<p><strong>Rep. Madison Cawthorn (R-NC) warned Friday that President Biden’s door-to-door COVID vaccine checks could turn into door to gun or Bible grabs.</strong></p>
<p>Cawthorn pointed back to 2020 and all the COVID shutdowns and <a href="https://twitter.com/RSBNetwork/status/1413590627833483270?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1413590627833483270%7Ctwgr%5E%7Ctwcon%5Es1_&ref_url=https%3A%2F%2Fthehill.com%2Fhomenews%2Fhouse%2F562372-cawthorn-biden-door-to-door-vaccine-strategy-could-be-used-to-take-guns-bibles" target="_blank" rel="noreferrer noopener">told Right Side Broadcasting Network</a>, “Authoritarianism is on the rise…there are tyrants who want to take away our rights, to not be able to congregate in churches, not be able to own firearms.”</p>
<p>He then pointed to the Biden Administration’s talk of:</p>

<li><em><strong>If you’re nervous, that’s ok!</strong> We all still get nervous, even if we’ve done this before.</em></li>
<li><em><strong>You don’t need to have all the answers.</strong> If you are unsure of an answer, be honest. Tell the person asking that you are a volunteer, and you will take down their question so that a health department staff person can get them the correct answer.</em></li>
<li><em><strong>Inform, don’t convince. </strong>Your job is to equip the person at the door with the information/resources they need to make an informed decision about their health. You are not trying to convince anyone to do something they don’t want to do.</em></li>
<li><em><strong>Ignore no soliciting signs</strong>. You’re not soliciting! You’re offering critical information and resources. What you are doing is not illegal.</em></li>

<li><em><strong>Knock and then back up </strong>[zh: so you don’t get shot?]<strong>.</strong> Follow COVID-19 distancing protocols and speak clearly. If someone is uncomfortable with you being there in person, offer to give them more distance or leave them a flyer.</em></li>
<li><strong>Use your script.</strong> This will give you the basics. Once you get comfortable with it, feel free to make it sound more like you as long as all the key information is there. Make clear up front that the building has let you in and you’re from the health department.</li>

U.S. Has No Plans to Send Troops to Haiti Amid Political Turmoil

<p><strong>President Joe Biden’s administration doesn’t currently plan to send military assistance to Haiti despite a request by the government for U.S. troops following the assassination of President Jovenel Moise, a senior administration official said Saturday.</strong></p>
<p>Moise’s assassination has further destabilized the already fragile political structure in Haiti, where gang violence, natural disasters and the coronavirus have all taken their toll on the hemisphere’s poorest nation.</p>
<p>The request for U.S. troops to protect Haitian infrastructure and prepare for planned elections came during a conversation Wednesday between interim Prime Minister Claude Joseph and U.S. Secretary of State Antony Blinken.</p>
<p>The White House announced Friday it was dispatching senior FBI and Department of Homeland Security officials to Port-au-Prince. That team will “assess the situation and how we may be able to assist,” White House press secretary Jen Psaki told reporters.</p>

Crime of the Century – The suppression and censorship of Ivermectin to favour the experimental Covid-19 vaccines

<p><strong>While the list of crimes committed by authorities during the COVID-19 pandemic is a long one, perhaps the biggest crime of all is the purposeful suppression of safe and effective treatments. At this point, it seems quite clear that this was done to protect the COVID jab rollout.</strong></p>

<p>The COVID shots were brought to market under emergency use authorization (EUA), which can only be obtained if there are no other alternatives available. In a sane world, the COVID gene therapies would never have gotten an EUA, as there are several safe and effective treatment options available.</p>
<p>One treatment that stands out above the others is <a href="https://articles.mercola.com/sites/articles/archive/2021/06/24/use-of-ivermectin-for-covid-19.aspx">ivermectin</a>, a decades-old <a href="https://articles.mercola.com/sites/articles/archive/2020/06/12/antiparasitic-medication-offers-hope-for-covid-19.aspx">antiparasitic drug</a> that is on the World Health Organization’s list of essential medications.</p>
<p>What makes ivermectin particularly useful in COVID-19 is the fact that it works both in the initial viral phase of the illness, when antivirals are required, as well as the inflammatory stage, when the viral load drops off and anti-inflammatories become necessary. It’s been shown to significantly inhibit SARS-CoV-2 replication in vitro, (<a href="https://www.sciencedirect.com/science/article/pii/S0166354220302011">1</a>) speed up viral clearance and dramatically reduce the risk of death.</p>
<h4><strong>Gold standard review supports use of Ivermectin</strong></h4>
<p>Dr. Tess Lawrie, a medical doctor, Ph.D., researcher and director of Evidence-Based Medicine Consultancy Ltd (video above) (<a href="https://www.e-bmc.co.uk/">2</a>) in the U.K., has been trying to get the word out about ivermectin. To that end, she helped organize the British Ivermectin Recommendation Development (BIRD) panel (<a href="https://trialsitenews.com/dr-tess-lawrie-urging-health-professionals-to-consider-this-generic-repurposed-drug-for-covid-19/">3</a>) and the International Ivermectin for COVID Conference, (<a href="https://bird-group.org/conference-programme/">4</a>) which was held online, April 24, 2021.</p>
<p>Twelve medical experts (<a href="https://bird-group.org/conference-programme/">5</a>) from around the world shared their knowledge during this conference, reviewing mechanism of action, protocols for prevention and treatment, including so-called long-hauler syndrome, research findings and real world data. All of the lectures, which were recorded via Zoom, can be viewed on Bird-Group.org. (<a href="https://bird-group.org/conference-post-event/">6</a>)</p>
<p>Lawrie has published several systematic reviews and meta-analyses of studies looking at ivermectin for the prevention and treatment of COVID-19 infection. A rapid review performed on behalf of the Front Line COVID-19 Critical Care Alliance (FLCCC) in the U.S., January 3, 2021, found the drug “probably reduces deaths by an average 83% compared to no ivermectin treatment.” (<a href="https://b3d2650e-e929-4448-a527-4eeb59304c7f.filesusr.com/ugd/593c4f_8cb655bd21b1448ba6cf1f4c59f0d73d.pdf">7</a>)</p>
<p>Her February 2021 meta-analysis, which included 13 studies, found a 68% reduction in deaths. This is an underestimation of the beneficial effect, because one of the studies included used <a href="https://articles.mercola.com/sites/articles/archive/2020/07/15/hydroxychloroquine-for-coronavirus.aspx">hydroxychloroquine (HCQ)</a> in the control arm. Since HCQ is an active treatment that has also been shown to have a positive impact on outcomes, it’s not surprising that this particular study did not rate ivermectin as better than the control treatment (which was HCQ).</p>
<p>Two months later, March 31, 2021, Lawrie published an updated analysis that included two additional randomized controlled trials. This time, the mortality reduction was 62%. When four studies with high risk of bias were removed during a subsequent sensitivity analysis, they ended up with a 72% reduction in deaths.</p>
<p>(Sensitivity analyses are done to double-check and verify results. Since the sensitivity analysis rendered an even better result, it confirms the initial finding. In other words, ivermectin is unlikely to reduce mortality by anything less than 62%.)</p>
<p>Lawrie reviewed the February and March analyses and other meta-analyses in an interview with Dr. John Campbell, featured in “<a href="https://articles.mercola.com/sites/articles/archive/2021/05/21/ivermectin-for-covid-19.aspx">More Good News on Ivermectin</a>.” Lawrie has now published her third systematic review. According to this paper, published June 17, 2021 in the American Journal of Therapeutics: (<a href="https://journals.lww.com/americantherapeutics/Fulltext/2021/08000/Ivermectin_for_Prevention_and_Treatment_of.7.aspx">8</a>)</p>

<h4><strong>World Health Organization refuses to recommend Ivermectin</strong></h4>
<p>Despite the fact that most of the evidence favors ivermectin, when the WHO finally updated its guidance on ivermectin at the end of March 2021, (<a href="https://www.who.int/publications/i/item/WHO-2019-nCoV-therapeutics-2021.2">9</a>, <a href="https://www.who.int/news-room/feature-stories/detail/who-advises-that-ivermectin-only-be-used-to-treat-covid-19-within-clinical-trials">10</a>) they largely rejected it, saying more data are needed. They only recommend it for patients who are enrolled in a clinical trial.</p>
<p>Yet, they based their negative recommendation on a review that included just five studies, which still ended up showing a 72% reduction in deaths. What’s more, in the WHO’s summary of findings, they suddenly include data from seven studies, which combined show an 81% reduction in deaths. The confidence interval is also surprisingly high, with a 64% reduction in deaths on the low end, and 91% on the high end.</p>
<p>Even more remarkable, their absolute effect estimate for standard of care is 70 deaths per 1,000, compared to just 14 deaths per 1,000 when treating with ivermectin. That’s a reduction in deaths of 56 per 1,000 when using the drug. The confidence interval is between 44 and 63 fewer deaths per 1,000.</p>
<p>Despite that, the WHO refuses to recommend this drug for COVID-19. Rabindra Abeyasinghe, a WHO representative to the Philippines, commented that using ivermectin without “strong” evidence is “harmful” because it can give “false confidence” to the public. <h4><strong>Why Ivermectin has been censored</strong></h4>
<p>If you’ve been trying to share the good news about ivermectin, you’re undoubtedly noticed that doing so is incredibly difficult. Many social media companies are banning such posts outright.</p>
<p><a href="https://articles.mercola.com/sites/articles/archive/2021/06/16/ivermectin-for-covid-19-infection.aspx">Promoting ivermectin</a> on YouTube, or even discussing benefits cited in published research, violates the platform’s posting policies. <em>DarkHorse</em> podcast host Bret Weinstein, Ph.D., is but one of the victims of this censorship policy.</p>
<p>His interviews with medical and scientific experts such as Dr. Pierre Kory, a lung and ICU specialist, former professor of medicine at St. Luke’s Aurora Medical Center in Milwaukee, Wisconsin, and the president and chief medical officer (<a href="https://covid19criticalcare.com/about/the-flccc-physicians/">12</a>) of the FLCCC, and <a href="https://articles.mercola.com/sites/articles/archive/2021/06/21/mrna-inventor-interviewed-about-injection-dangers.aspx">Dr. Robert Malone</a>, the inventor of the mRNA and DNA vaccine core platform technology, (<a href="https://trialsitenews.com/bioethics-of-experimental-covid-vaccine-deployment-under-eua-its-time-we-stop-and-look-at-whats-going-down/">13</a>) have been deleted from the platform. The interview with Malone had more than 587,330 views by the time it was wiped from YouTube. (<a href="https://taibbi.substack.com/p/meet-the-censored-bret-weinstein">14</a>)</p>
<p>But why? Why don’t they want people to feel confident that there’s treatment out there and that COVID-19 is not the death sentence they’ve been led to believe it is? The short answer is because ivermectin threatens the vaccine program. As explained by Andrew Bannister in a May 12, 2021, Biz News article: (<a href="https://www.biznews.com/thought-leaders/2021/05/12/mailbox-ivermectin">15</a>)</p>

<p><em>“</em>What if there was a cheap drug, so old its patent had expired, so safe that it’s on the WHO’s lists of Essential and Children’s Medicines, and used in mass drug administration rollouts?</p>
<p>What if it can be taken at home with the first signs COVID symptoms, given to those in close contact, and significantly reduce COVID disease progression and cases, and far fewer few people would need hospitalization?</p>
<p>The international vaccine rollout under Emergency Use Authorization (EUA) would legally have to be halted. For an EUA to be legal, ‘there must be no adequate, approved and available alternative to the candidate product for diagnosing, preventing or treating the disease or condition.’</p>
<p>The vaccines would only become legal once they passed level 4 trials and that certainly won’t happen in 2021 … The vaccine rollout, outside of trials, would become illegal.</p>
<p>The vaccine manufactures, having spent hundreds of million dollars developing and testing vaccines during a pandemic, would not see the $100bn they were expecting in 2021 … Allowing any existing drug, at this time, well into stage 3 trials, to challenge the legality of the EUA of vaccines, is not going to happen easily.”</p>

<h4><strong>The WHO and drug companies are severely compromised</strong></h4>
<p>The WHO’s rejection of ivermectin only makes sense if a) you take into account the EUA requirements; and b) remember that the WHO receives a significant portion of its funding from private vaccine interests.</p>
<p>The Bill & Melinda Gates Foundation is the second largest funder of the WHO after the United States, and The GAVI Alliance, also owned by Gates, is the fourth largest donor. The GAVI Alliance exists solely to promote and profit from vaccines, and for several years, the WHO director-general, Tedros Adhanom Ghebreyesus, served on the GAVI board of directors. (<a href="https://www.biznews.com/thought-leaders/2021/05/12/mailbox-ivermectin">16</a>)</p>
<p>As reported by Bannister, Merck, the original patent holder of ivermectin, also has severe conflicts of interest that appear to have played a role in the rejection of ivermectin. He writes: (<a href="https://www.biznews.com/thought-leaders/2021/05/12/mailbox-ivermectin">17</a>)</p>

<p>“Ivermectin has been used in humans for 35 years and over 4 billion doses have been administered. Merck, the original patent holder, (<a href="https://www.merck.com/news/merck-statement-on-ivermectin-use-during-the-covid-19-pandemic/">18</a>) donated 3.7 billion doses to developing countries … Its safety is documented at doses twenty times the normal …</p>
<p>Merck’s patent on Ivermectin expired in 1996 and they produce less than 5% of global supply. In 2020 they were asked to assist in Nigerian and Japanese trials but declined both.</p>
<p>In 2021 Merck released a statement claiming that Ivermectin was not an effective treatment against Covid-19 and bizarrely claimed, ‘A concerning lack of safety data in the majority of studies’ of the drug they donated to be distributed in mass rollouts, by primary care workers, in mass campaigns, to millions in developing countries.</p>
<p>The media reported the Merck statement as a blinding truth without looking at the conflict of interests when days later, Merck received $356m from the US government to develop an investigational therapeutic.</p>
<p>The WHO even quoted Merck, as evidence, that it didn’t work, in their recommendation against the use of Ivermectin. It’s a dangerous world when corporate marketing determines public health policy.”</p>
</blockquote>
<h4><strong>FLCCC calls for widespread and early use of Ivermectin</strong></h4>
<p>In the U.S., the FLCCC has been calling for widespread adoption of ivermectin, both as a prophylactic and for the treatment of all phases of COVID-19, (<a href="https://covid19criticalcare.com/">19</a>, <a href="https://www.medpagetoday.com/infectiousdisease/covid19/90552">20</a>) and Kory has testified to the <a href="https://articles.mercola.com/sites/articles/archive/2021/05/05/human-prescription-ivermectin.aspx">benefits of ivermectin</a> before a number of COVID-19 panels, including the Senate Committee on Homeland Security and Governmental Affairs in December 2020 (<a href="https://covid19criticalcare.com/">21</a>) and the National Institutes of Health COVID-19 Treatment Guidelines Panel in January 2021. (<a href="https://covid19criticalcare.com/wp-content/uploads/2021/01/FLCCC-PressRelease-NIH-C19-Panel-FollowUp-Jan7-2021.pdf">22</a>)</p>

<p>… numerous clinical studies — including peer-reviewed randomized controlled trials — showed large magnitude benefits of Ivermectin in prophylaxis, early treatment and also in late-stage disease. Taken together … dozens of clinical trials that have now emerged from around the world are substantial enough to reliably assess clinical efficacy.”</p>
</blockquote>
<p>The FLCCC has published three different <a href="https://articles.mercola.com/sites/articles/archive/2020/05/29/dr-paul-marik-critical-care.aspx">COVID-19 protocols</a>, all of which include the use of ivermectin:</p>
<ul>
<li>I-MASK+ (<a href="https://covid19criticalcare.com/covid-19-protocols/i-mask-plus-protocol/">24</a>) — a prevention and early at-home treatment protocol</li>
<li>I-MATH+  (<a href="https://covid19criticalcare.com/covid-19-protocols/math-plus-protocol/">25</a>) — an in-hospital treatment protocol. The clinical and scientific rationale for this protocol has been peer-reviewed and was published in the Journal of Intensive Care Medicine (<a href="https://journals.sagepub.com/doi/10.1177/0885066620973585">26</a>) in mid-December 2020</li>
<li>I-RECOVER (<a href="https://covid19criticalcare.com/covid-19-protocols/i-recover-protocol/">27</a>)— a long-term management protocol for long-haul syndrome</li>
</ul>
<p>In addition to Lawrie’s meta-analysis in the American Journal of Therapeutics, the FLCCC has also published a scientific review (<a href="https://journals.lww.com/americantherapeutics/Fulltext/2021/06000/Review_of_the_Emerging_Evidence_Demonstrating_the.4.aspx">28</a>) in that same journal.</p>
<p>This paper, “Review of the Emerging Evidence Demonstrating the Efficacy of Ivermectin in the Prophylaxis and Treatment of COVID-19,” published in the May/June 2021 issue, found that, based on a meta-analysis of 18 randomized controlled trials, ivermectin produces “large statistically significant reductions in mortality, time to clinical recovery, and time to viral clearance.”</p>
<h4><strong>Ivermectin significantly reduces infection risk and death</strong></h4>
<p>The FLCCC also found that when used as a preventive, ivermectin “significantly reduced risks of contracting COVID-19.” In one study, of those given a dose of 0.4 mg per kilo on Day 1 and a second dose on Day 7, only 2% tested positive for SARS-CoV-2, compared to 10% of controls who did not get the drug.</p>
<p>In another, family members of patients who had tested positive were given two doses of 0.25 mg/kg, 72 hours apart. At follow up two weeks later, only 7.4% of the exposed family members who took ivermectin tested positive, compared to 58.4% of those who did not take ivermectin.</p>
<p>In a third, which unfortunately was unblended, the difference between the two groups was even greater. Only 6.7% of the ivermectin group tested positive compared to 73.3% of controls. According to the FLCCC, “the difference between the two groups was so large and similar to the other prophylaxis trial results that confounders alone are unlikely to explain such a result.”</p>
<p>The FLCCC also points out that ivermectin distribution campaigns have resulted in “rapid population-wide decreases in morbidity and mortality,” which indicate that ivermectin is “effective in all phases of COVID-19.” For example, in Brazil, three regions distributed ivermectin to its residents, while at least six others did not. The difference in average weekly deaths is stark.</p>
<p>In Santa Catarina, average weekly deaths declined by 36% after two weeks of ivermectin distribution, whereas two neighboring regions in the South saw declines of just 3% and 5%. Amapa in the North saw a 75% decline, while the Amazonas had a 42% decline and Para saw an increase of 13%.</p>
<p>It’s worth noting that ivermectin’s effectiveness appears largely unaffected by variants, meaning it has worked on any and all variants that have so far popped up around the world. Additional evidence for ivermectin will hopefully come from the British PRINCIPLE trial, (<a href="https://www.principletrial.org/news/ivermectin-to-be-investigated-as-a-possible-treatment-for-covid-19-in-oxford2019s-principle-trial">29</a>) which began June 23, 2021. Ivermectin will be evaluated as an outpatient treatment in this study, which will be the largest clinical trial to date.</p>

<p>Keep in mind that ivermectin is not to be used in isolation. Corticosteroids, for example, are often a crucial treatment component when organizing pneumonia-related lung damage is present. The US is leaving Afghanistan. The Taliban is gaining. What happens now?

<p>“Is the Taliban takeover of Afghanistan inevitable?”</p>
<p>That’s the question a reporter <a href="https://twitter.com/ABC/status/1413202372860469254?s=20">put to</a> President Joe Biden this week at a press conference on the US’s drawdown in Afghanistan.</p>
<p>“No, it is not,” Biden <a href="https://twitter.com/ABC/status/1413202372860469254?s=20">said</a>, noting that Afghan government troops greatly outnumber the Taliban and are “as well-equipped as any army in the world.”</p>
<p>That may be true, but numbers alone don’t tell the whole story. The Taliban has rapidly <a href="https://www.aljazeera.com/news/2021/7/9/taliban-afghanistan-border-crossing-iran">expanded its territorial control</a> over the last week and is closing <a href="https://www.nbcnews.com/politics/national-security/even-taliban-are-surprised-how-fast-they-re-advancing-afghanistan-n1272236">in on the capital, Kabul</a>. On Monday, more than <a href="https://www.washingtonpost.com/world/2021/07/05/afghan-soldiers-flee-tajikistan-taliban/">1,000 Afghan soldiers reportedly fled into neighboring Tajikistan</a> to escape a Taliban advance. A US intelligence assessment has said the Afghan government <a href="https://www.wsj.com/articles/afghan-government-could-collapse-six-months-after-u-s-withdrawal-new-intelligence-assessment-says-11624466743">could fall in six months</a> once US and other international troops leave.</p>
<p>It makes it hard to see a Taliban takeover as anything other than extremely likely, if not truly inevitable. For that reason, it’s worth thinking about what it would actually mean if that were to happen. What does that look like? And how should the Biden administration respond?</p>
<p>I spoke with Madiha Afzal, a fellow at the Brookings Institution think tank and an expert on the region, to talk through some of these questions.</p>
<p>Afzal’s not necessarily convinced that a full Taliban takeover is imminent. “It could happen down the road, but not without some significant fighting,” she told me. But, she said, “The fundamental question facing the Biden administration is, whatever government setup emerges in Afghanistan, will it pose a threat to the US?”</p>
<p>Our conversation, edited for length and clarity, is below.</p>

<p>I know it’s a very complicated situation on the ground in Afghanistan, but can you give a basic overview of the landscape right now as the US withdraws?</p>
<h4>Madiha Afzal</h4>
<p>I think many of us feared that with withdrawal, without a peace deal between the Taliban and Kabul, the most likely outcome would be some kind of a civil war. Not necessarily an imminent Taliban takeover, but a civil war that could be a protracted one.</p>
<p>Now, given <a href="https://www.bbc.com/news/world-asia-57748695">the losses</a> that Afghan security forces have suffered in the last few days after US forces <a href="https://apnews.com/article/bagram-afghanistan-airfield-us-troops-f3614828364f567593251aaaa167e623">departed the Bagram Air Base</a>, those rapid losses have led some to believe it’s only a matter of time before the Taliban takes over — and, in fact, that military takeover might be more likely, that the fight will soon move to provincial capitals and cities and the Afghan security forces will have the same kind of losses they’ve faced over the last few days.</p>
<p>But that may not necessarily be the case. It could be that the fight is stronger in Afghan cities, provincial capitals, certainly in Kabul. There’s also the question of what happens if the Taliban gets to Kabul and tries to take over Kabul. Does the US step in in some way? Do NATO forces step in some way? That’s a question that was raised, <a href="https://www.nytimes.com/2021/06/09/us/politics/afghanistan-airstrikes-us-troop-withdrawal.html">at least in some recent reporting</a>.</p>
<p>So I think the most likely outcome is fighting that will soon move to Afghanistan’s provincial capitals. But it doesn’t necessarily mean that a full Taliban takeover is imminent. It could happen down the road, but not without some significant fighting.</p>
<h4>Jen Kirby</h4>
<p>As you said, it’s hard to know what will happen. But, from the US perspective, is that the key goal? To keep the central government and Afghan security forces intact? Or do you think the US government is thinking about the strategy differently as it leaves?</p>
<h4>Madiha Afzal</h4>
<p>That thinking is probably still evolving as the US views what is happening. I think an eventual outcome, if one thinks about it — and this could be down the road — could be a part of Afghanistan ruled by the Taliban, and one part of it, perhaps, ruled by a government that is friendlier to the United States.</p>
<p>Would the US step in in some way to avoid Kabul being taken over by the Taliban? I think that’s a question. In all the discussions that the US has been having with Pakistan and other countries trying to establish the horizon counterterrorism capabilities, we don’t really have a satisfactory answer there, I think because nothing has really been decided.</p>
<p>With all those discussions, to me, the fundamental question facing the Biden administration is, whatever government setup emerges in Afghanistan, will it pose a threat to the US?</p>
<p>Even if it’s complete — let’s go to the extreme — even if it’s a complete Taliban takeover, does it pose a threat to the United States or not? The US doesn’t have to give it aid. The US doesn’t have to give it legitimacy. The US may even sanction it. It has certain tools. But if it exists, like it did in the 1990s, does it give haven to al-Qaeda? Does it allow its soil to be used to attack the United States?</p>
<p>That’s when this government becomes a problem for the United States. So if it’s a small part of Afghanistan, or a significant part of Afghanistan, that is being ruled by a Taliban government, again, the same question arises.</p>
<h4>Jen Kirby</h4>
<p>So the question is not so much whether or not the Taliban will take over, but rather in what form, and if it acts like a rogue actor. But if the Taliban doesn’t, say, give safe harbor to terrorists, then the US may not be as concerned, even if that’s an uncomfortable position after 20 years of nation-building.</p>
<h4>Madiha Afzal</h4>
<p>Exactly. President Biden has been talking about the terrorist threat from Afghanistan being a key concern. He <a href="https://www.whitehouse.gov/briefing-room/speeches-remarks/2021/07/08/remarks-by-president-biden-on-the-drawdown-of-u-s-forces-in-afghanistan/">alludes to that repeatedl</a>y, saying, basically, “Look, the terrorist threat has morphed, it has gone elsewhere.” So, at least for his administration, the central question around the Taliban’s ascendance would be: What kind of threat does it pose to the US?</p>
<h4>Jen Kirby</h4>
<p>This may be an impossible question to answer, but do we have a sense of what the Taliban might do, learning the lessons of 20 years? Perhaps they’re less eager to host terrorists? Or maybe not?</p>
<h4>Madiha Afzal</h4>
<p>The answer to that is probably a little bit mixed, and maybe not satisfactory because there is a lot we don’t know. The Taliban is good at rhetoric. It’s good at propaganda. What it says is not what actually happens.</p>
<p>We should be very wary when it comes to the Taliban. There’s also a divide between the Taliban political leadership — which seems to know how to use rhetoric and propaganda — versus rural Taliban or foot soldiers who a) believe in the same draconian, regressive forms of governance they did in the 1990s, and b) believe that they’ve won a jihadist victory. And this means you don’t compromise, going back to the way things were in the 1990s.</p>
<p>The Taliban political leadership isn’t fully clear on what it wants in terms of girls’ education, women going to work, and so on. It has just said it’s going to be in line with Islam.</p>
<p>I think we ought to be wary of how much the Taliban has changed. That being said, they seem to enjoy international legitimacy. Now, whether that’s just because they want to use that to make the US get out of Afghanistan and then essentially go back to the ways of the 1990s, that could be.</p>
<p><a href="https://www.theguardian.com/world/2021/jul/09/iran-and-russia-move-to-fill-diplomatic-vacuum-in-afghanistan">They’re on a diplomatic tour of sorts</a>, having just gone to Iran. They sometimes visit Pakistan. They’re making relationships with other countries, it seems, and countries beyond those they were in touch with in the 1990s.</p>
<p>So will they want to be a pariah state, isolated as they were in the ’90s? I’m not quite sure about that. They certainly want to fully take over Afghanistan at whatever cost. What they want after that, in terms of their relationship with other countries and their international status, that’s something where people think, “Maybe we can get them to moderate based on their desire for international legitimacy.”</p>
<p>That’s the open question. I am severely skeptical of that.</p>

<p>That makes me think of <a href="https://www.vox.com/world/2020/2/29/21158939/us-taliban-sign-peace-deal-troops-afghanistan">the US peace deal with the Taliban</a>, brokered under the Trump administration, which seemed to give the Taliban the type of legitimacy it craved. Was that, in retrospect, a turning point for the Taliban? Did that have any influence?</p>
<h4>Madiha Afzal</h4>
<p>Absolutely. I think the US-Taliban deal <a href="https://www.state.gov/wp-content/uploads/2020/02/02.29.20-US-Afghanistan-Joint-Declaration.pdf">signed in Doha</a> gave the Taliban more legitimacy than anything until then. The Taliban has been building on that legitimacy since then. The fact that the Afghan government in Kabul wasn’t even party to that deal, that the US agreed with the Taliban on things that it then got the Afghan government to do, <a href="https://www.reuters.com/article/us-afghanistan-taliban-factbox/afghan-prisoner-release-what-it-is-what-it-means-for-peace-idUSKCN2550BS">such as the release of prisoners</a>. These are all things that really bolstered the Taliban, whether we like it or not.</p>
<p>And, in some sense, it’s become an actor that is much more confident in itself after that. People talk about Pakistan using its leverage over the Taliban. Well, a lot of other actors now have less leverage over the Taliban to get them to do what they want because the Taliban has been granted this international legitimacy, by the US more than anyone else.</p>
<h4>Jen Kirby</h4>
<p>So from a US standpoint, do you try to leverage that? Now that you’ve had these negotiations with the Taliban, do you try to work the gears diplomatically and try to engage?</p>
<h4>Madiha Afzal</h4>
<p>Sadly, I think an unconditional withdrawal basically makes the peace process redundant. The Taliban has shown that by its military strategy since.</p>
<p>Where our leverage existed was in this little time period that we had between the Doha deal being signed and our final withdrawal. So, to me, our troops — as cynical as that sounds — are where the leverage lay because that’s what the Taliban wanted. It wanted US troops to leave. But it didn’t have to grant the US anything. It didn’t have to do anything to get the troops to leave, so we lost that leverage by the unconditional withdrawal that the <a href="https://www.vox.com/2021/4/25/22402539/afghanistan-military-withdrawal-final-biden-september-11th">president announced in April</a>.</p>
<h4>Jen Kirby</h4>
<p>So essentially the US said, “Do those things and we’ll leave.” And then they didn’t and we left anyway, but we still want them to do those things.</p>
<h4>Madiha Afzal</h4>
<p>Exactly. So you can see how the incentives fall away for the Taliban.</p>
<h4>Jen Kirby</h4>
<p>Does the US, do you think, still have to take the lead when it comes to the future of Afghanistan? Or do you think it will shift elsewhere, maybe to NATO or the United Nations?</p>
<h4>Madiha Afzal</h4>
<p>I think the Biden administration has been trying to say, “Look, regional countries have a responsibility here, and they really need to step up.” Pakistan, Russia, China — obviously Turkey’s important, India. That’s where the Biden administration is pointing the finger. It depends on the outcomes. But I think there’s a serious credibility problem for the US if it just looks away.</p>
<p>President Biden has, <a href="https://www.whitehouse.gov/briefing-room/speeches-remarks/2021/07/08/remarks-by-president-biden-on-the-drawdown-of-u-s-forces-in-afghanistan/">in terms of promising assistance</a>, basically said, “This is a new chapter where the partnership is not a military one, but we will be there for you in other ways.” I think the US feels some burden of responsibility and, I think, will not look away entirely — though the Biden administration would probably like to focus on other things.</p>
<p>I think this is an administration that does care about its perception in the world, and does not want to be thought of as abandoning Afghanistan. But whether that in practice has any major effect beyond — not necessarily lip service, but rhetorical support, we’ll have to see.</p>
<h4>Jen Kirby</h4>
<p>I’m wondering if there is another way to protect some of the gains in Afghanistan, especially around human rights, but maybe not around the paradigm of a centrally functioning Afghan government. Is there such an approach for the US to take?</p>
<h4>Madiha Afzal</h4>
<p>The US cannot be the one to sustain a centrally functioning government in Afghanistan. Again, Biden <a href="https://www.nytimes.com/2021/06/25/us/politics/biden-afghanistan-withdrawal.html">talked about that quite candidly</a>, saying it’s very difficult. So how can those gains be protected? I think the US is banking on — kind of pun intended — assistance: security, financial, economic, humanitarian, all sorts of assistance. And that the Taliban will, militarily, face pushback.</p>
<p>So perhaps it is looking at some outcome where there could be a decentralized framework, where the cities have a different set-up versus the rural areas, and large swaths of the country are ruled by the Taliban.</p>
<p>All of this will really depend on how things go militarily — whether the Afghan security forces are really able to put up a fight in those areas. Because remember that many of the gains we talk about — schools, employment — these were felt and seen in the urban areas and not in the rural areas. So in some sense, the rural areas being taken over by the Taliban may get some measure of stability in whatever form because the fighting stops.</p>
<p>And so what happens to the urban areas? Is there a way for the US to help the Afghans hold on to those gains a little bit longer? There’s a segment of Afghan society that doesn’t want to let those gains go. I also know that many of them are leaving. It’s a very dynamic situation.</p>
<p>So that one is hard to talk about without knowing how things are going to go militarily. There is a bit of a wait-and-see approach because the assistance announced is what it is. Given that and given the fighting power of the Afghan security forces, can they put up a fight?</p>
<h4>Jen Kirby</h4>
<p>Do you think there is any scenario where the US would recommit or intervene militarily in Afghanistan to do that?</p>
<h4>Madiha Afzal</h4>
<p>That’s a big question — the million-dollar question. People have talked about, well, if an ISIS-like situation emerges, as with post-Iraq withdrawal and the rise of ISIS. That’s not what we are necessarily worried about in Afghanistan. I think the terrorism threat that emerges from Afghanistan will not be something we see in the short term. It’s not going to be quick.</p>
<p>The worry is that once the Taliban has taken over some parts of Afghanistan [and US troops have left], they start to let al-Qaeda or other terrorist groups do what they want, and then al-Qaeda regroups or other terrorist groups [get stronger], and then perhaps begin posing a threat to the United States. That’s the worry.</p>
<p>In that case, though, the US assumes counterterrorism capabilities are going to be enough. So, honestly, in this administration, I don’t really see that happening. I don’t see the US military becoming involved again in Afghanistan.</p>
<h4>Jen Kirby</h4>
<p>It does seem very bleak, if I’m being honest. If there is a best-case scenario for Afghanistan right now, even against long odds?</p>
<h4>Madiha Afzal</h4>
<p>Up to the US-Taliban deal signed in Doha, I thought maybe we could actually get a decent deal signed. That was a pretty bad deal to begin with. Once it was signed, things have just been downhill from there. So I thought things looked bleak in February 2020.</p>
<p>They look far worse now. I am wary enough of the Taliban that I don’t see any evidence that they will either go for a peace deal or change their ways, not want a military takeover. I think perhaps the hope — and hope is not a strategy — the hope lies in perhaps the Afghan government and security forces being able to muster something up to hold them back. And I’m very sadly watching with worry.</p>
<h4>Jen Kirby</h4>
<p>Even in that scenario, it seems as if it will just generate more fighting, more violence, which will be felt by the people of Afghanistan.</p>
<h4>Madiha Afzal</h4>
<p>That’s absolutely right. In the medium term, that just means bloodshed.</p>
<p>I can’t imagine what those in Afghanistan are thinking about the future. It requires a lot of bravery just to be there, just to continue to go on doing the jobs they’re doing. Women journalists in particular — <a href="https://www.nytimes.com/2021/03/05/world/asia/afghanistan-women-journalists.html">so many attacked in the last few months</a>. Going to school may mean you don’t go home. It’s just horrible.</p>
