Minister Claude Joseph.] Ariel is not the result of a legitimate consensus of the Haitian population.
I don’t think Ariel has the capacity and the credibility to deal with the situation, because he came into power in a context after the assassination of the president, in a context in which most of the institutions are not working. The government doesn’t have a strong capacity.
Most of the members of Ariel’s government came from the regime of Jovenel Moïse. And we are dealing with the same corrupted politicians. I won’t be surprised if many of them will see that tragedy as an opportunity to make money.

And how do history and colonialism fit into the puzzle of instability?
<h4>Jean Eddy Saint Paul</h4>
Those are very important, because Haiti was the first country to liberate itself against slavery — the first successful anti-slavery revolution in the world. Since the Haitian Revolution, the masters of the capital system, they never accepted the fact that Haiti showed the way for the progress of the Global South because the Haitian Revolution was beyond class, gender, and race.
But because capital cannot survive without slavery, without white supremacy, the international community has also managed to put their feet on the neck of people since the very inception of Haiti. Here’s some quick data: In 1825, <a href="https://theconversation.com/when-france-extorted-haiti-the-greatest-heist-in-history-137949">France caused the Haitian government to pay 150 million francs</a>, which now, in the common currency, is more than $21 billion, just to recognize Haitian independence. This is stupidity, because Haitian people fought for their independence.
The Global North, they [hated] Haiti automatically. The US didn’t recognize Haitian independence until 1861. Also, the US intervened in Haiti for 19 years. <a href="https://www.newyorker.com/news/news-desk/haiti-us-occupation-hundred-year-anniversary">Woodrow Wilson sent the US military in Haiti</a>, to occupy Haiti for 19 years. They [ignored] the Haitian Constitution. They took the national funds of Haiti, the money of Haiti, and it was transferred to the <a href="https://projects.iq.harvard.edu/files/glb_cap_crbn_prsm/files/hudson_rhr_national_city_haiti.pdf?m=1458224302">National City Bank</a>. They used this money of Haiti to [bankroll] Wall Street.
When we are talking about political instability, in so many ways, we have to go to the root causes. Now, that political instability can explain why, in Haiti, the political institutions are so fragile. Because there has been a process of [exploitation] of the political institutions. The [institution] is very, very weak. The Haitian government has to wait for the assistance of the international community. But it’s also because the international community has been constantly and negatively involved in Haitian politics.
The government we had in Haiti was never the will of the Haitian people. There have been governments imposed by the US Department of State. For instance, in 2010, Hillary Clinton was the US secretary of state. She went into Haiti and <a href="https://cepr.net/clinton-e-mails-point-to-us-intervention-in-2010-haiti-elections/">intervened in the election</a>, and picked the candidate that was convenient for the US. We have to understand that the international community has always worked to [undermine] Haitian institutions.
When you have an election, [foreign powers] are picking people that are convenient for their interests but are not good for the interests of the Haitians. Of course it will give you what we are seeing now: very weak institutions that cannot respond to the needs of the Haitian population.

What can be done, in the short term, to strengthen Haiti’s political institutions and the recovery effort?
<h4>Jean Eddy Saint Paul</h4>
The international community, and more specifically the US and Canada and France, should have a drastic change in their foreign policy toward Haiti. For instance, in the short term, we should have a kind of investigation to know why the Clinton Foundation, from 2010 to 2015, managed [nearly] $14 billion to rebuild Haiti after the 2010 earthquake, to come back better. [While nearly $14 billion in aid was promised to Haiti, the Clinton Foundation, which had many active projects in Haiti at the time, <a href="https://www.bbc.com/news/election-us-2016-37826098">raised only $30 million</a> of that.] Why were the Clintons [not] able to really help Haiti? Where’s the $14 billion collected on behalf of the Haitian people? This is something that we should have an international investigation.
[While the Clinton Foundation didn’t oversee the Haiti aid effort, former President Bill Clinton did sit on the <a href="https://www.theguardian.com/world/2019/oct/11/haiti-and-the-failed-promise-of-us-aid">UN’s Interim Haiti Recovery Commission</a>, and as secretary of state, Hillary Clinton was in charge of over $4 billion for Haiti managed by USAID. Both efforts included little input from the Haitian government and people, and are <a href="http://www.bostonreview.net/world/jake-johnston-haiti-earthquake-aid-caracol">widely regarded as failures</a>.]
Secondly, the international aid that they are sending to Haiti should go to the local organizations and not to international NGOs. When there is some kind of earthquake in Haiti, many international NGOs, they put Haiti under the umbrella of charity. They took the money. Ninety percent of the money went back to the US, to those national NGOs. [Between January 2010 and June 2012, <a href="https://www.bbc.com/news/election-us-2016-37826098">about 10 percent of the overall money</a> raised for Haiti went to the Haitian government or Haitian organizations. The remaining 90 percent went to non-Haitian NGOs.] We shouldn’t give any money on behalf of the Haitian community to NGOs, for instance, that stole the money they collected in 2010.
Many international nations have some important interests in Haiti. They don’t want to give Haitian people the chance to figure out their own solutions. The Biden administration, for instance, should understand that Haiti is a sovereign country — the first Black empire. They should stop the <a href="https://www.vox.com/world/22578880/biden-haiti-migrant-crisis-boat-tps">anti-Blackness foreign policy</a> against Haitian people. Those things should be very helpful in order to give Haitian people a chance.
<h4>Gabby Birenbaum</h4>
And what about in the long term? How can Haiti set up a political system that ensures a longer-term stability?
<h4>Jean Eddy Saint Paul</h4>
When you say political system, that political system that we have now, in 2021, wasn’t put in place in 2021. According to my explanation, it’s because of a long, long, long process. So in order to have a certain type of political system, [we have to] create a new one.
We will need, first, a new kind of education. There is a new generation of Haitian people that we should educate differently. There is an ongoing neocolonial education. We should abandon that perspective. We should now have economic elites, political elites, religious elites, intellectual elites that love Haiti and that should use their knowledge in order to make a difference in the life of others.
International leaders can help in the short term, for instance, by changing the kind of narrative they have on Haiti. The mainstream narrative has been that Haiti is the poorest country in the Western Hemisphere. Haiti is not really the poorest country in the Western Hemisphere. Haiti is a country that has big problems, but Haiti is not a poor country. According to my explanation, all these external factors have helped to [create] poverty in Haiti.
Haiti is not poor. Haiti is a very wealthy country. But Haitian people never had a chance to have decent politicians to lead the country, to manage the resources of Haiti, and to use the resources of Haiti to develop the country.
Long before the earthquake, Haiti was a country in which we have a lot of petroleum. We have wood. We have natural gas. We have a lot of natural resources — if the international community gives Haitians the opportunity, when we have elections, to not go and meddle in the Haitian elections. Give the opportunity to the Haitian electorate to pick!
We need a kind of new nation — a Haitian with a sense of patriotism, a Haitian with a sense of nationality, that loves the place. For instance, you will use your skills to help the education of citizenship of Haiti. We need education centered on the promotion of citizenship, because Haiti is a country where we have a lack of civics now.
And also, we need a kind of international solidarity from brown and Black folks around the world for the Haitian people. Because the Haitian Revolution was led in the name of racial justice, no matter your skin color. The Haitian Revolution was about human dignity. The Haitian Revolution symbolized life and signified decency. If we want to give decency to our society, we should [promote] the values of the Haitian people.
The Haitian Revolution was a revolution anticipating Black Lives Matter, when Black Lives Matter was not actually hashtagged.
<h4>Gabby Birenbaum</h4>
How can the international community help Haiti in a way that embraces that solidarity you were talking about?
<h4>Jean Eddy Saint Paul</h4>
I think international solidarity can take many forms. For instance, the Haitian diaspora, and allies and friends of Haiti who want to help, they should not send their money to international NGOs. They should identify the local organizations that are on the ground doing the work.
We can call in small donations. And those donations should go directly to the people, to organizations on the ground that would help the victims. But if we repeat the mistakes of 2010, sending money to big NGOs, big international institutions, we will see the repetition of the corruption of 2010. International NGOs will get more money, and the victims won’t receive anything. Their lives will be less and less dignified.
The Haitian diaspora should come together. We need to have less division, less conflict among us in the diaspora. The many people from the North, they should come together in a diasporic organization in order to go and create and found schools and hospitals. We need to form what we call a strategy of local development aid in Haiti.
<h4>Gabby Birenbaum</h4>
What steps should Haiti take to prepare for future storms and earthquakes, like updating building codes and alarm systems? How can it rebuild in a way that is resilient?
<h4>Jean Eddy Saint Paul</h4>
You cannot do that if you don’t have strong institutions.
Because we had 11 years, from 2010 to 2021. So what did we do in 11 years? Nothing! To do what you’re asking, you need decent politicians. They are the [ones who] will make the decisions and be placed in the institutions.
But if we still have that lack of leadership, if we don’t have strong institutions, then those institutions cannot do this by themselves. They need individuals with a high sense of ethics and responsibility and commitment in order to help the situation. An earthquake is not a fatality. It’s just a natural disaster. But in Haiti, because of bad political leadership, the earthquake has added more pain to the daily lives of the population.
Haiti has many seismic faults. We cannot predict when the next earthquake will be in Haiti — two weeks, two years, 20 years, we don’t know. But we know for sure another earthquake will hit Haiti. We cannot have investment without institutions that are working.

How Facebook, Twitter, and YouTube are handling the Taliban

As the Taliban <a href="https://www.vox.com/2021/8/15/22626082/kabul-capital-fall-afghanistan-government-taliban-forces-explained">seize control of Afghanistan</a> for the first time in over 20 years, social media companies are in a precarious situation: They have to figure out how to handle what was once considered an insurgent, terrorist-affiliated group potentially governing an entire country.
These days, political leaders use social media as a critical means to communicate and mobilize support. It’s not just personal accounts of politicians that depend on platforms like Facebook, Twitter, and YouTube, but also the official accounts for government agencies and infrastructure. And if the Taliban become an internationally recognized government — no matter how awful its track record on supporting terrorism abroad and inflicting human rights abuses on the Afghan people — these companies must grapple with a difficult set of questions. Do they continue treating the Taliban as a dangerous organization, or give them the chance to run their newly reformed government on social media?
“It is absolutely surreal,” said Emerson Brooking, a senior fellow studying social media and international security at the Atlantic Council’s Digital Forensic Research Lab. “We’ve seen revolutions in the age of social media; we’ve seen coups. But we haven’t seen a case where an internal insurgency successfully co-opts a state and seeks to take over that state’s functions.”

The Taliban were previously banned from social media platforms, because what it posted was largely content about violent attacks on US soldiers, says Brooking. Now that the fight with the US is over, the Taliban <a href="https://www.washingtonpost.com/technology/2021/08/18/taliban-social-media-success/">are shifting to use social media to govern</a>: providing services to citizens in WhatsApp groups (Facebook <a href="https://www.ft.com/content/d8e29de8-aebb-4f10-a91e-89d454d4a9f7">shut down one Taliban-run help line</a> to report violence and looting earlier this week) and using Twitter to make English-language press statements, while assuring the Afghan public that it won’t inflict the same harm it did on its people back in the 1990s.
The Taliban, a fundamentalist militia Islamist faction that controlled most of Afghanistan from 1996 until US intervention in 2001, are known for being a brutal governing force that’s been harsh on the Afghan people, particularly toward women and girls. The group ruled the country under strict Sharia law — <a href="https://www.cnn.com/2015/11/04/asia/afghanistan-taliban-woman-stoning/index.html">stoning women accused of adultery to death</a>, <a href="https://www.newsweek.com/taliban-wont-rule-out-cutting-off-hands-punishment-1620581">chopping off the hands of thieves</a>, and <a href="https://www.bbc.co.uk/newsround/58231537">banning girls from getting an education</a> — and has a history of supporting <a href="https://www.cfr.org/backgrounder/taliban-afghanistan">terrorism abroad</a>.
In the past week, after the US withdrew its two-decades-long military presence, the Taliban <a href="https://www.vox.com/2021/8/15/22626082/kabul-capital-fall-afghanistan-government-taliban-forces-explained">quickly took back power</a> in the country without so much as a single bullet shot in some areas. Now, the Taliban say they’ve changed, and have promised a more peaceful approach. As my colleague <a href="https://www.vox.com/22626240/taliban-afganistan-baradar">Jen Kirby recently explained</a>, many Afghans are wary of that promise, and social media companies have good reason to be skeptical, too.
So far, Facebook and YouTube have said that the Taliban are banned from their platforms, <a href="https://home.treasury.gov/system/files/126/13129.pdf">per US sanctions policies</a>. Twitter does not have a ban but told Recode that it takes down individual pieces of violent content. Eventually, though, more social media companies could start relaxing their rules on the Taliban, if the group gains legitimacy in the international community, experts say.

A Taliban spokesperson has already complained that Facebook is censoring free speech by <a href="https://twitter.com/therecount/status/1427670638966165506">taking down some of the group’s accounts</a>. It’s a hypocritical position for a group that regularly suppresses the speech of women and anyone under their rule who disagrees with them.
Regardless, the debate over whether the Taliban should be allowed on these platforms is showcasing social media’s growing power in global politics.
“After banning President Trump, it’s these companies’ first test in terms of how they’re actually going to be applying their rules internationally,” said Katie Harbath, a former director of public policy at Facebook who is now a fellow at the Bipartisan Policy Center and the Atlantic Council. “It’s not a perfect comparison — nothing ever is going to be — but I think it raises a lot of different questions of how these types of policies will be implemented in these tricky parts of the world.”
While the Taliban have taken over, there’s still uncertainty about the extent of their power. During this transitional period, Facebook and YouTube have continued treating them as a rogue insurgent group. But that could quickly change.
Already, there’s been some confusion about how these companies are enforcing their policies. Facebook has said that it’s enforcing a ban on Taliban that’s been in place “for years” under its “dangerous organizations” policy. Despite this ban, it appears that Facebook has only deactivated certain Taliban accounts after the New York Times asked about them, <a href="https://twitter.com/sheeraf/status/1427691615083106307">according to a tweet</a> from Times reporter Sheera Frenkel.
“Our teams are closely monitoring this situation as it evolves. Facebook does not make decisions about the recognized government in any particular country but instead respects the authority of the international community in making these determinations,” a Facebook spokesperson said in a statement.
YouTube similarly takes down all Taliban content per US sanctions law, the company said on Tuesday, after initially declining to comment on the matter to Reuters on Monday.
“[I]f we find an account believed to be owned and operated by the Afghan Taliban, we terminate it. Further, our policies prohibit content that incites violence,” a YouTube spokesperson told Recode in an email.
Meanwhile, Twitter is the most lenient of the other major platforms. The Taliban’s spokesperson, Zabihullah Mujahid, has an active account with over 300,000 followers.

“The situation in Afghanistan is rapidly evolving, and we’re witnessing people in the country using Twitter to seek help and assistance,” a Twitter spokesperson said in a statement. “Twitter’s top priority is keeping people safe, and we remain vigilant. We will continue to proactively enforce our rules and review content that may violate Twitter Rules, specifically policies against glorification of violence and platform manipulation and spam.”
Again, this situation puts Facebook, Twitter, and YouTube in a conundrum. If they take a harsh stance on the Taliban, they may risk silencing the online presence of an entire country’s government — not just a single politician. But if they allow the Taliban to gain more of a social media following, they could be enabling the ascension of a terrorism-supporting regime.
Social media companies’ differing and potentially shifting stance on the Taliban is ultimately evidence that these companies aren’t designed to be the ones deciding when to grant legitimacy to contentious regimes.
Facebook, Twitter, and YouTube will be looking to see how much political recognition the Taliban gets outside of Afghanistan, from organizations like the UN and NATO — as well as from world leaders like the US, China, and the UK, experts say.
“Are they [the Taliban] going to be recognized by anybody in the international community?” said Harbath, the former Facebook executive. “China and Russia have been the ones talking about potentially doing it. But I think that’s a big open question that hasn’t really been answered yet. You can’t expect, nor do you want, social media companies making these decisions all on their own.”

If Christ called the Temple a den of thieves, then the Church of Rome has become a den of predators. Sodom has overcome the Church, and the warning that Saint Paul wrote in the first two chapters in his epistle to the Church of Rome is being rejected by the ecclesiastical leadership, with the Pope himself emphasizing the need for “a civil union law” for citizens of Sodom. In his letter to the Church of Rome, St. Paul warned them of “storing up wrath for yourself on the day of wrath when God’s righteous judgment will be revealed.” (Romans 2:5) Before the destruction of Jerusalem by Rome, Josephus tells us that Judeans within the city “indulged themselves in feminine wantonness …  they decked their hair, and put on women’s garments” (Wars, 4.9.10), and today Rome has rejected the warning of St. Paul. If Jerusalem was destroyed for its rejection of Christ and acceptance of Sodom, what then awaits Rome? This is an essay touching on the subject of how the Church has been possessed by the spirit of Sodom and how Rome could be destroyed in the future.
Wherever there is a bad priest, there are his fangs. His fangs are his parishioners, ready to violently plunge deeply into the heart of anyone who opposes the corrupt man of the collar, like a sharp blade tearing through the flesh of dissidents towards tyranny. The fangs of the priest shriek at the sight of those who expose him; even if he molested children, or preyed upon youths, even if he was the most horrid predator, calculatively scheming to devastate his intended victim, there are the fangs ever waiting to strike the one who seeks to reveal the sinister clergyman. Woe to those priests who use their lapels to masquerade their true sinister intentions; woe to them who use their black coats to cover up their malicious designs, when the truth is that they are more like black crows, desirous to steal the harvest. They are like vultures, hovering around a cadaver that is already decaying, but even as the body rots, there are the fangs to defend not only the rottenness, but the predator who feeds off of its flesh. Woe to the one who woes, for he makes himself a target of the priest’s fangs. “He’s our monsignor” were the words uttered by the mouth of an usher towards me when I was in his parish to confront its priest, Fr. Michael Yarbrough, because he was a predator who sexually assaulted a vulnerable young man named Hector Escalante.
The usher, (alongside a gang of other ushers) wanted me to leave the parish even after I warned them of Yarbrough’s predator actions. They didn’t care, they were utterly indifferent, and even after I told this one particular usher that it is a fact that the priest sexually assaulted a young man, his only argument was that “He’s our monsignor,” as if the predator’s position exempted him from justice, freed him from the watchful eye, as if his lapel shielded him from retribution, as if his title covered his ugliness. He was a monster, but he was embellished by a system that uses law to advance the lawless. The predator does not believe in law, he despises it, but yet he will find loopholes within the law to escape the clutches of what he truly deserves. Innumerable times we have seen this within the Catholic Church. Prelates and clergymen know that a priest is a predator, and when it is revealed to the public eye, the Church authorities will say that they knew of his evil actions and simply removed him of his “faculties” (meaning that he cannot give the Sacraments), as if this is any sort of punishment. This is no justice, but a retirement plan for a pederastic criminal, for the predator is kept in the repose of the ecclesiastical abode still receiving the protection of the Temple of Rome. Many Catholics believe that their priest could never be a predator and would never cover up for one.
There is <a href="http://dig.abclocal.go.com/wls/documents/munoz%20proffer.pdf">an example</a> of this way of thinking that occurred within recent years. In 2015, a priest named Kevin Hays was suppose to be the new rector for the now defunct Casa Jesus Seminary in Chicago. Hays arrived at an apartment reserved for priests to be shown his new living quarters by an employee for the Archdiocese. They knocked on the door, but nobody answered. The employee turned the knob, but it was locked. He used his master key to open the door, and when they entered they saw that the apartment’s last resident, Fr. Octavio Munoz, had left his laptop which was still on. On its screen was playing a disturbing video of a young boy. Hays and the employee left. The priest did not say anything to anyone, he did not report it, but stayed in the impunity of silence. The employee did not say anything because he — in his own credulity — truly believed that the priest, Hays, was going to report what they saw. Once he realized that the clergyman made no such report, he contacted the Archdiocesan Case Manager at the Office for the Protection of Children and Youth at the Archdiocese of Chicago which then hired private investigators who — after finding emails belonging to Munoz about sexual acts with children — reported the priest to authorities.
It was the employee, and not the priest, Fr. Kevin Hays, who reported Munoz, and he did so only after realizing that the priest who he trusted was doing nothing. This is only one example of how priests cover for other priests who are involved in crimes and laypeople put too much trust in their clergymen. When a priest is penalized for “misconduct”, there will be Catholics who, in a knee-jerk reaction, will portray it as some sort of conspiracy against tradition. For example, when Fr. Christopher Phillips was moved from San Antonio to the Houston diocese for “misconduct” in 2017, I suspected (due to me already encountering predators within the Church) that something predatorily had been done. But, there were already people quick to make the accusation that Phillips was being persecuted for his upholding of the tradition of the Anglican mass within the Catholic Church. Charles Wilson, a parishioner at Philipps’s church — Our Lady of Atonement — and the chairman of the St. Joseph Foundation, <a href="https://www.apple.com/">called</a> the decision to remove Phillips “illegal and abusive.” Wilson went on to affirm that if the removal of Phillips succeeds “you can expect that Our Lady of the Atonement will become a territorial parish with perhaps one Anglican Use liturgy per week. All that we have sacrificed for will be lost.” Wilson continued on to say: “The threat faced by our parish is extremely grave”. 
One inside source from Our Lady of Atonement stated that many parishioners “are saying this is a land grab. … The archbishop will keep the property and those who want to join the ordinariate can just move on.” So, after a priest is removed the first impression of parishioners is not that we should await for the verdict, or that something evil could have been done by the priest. Rather, they called it “abusive,” “illegal,” “a land grab,” and “extremely grave.” It was eventually <a href="https://virtueonline.org/san-antonio-tx-founding-priest-inhibited-ordinariate">revealed</a> within the same year of 2017 that a deacon who was very close to Phillips and quite popular amongst congregants, named James Orr, was a pedophile who committed child molestation in 1993. In December of 2019, Bishop Steven Lopes sent a letter to Our Lady of the Atonement stating that Phillips knew about and covered up Deacon Orr’s crimes: “the Archdiocese provided me with documentation of still other instances wherein Father Phillips neither informed nor reported to the Archdiocese credible complaints concerning Deacon Orr’s conduct.”
The Archdiocese made another report in January of 2019 stating that when Phillips heard about Orr’s molestation of a child, that he “did not inform the archbishop of the allegation, either at the time it was made or later when recommending Orr for ordination to the permanent diaconate.” Orr’s victim was a child who was attending Our Lady of Atonement’s school, Atonement Academy. As Bishop Lopes wrote: “In addition to the Archdiocesan Report, I have now received a first-hand account of misconduct by James Orr against a former student and graduate of Atonement Academy. Father Phillips received the report at that time, but did nothing.” And even after the parents of the victim asked Phillips to make action against Orr, Phillips was so cold blooded that he callously ignored their pleas. As Bishop Lopes reported: The parents asked him to take the proper steps in accord with the Archdiocesan Safe Environment protocols …These steps were not taken, and no report of the incident was ever made to the Archdiocese or civil authorities.”
Now, the archdiocese should have made this known to the congregants from the beginning instead of just stating that Phillips was being removed for “misconduct.” But still, it is worthy to point out that in the midst of a sex abuse crisis within the Church, the first impression that parishioners have about a priest being removed is that he is some sort of martyr being persecuted for upholding tradition. Bishops usually do not act against a priest because of tradition, but rather bad publicity. 
The presence of predators within the Catholic Church is so horrendous that the Australian government wants for priests to work with law enforcement if a fellow priest reveals to them in the confessional that they partook in molestation, or if a child in the confessional tells the priest that he or she has been molested by another priest. Church officials have protested against this, but the Church has no one to really blame for this but themselves, because of the network of ecclesiastical bureaucrats who shift these molesters to different locations and cover up for them. Archbishop Anthony Fisher of Sydney went so far as to tell the Australian commission in charge of this matter that “if a child penitent confessed their sexual abuse by an adult to him that, ‘I believe I’m bound by the seal of confession not to repeat it’.” But what sin has the child committed to even call this a “confession”? In other words, the abused child is considered to have committed a sin which needs to be “sealed”. So the argument goes that even if a child tells a priest in Confession that he or she has been molested by another priest, the one who hears the confession should not take any action against the abuser lest he break the Seal of Confession. Here lies the spirit of the Pharisee who, while worshipping the letter of the law, rejects the spirit of the law, which is  justice and mercy and faith. (Matthew 23:23) We may look to the Sacraments all we want, but if we have not mercy nor justice, it is for nothing. As we read in Micah:

Will the Lord be pleased with thousands of rams,
    with ten thousands of rivers of oil?
Shall I give my firstborn for my transgression,
    the fruit of my body for the sin of my soul?”
He has told you, O man, what is good;
    and what does the Lord require of you
but to do justice, and to love kindness,
    and to walk humbly with your God?” (Micah 6:6-8)

And when parishioners holler about the “Seal of Confession” being attacked by the Australian government, they too are to blame on account of their sycophancy towards the priests, looking up to him with a dangerous docility even if the one they revere is a predator, not having discernment, and even rejecting discernment itself.
<h2>The Destruction of Jerusalem and Rome</h2>
When I was in the parish of the predator, Michael Yarbrough, all of the faces around me were ones of disdain, and the voices of the ushers were all against me even after I told them of their priest’s malicious actions. “He’s our monsignor” said one of the ushers to me. In this moment, the spirit of the Pharisee was manifest, worshipping the letter of the law, revering their priests who make their phylacteries broad and their fringes long (Matthew 23:5), protecting them even in the face of the dark truth. And what became of the Pharisaical order? It was destroyed by Rome after the destruction of the Temple. Many of the priests of Israel were massacred by the Caesar after the sacking of Jerusalem. Caesar’s reasoning was that since the Temple had been destroyed, its priests shall as well be destroyed with it. As Josephus recounted:

“On the fifth day afterward the priests that were pined with the famine came down; and when they were brought to Titus by the guards, they begged for their lives. But he replied, that “The time of pardon was over, as to them: and that this very holy house, on whose account only they could justly hope to be preserved, was destroyed: and that it was agreeable to their office that priests should perish with the house it self to which they belonged.” So he ordered them to be put to death.” (Wars, 6.6.2)

Since the Temple was gone, the priesthood thus had no purpose; for there cannot be a priesthood without a Temple. If the Temple was not significant, then why did the Jews leave Babylon and request from Cyrus the Great permission to rebuild the Temple? Why did the Maccabees fight to the death for the defense and purification of the Temple? And why did the Jews not only fight for the Temple, but were also ever willing to commit suicide for this very edifice, if it was significant and essential to the Jewish priesthood? As Josephus recorded:

“As for the priests, some of them plucked up from the holy house the spikes that were upon it; with their bases, which were made of lead; and shot them at the Romans, instead of darts. But then, as they gained nothing by so doing; and as the fire burst out upon them; they retired to the wall, that was eight cubits broad; and there they tarried. Yet did two of these of eminence among them, who might have saved themselves by going over to the Romans, or have borne up with courage, and taken their fortune with the others, throw themselves into the fire, and were burnt, together with the holy house. Their names were Meirus, the son of Belgas; and Joseph the son of Daleus.” (Wars, 6.6.1)

Why so much enthusiasm for the Temple if it was not necessary for Judaism? The Jewish priesthood, thus, alongside the Temple, were destroyed, and its torch was passed to the one who destroyed it: Rome. Christendom, being the continuation of the true religion, became the new Israel. But since Christendom has reduced itself to the level of the Pharisee, should we not then expect that what awaits its fate is that which met Jerusalem? Catholic Rome was once horrendously devastated by German mercenaries. We have all heard about the several sackings of Rome by the Goths, and we have heard about the German Nazi occupation of the Vatican. But out of all of the sackings and occupations of Rome, the most destructive one is the one that is least discussed. I am speaking of the sack of Rome by German mercenaries in 1527. And it is this sacking that we will detail here so as to make the parallel with the destruction of Jerusalem and how what took place in 1527 could give us an idea of what could occur in the future.
A catalyst to this destruction of Rome began in 1524, when Pope Clement VII, fearing the expanding empire of Charles V, made an alliance with the emperor’s rivals, Venice and Milan. This alliance was kept a secret until 1525 when it was revealed. Charles was furious and stated that he was determined to execute revenge on “that poltroon of a pope” and added: “Some day perhaps Martin Luther will become a man of substance.” In 1526, the plan to attack Rome ensued. A strong ally to Charles in southern Germany, Georg von Frundsberg, was so adamant to seeing the Pope devastated that he hired mercenaries with his own money, even pawning towns he owned, his castle and his wife’s jewelry. Georg eventually raised an army of 10,000 elite warriors, called the Landsknechte (“Servant of the Land”), many of whom were hard Lutherans eager to see Rome — which they deemed as the Harlot of Babylon — burn to the ground.
They read Luther’s Theses, and they saw themselves as fulfilling some sort of divine destiny, as if they were the scourge of God destroying His enemy, the Vatican. The vicious disposition towards Rome did not just come out of nowhere, but was a response to an immense corruption in Church authority. For example, in 1517 Pope Leo X sent a monk named Johann Tetzel to do a tour through Germany to sell indulgences. He marketed indulgences by saying: “The moment a coin in the coffer rings, a soul from purgatory springs”. The Church also was in the business of selling papal positions, with the purchaser being reimbursed with an annual income. Even low positions within the Vatican, such as in the papal police, were sold to small investors. Those who purchased papal positions were even entitled to sell or give them away to relatives. Such corruption reached the eye of Luther who exploited this and hollered his outcry against the Church. An entire revolution — the Reformation — was sparked and the Church’s corruption played a major factor in its popularity. “No one can deny that the evils provoking reform in the Church were deep rooted and widespread” wrote Hilaire Belloc. “They threatened the very life of Christendom itself.” (Heresies, p. 94)
If such a violent reaction was provoked against the Church in the 16th century, then it is quite plausible that such a violent reaction against Rome could happen as something provoked by the pederastic network tolerated by the Vatican. Just as Sodom thrives in the Vatican today (it paid 20 million euros for twenty apartments right next to Europa Multiclub, Italy’s most popular homosexual bath house), so in the Catholic world in the 16th century there were also citizens of Sodom. One of Rome’s top artists was Giovanni Antonio Bazzi, who proudly called himself Il Sodoma (the sodomite. He was also called Matazo or “the madman”).
There were even Cardinals who were considered effeminate, which is just another way of saying homosexual. And the rage against this effeminacy would be unleashed when the fighters of the Emperor Charles would strike Rome. With an army of 700 lancers, 800 cavalry, 3,000 Italian adventurers, 5,000 Spanish soldiers and 10,000 German mercenaries, the city was going to be overtaken by an utter nightmare. When they finally broke through Rome’s defenses, Spanish imperial soldiers rushed into the Borgo screaming “Spain! Spain! Kill! Kill!” The whole Borgo became a slaughterhouse. Some of the defenders fled only to drown in the Tiber. The Swiss Guards put up a fight right by the obelisk in front of St. Peter’s Basilica, only to be cut to pieces. The imperial soldiers, seeing that there was no one to oppose them, went through the Borgo killing all who they came across. They took the commander of the Swiss Guards, Roust (who was heavily wounded) and murdered him in front of his wife. Not even a hospital was spared as almost all of the patients were butchered. As a monk from the monastery of San Salvatore recounted: “Everyone in the Santo Spirito hospital was killed apart from from the few who managed to flee.”
The same monk also recorded that imperial fighters charged into an orphanage in La Pieta and killed everyone inside, and many of the children “were thrown from the windows into the street.” The Pope had been attending mass in St. Peter’s Basilica when the invasion began, but in the midst of the chaos he decided to flee to the Castel Sant’Angelo. While he made his way to the edifice, an immense crowd of panicking people were all seeking refuge in the same place. However, the Pope had a papal escape route that led right into the castello. Him and his entourage met the sight of Spanish troops who then opened fire on them. The huge crowd of fleeing people trembled into the castle, their horrified faces and trepidatious bodies jumbled together like a mass of chaos and hysteria, their terrifying voices chilling the air as they resounded to the ears amidst a deluge of destruction. An elderly Cardinal named Antonio Pucci was knocked down and trampled by the panicking crowd.  So many people were trying to enter the castle that there was no way to even shut the gates. The Pope needed to get inside, and those who were deemed as having no use were cast out.
As Pesaro of Zara recorded: “The pope was told that there were many people in the castle, most of them of no military use, and there was little grain, so many of the useless ones were thrown out.”  Cardinal Pucci managed to get inside by being carried up by rope through a window. The chaos continued. One military commander, Giuliano the Florentine, was seen “tearing at his face and sobbing bitterly” as he witnessed his wife and child being raped. The invaders, as one observer wrote, “threw the bodies of little children out of doorways into the street. And women were dragged out and outraged on the ground … crying and wailing so loudly that all the city could hear.” In the midst of the wailing and the ravishing, the blood splatter and the incessant gore, a multitude of priests were seen completely naked, left in a state of humiliation. A witness wrote of how  “large numbers of the priests are naked and that it is a terrible thing to see the great number of dead, and most of all the little children younger than ten years old”. He also spoke of how the invaders “are exhausted from lack of sleep, drunk on blood, killing everything”. Francesco Guicciardini, an historian who lived in the time of the sacking, gives us an idea of the horror:

“In the streets there were many corpses. Many nobles lay there cut to pieces, covered with mud and their own blood, and many people only half dead lay miserably on the ground. Sometimes in that ghastly scene a child or man would be seen jumping from a window, forced to jump or jumping voluntarily to escape becoming the living prey of these monsters and finally ending their lives horribly in the street.”

The Landsknecht took a donkey and dressed it with priestly vestments. They then ordered a priest to feed the Eucharist to the mule, and when he refused they murdered him. They took priests and monks and shed their blood right on top of the altars and raped young nuns. The altar in St. Peter’s Basilica was piled with the slaughtered bodies of those who fled into the infamous church thinking that they would be protected from the invaders. As they butchered these people on the altar, one after the other, the Landsknecht cried out: “Long live Pope Luther!”, unleashing their Protestant frenzy at the Church that they saw as the Harlot of Babylon. “If anyone had been walking through the streets of Rome by day or night,” wrote Guicciardini, “he would have heard not sighs and tearful laments, but pitiful cries and screams of hapless prisoners coming from every house and building.” (See Foster & Marcovitz, Rome, p. 100). In the end, around 45,000 people were slaughtered, wounded or exiled.
Guicciardini described the miserable state of the clergymen under the Landsknecht’s reign of terror, and he mentions something that indicates the spirit of Sodom in the Vatican:

“many of these men wore torn and disgraceful habits, others were without shoes. Some in ripped and bloody shirts had cuts and bruises all over their bodies from the indiscriminate whippings and beatings they had received. Some had thick and greasy beards. Some had their faces branded, and some were missing teeth; others were without noses or ears. Some were castrated and so depressed and terrified that they failed to show in any way the vain and effeminate delicacy and lasciviousness that they had put on with such excessive energy for so many years in their earlier, happier days.”

Guicciardini describes the clergy as living an effeminate lifestyle prior to being devastated by the Landsknecht and imperial forces, indicating that homosexuality was prevalent within the Vatican, and these German fanatics, seeing themselves as the scourge of God against the Harlot of Babylon, rained down fury upon them. With this, it is not far-fetched to see how such destruction could come upon the Vatican again. Right before the destruction of Jerusalem, the Jews of that city “indulged themselves in feminine wantonness” (Josephus, Wars, 4.9.10). Before the sack of Rome in 1527, the clergy indulged themselves in “effeminate delicacy”. And today, the whole of the Vatican has been overtaken by Sodom. What fate awaits for Rome when God Himself did not spare Jerusalem?
When St. Paul wrote of men who “gave up natural relations with women and were consumed with passion for one another”, it was in a letter addressed to the Church of Rome (Romans 1:27), and today the same Church has rejected the warning of St. Paul, with even the Pope himself exhorting sodomite civil unions. St. Paul warned the Roman Church of the coming wrath for such evils: “We know that the judgment of God rightly falls on those who practice such things.” (Romans 2:2) And: “But because of your hard and impenitent heart you are storing up wrath for yourself on the day of wrath when God’s righteous judgment will be revealed.” (Romans 2:5) Romans 1 and 2 are not simply about moral conduct, but a prophecy for the day of wrath. Perhaps, in the future, another army — like the Landsknecht — will see themselves as the scourge of God, unleashing their rage on a wicked Church, and in this, the wrath upon Sodom will reveal itself.

PJW Live: Europe Facing Another Refugee Crisis

The British government has claimed that it intends to send private security contractors to knock on the doors of anyone returning from holidays to make sure they are quarantining upon their return, as required by law.
Home Secretary Priti Patel <a href="https://www.dailymail.co.uk/news/article-9597685/Priti-Patel-reveals-plans-10-000-quarantine-checks-day.html">announced Wednesday</a> that those returning from destinations that have not been added to the government’s ‘green list’ should expect to be checked on at their homes.
The warning comes after the government lifted international travel restrictions on Monday, allowing people to go on holiday, but with extensive caveats.
Patel claimed that 10,000 checks will be conducted every day by private contractors hired <a href="https://www.mitie.com/all-services/security-fire/?filter-service=security-and-fire&filter-search=">via the firm Mitie</a>, and if people are found to be flouting quarantine or acting noncompliant, police will be called to deal with them, with the authorisation to issue fines of up to £10,000.
The government has decreed that a negative PCR test and ten day quarantine is required for anyone returning from countries it has not deemed to be completely safe to visit, including the popular destinations of The U.S., France, Spain and Greece.
Those returning will then have to take a further two PCR tests (at their own expense) and test negative to be allowed out of their houses after the ten day period.
“People will not go unchecked,” Patel threatened. adding “Significant resources have been put in place – millions of pounds – in terms of the follow-up checking of people around their testing and making sure they stay at home. It has been stepped up.”
Discouraging travel to so called ‘amber list’ countries, Transport Secretary Grant Shapps <a href="https://news.sky.com/story/covid-19-travel-expect-knock-on-the-door-when-you-return-from-amber-countries-priti-patel-warns-12311649">told Sky News</a> Thursday that “You’ve got to quarantine. People will come to your house to check your quarantine. It’s expensive. We’re not at the stage of saying to people, go to those places on holiday. Please don’t.”
Health Secretary Matt Hancock also claimed that the door to door checks are already underway, with 30,000 being conducted last week.
Boris Johnson told MPs yesterday that visits to medium-risk destinations are only acceptable in ‘extreme circumstances’. 
The announcement came after millions of people had already booked trips to the destinations, and in many cases have already arrived there, prompting fury from travellers, airlines and booking agents.
Julia Lo Bue-Said, of Advantage Travel Partnership described the government’s actions as “typical nanny state tactics.”
She added “Surely the British public can make up their own mind if they wish to quarantine in order to visit an amber country. As long as protocols are followed, testing is in place and rules in the destination are adhered to we see no reason why we cannot be allowed to travel safely to amber destinations for leisure. Otherwise, make those amber countries red.”
In related news, it has been revealed that UK ‘Covid passports’ officially rolled out for use during international travel <a href="https://summit.news/2021/05/20/privacy-watchdog-uk-covid-passport-small-print-says-it-will-be-used-domestically/">will eventually be used domestically</a> to restrict the movement of the population, according to the small print on the NHS website.

New Zealand Prime Minister Jacinda Ardern has mimicked Australia’s top public health official by telling citizens, “Don’t talk to your neighbors,” after the country went into full lockdown as a result of just a single COVID case being detected.
As we <a href="https://summit.news/2021/08/17/entire-country-of-new-zealand-put-under-lockdown-after-just-one-single-covid-case/">highlighted</a> earlier, the entire country has been placed under lockdown for three days, with Auckland in lockdown for a week, following the discovery of a single coronavirus infection in the coastal town of Coromandel.
Citizens are now being told to avoid work, school and leisure activities while only venturing outside for “essential” reasons like purchasing food.
However, Ardern went further, claiming the risk of passing on the infection was so high that people shouldn’t even have conversations with their own neighbors.

“Stay local and do not congregate, don’t talk to your neighbors, please keep to your bubbles,” said Ardern.
“We know from overseas cases of the delta variant that it can be spread by people simply walking past one another – so keep those movements outside to the bare minimum, wear a mask, and make sure you keep up that physical distancing,” she added.
Arden is basically repeating what the chief health officer of New South Wales told Australians last month.
“Whilst it’s human nature to engage in conversation with others, to be friendly, unfortunately this is not the time to do that,” said Dr. Kerry Chant.
“So even if you run into your next door neighbor in the shopping center…don’t start up a conversation, now is the time for minimizing your interactions with others, even if you’ve got a mask, do not think that affords total protection, we wanna be absolutely sure that as we go about our daily lives we do not come into contact with anyone else that would pose a risk,” she added.

Why are authorities in Australia and New Zealand so insistent on people not talking to each other?
Perhaps because if enough of them did, authorities would come under enough pressure to reverse the disastrous ‘zero COVID’ policy which means both countries could be under some form of on and off lockdown for years to come.
New Zealand has followed many of the same draconian restrictions imposed by neighboring country Australia, with authorities previously <a href="https://summit.news/2020/08/14/new-zealand-says-it-will-put-all-new-covid-infectees-their-family-members-in-quarantine-facilities/">announcing</a> that they will put all coronavirus infectees and their close family members in “quarantine facilities” even if they refuse.
