The British government said Sunday it will permit outdoor non-religious wedding ceremonies in England and Wales for the first time, boosting a sector hard-hit by the pandemic.
Up to now, England and Wales have only allowed Jewish and Quaker weddings outdoors, while others have to marry in a room or a fixed permanent structure. Scotland does allow outdoor weddings.
Justice Minister Robert Buckland told Sky News the reform gave "greater flexibility" for weddings to "have more guests in a safe way".
Under the new rules, from July 1 people in England and Wales will be able to have non-religious weddings and civil partnership ceremonies outside or "under a partially covered structure" at approved venues such as hotels, the Ministry of Justice said.
The rules are temporary, running to April next year, though the government said it would consult on whether to make them permanent.
It called this a "boost to the wedding sector", allowing all aspects of weddings to take place outdoors for the first time.
The rule change provides more flexibility "especially during the pandemic," the government said, although its commitment to change the rules predates the virus.
Wedding organisers and owners of venues have complained that restrictions on celebrations during the pandemic have made their businesses unviable.
Wedding planner Sarah Haywood, spokeswoman for the UK Wedding Taskforce campaign group, tweeted: "Some good news! Let's keep it coming".
The government said it was considering further broadening the rules on weddings including allowing a wider range of locations and for weddings to be held remotely "in a national emergency".
Prime Minister Boris Johnson, who himself got married in May, delivered welcome news to couples this month when he scrapped a 30-guest limit on weddings, with permitted numbers now dependent on the size of premises. However guests are still not allowed to dance at weddings.

Public Health England (PHE) on Thursday published population surveillance data on possible coronavirus (COVID-19) reinfections and said that the new data suggests a low risk of virus in the population.
The data was published to help monitor and understand the risk of people contracting COVID-19 again. The data will be published regularly as part of the PHE Weekly Surveillance Report, according to a release.
The current data shows that there is a low risk of reinfection with SARS-CoV-2. There were 15,893 possible reinfections with SARS-CoV-2 identified up to May 30, 2021 in England throughout the pandemic, out of nearly four million people with confirmed infections. This is equivalent to around 0.4 per cent cases becoming reinfected.
"People are understandably concerned about whether you can catch COVID-19 more than once. While we know that people can catch viruses more than once, this data currently suggests that the rate of COVID-19 reinfection is low. However, it is important that we do not become complacent about this - it is vital to have both doses of the vaccine and to follow the guidance at all times to reduce your chance of any infection," said Dr Susan Hopkins, Strategic Director for COVID-19 at PHE.
"This data shows reinfections from June 2020 up until the end of May 2021 and PHE will continue to look at the impact of vaccines and severity of illness in reinfections. Current evidence suggests that most reinfections will not cause symptoms. Work is ongoing to better understand the factors that make someone more likely to catch COVID-19 again and also the impact of vaccine status," added Hopkins on the impact of vaccines and severity of illness in reinfections.
"There is currently no evidence that the Delta variant, or any other Variants of Concern, are more likely to cause reinfection than others, but we will closely monitor this," said Hopkins.
Reinfection with SARS-CoV-2 is expected and has been previously reported, however, this data highlights that the overall risk, as detected through national surveillance, remains low. PHE is calling on everyone who is eligible for the COVID-19 vaccine to take up the offer of two doses as this will minimise the risk of re-infection, read the release.
The population surveillance suggests that there were: 15,893 possible reinfections. A possible reinfection is identified where consecutive positive test results in the same person are at least 90 days apart.
These are reinfections which have not been sequenced and so we cannot be completely certain they are not the same original infection, said PHE.
A probable reinfection is identified when sequencing of the second test sample identifies a variant known to be circulating now and/or that was not circulating at the time of the first test. As per the data 478 probable reinfections were recorded.
Meanwhile, a confirmed reinfection is where sequences are available from each episode and the sequences are genetically distinct. 53 confirmed reinfections were recorded in the data by PHE.
Also, Dr Sanjay Rai, Professor of Community Medicine Department, AIIMS said that vaccinating those who have recovered from COVID-19 is a wasteful expenditure.
"Global evidences have suggested that natural infection provide better and longer duration of protection. There is no additional benefit of vaccination after natural infection. Vaccinating those who have recovered from COVID-19 is a wasteful expenditure," said Dr Rai.
The House of Commons of the UK Parliament had earlier approved on Wednesday the government's proposal to postpone the deadline for lifting quarantine restrictions in England until July 19 due to the surge of COVID-19.
The number of new cases continues to grow in the UK, exceeding 9,000 daily infections on Wednesday.
The move was proposed by Prime Minister Boris Johnson on June 14 over concerns about the third wave of the pandemic and the spread of the Delta strain of COVID-19. The authorities planned to completely lift restrictions in England on June 21.

Negotiators for Iran and six world powers will on Sunday adjourn talks on reviving their 2015 nuclear deal and return to respective capitals for consultations as remaining differences cannot be easily overcome, Iran's delegation chief said.
"We are now closer than ever to an agreement but the distance that exists between us and an agreement remains and bridging it is not an easy job," Abbas Araqchi told Iranian state TV from Vienna. "We will return to Tehran tonight."
It was unclear when formal negotiations would resume.
A hardliner, Ebrahim Raisi, secured victory in Iran's presidential election on Friday, replacing pragmatist Hassan Rouhani. But this is not likely to disrupt Iran's effort under Supreme Leader Ayatollah Ali Khamenei, who has final say on all major policy, to rebuild the nuclear pact and break free of tough U.S. oil and financial sanctions.
Negotiations have been going on in Vienna since April to iron out steps Iran and the United States must take on nuclear activities and sanctions to return to full compliance with the nuclear pact. Washington bolted from the deal in 2018 and reimposed sanctions on Tehran.
"Bridging the gaps requires decisions that mainly the other party (Washington) has to take. I hope in the next round we will travel this short distance - albeit a difficult one," Araqchi said.
The Islamic Republic's arch-enemy, Israel, on Sunday condemned Raisi's election and said it would be a "regime of brutal hangmen" with which world powers should not negotiate a new nuclear deal.
"(His) election is, I would say, the last chance for world powers to wake up before returning to the nuclear agreement, and understand who they are doing business with," Israeli Prime Minister Naftali Bennett said in a statement.
Raisi has never publicly addressed allegations around his role in what the United States and human rights groups have called the extrajudicial executions of thousands of political prisoners in 1988.
Bennett, a nationalist atop a cross-partisan coalition, has hewed to the opposition of conservative predecessor Benjamin Netanyahu to the nuclear deal, whose caps on projects with atomic bomb-making potential Israel deemed too lenient.

Beijing, China:
The number of Covid-19 jabs administered in China has passed the one billion mark, health officials said Sunday, more than a third of the doses given worldwide.
The announcement by the National Health Commission comes after the number of shots administered globally surpassed 2.5 billion on Friday, according to an AFP count from official sources.
It is unclear what percentage of China's population has now been inoculated but its vaccination drive got off to a slow start after a successful fight against the virus left little sense of urgency to get jabbed. 
A lack of transparency and previous vaccine scandals have also led to resistance among residents.
Authorities have set an ambitious target of fully vaccinating 40 percent of the country's nearly 1.4 billion people by the end of this month. 
Some provinces are offering vaccines for free to encourage people to roll up their sleeves. Residents in central Anhui province have been given free eggs, while some living in Beijing have received shopping coupons.
A recent outbreak of the more contagious Delta variant of the virus in the southern city of Guangzhou has also served as a wake-up call for many dragging their feet.
China reported 23 new coronavirus cases Sunday.
The country has four conditionally approved vaccines, whose published efficacy rates remain behind rival jabs by Pfizer-BioNTech and Moderna, which have 95 percent and 94 percent success rates respectively.
China's Sinovac previously said trials of its shot in Brazil showed around 50 percent efficacy in preventing infection and 80 percent in preventing cases requiring medical intervention.
Sinopharm's two vaccines have efficacy rates of 79 percent and 72 percent respectively, while the overall efficacy for CanSino's stands at 65 percent after 28 days.
Many of them require two doses.
China is expected to produce more than three billion vaccine doses this year, state news agency Xinhua reported in April.
Health authorities have not said when China will reach herd immunity or what proportion of its vaccine doses will be sold abroad.

Bombshell: Google Funded Wuhan Lab Collaborator’s Research For Over A Decade

Tech titan Google has reportedly funded EcoHealth Alliance founder and Wuhan lab collaborator Peter Daszak’s research for over a decade.
The National Pulse <a href="https://thenationalpulse.com/exclusive/google-funded-wuhan-linked-ecohealth-research/">reported</a> Friday that Google funded numerous scientific studies on a variety of viruses conducted by Daszak spanning 2010-2018.
“The decade-plus relationship is evident in a 2010 study on bat <a href="https://www.ecohealthalliance.org/wp-content/uploads/2016/02/ID-of-a-novel-GB-like-flavivirus-from-bats-in-Bangladesh_Epstein-et-al-PLoS-Pathogens_Jul-2010.pdf">flaviviruses</a>, which lists Daszak and EcoHealth Alliance Vice President Jonathan Epstein as authors, that thanks Google.org for funding,” Natalie Winters wrote.
“A 2014 study on henipavirus spillover, which was authored by Daszak, similarly declares it was partly ‘<a href="https://www.ecohealthalliance.org/wp-content/uploads/2018/11/Evidence-for-henipavirus-spillover-into-human-populations-in-Africa.pdf">supported by Google.org</a>.'”

Additionally, Daszak was almost single-handedly responsible for <a href="https://nypost.com/2021/06/04/who-is-peter-daszak-exec-who-sent-taxpayer-money-to-wuhan-lab/">shaping the COVID-19 narrative by pressuring The Lancet</a>, a British medical journal, to issue a statement that the coronavirus came from a wet market in Wuhan.
Finally, Daszak was the only American member of the World Health Organization’s investigative tour of Wuhan, who <a href="https://www.mediaite.com/news/lesley-stahl-grills-member-of-who-team-on-chinas-denial-of-wuhan-lab-theory-youre-just-taking-their-word-for-it/">finally admitted</a> on “60 Minutes” in March that the global body simply took it on China’s word that COVID-19 originated from a wet market.
“There’s a limit to what you can do and we went right up to that limit. We asked them tough questions. They weren’t vetted in advance. And the answers they gave, we found to be believable — correct and convincing,” he said.

‘A Lifetime In Debt’: Older Americans Are Facing A Student-Loan Crisis

With the moratorium on student loan payments set to end with the summer, the American media is once again reckoning with the fact that the US has a hidden crisis with older borrowers weighed down by student debt. In many cases, these borrowers have been paying off student loans for decades.
At the very least, it’s a depressing image of what might lie in store for millions of millennials, as individual student debt burdens have only grown more unmanageable as the cost of college accelerated beyond all control.
But with President Biden considering <a href="https://www.zerohedge.com/markets/unpaid-student-loans-top-435-billion">forgiving $10K per borrower, and the aggregate sum of delinquent student loan debt</a> surpassing $435 billion (roughly one-third of the $1.7 trillion total), it’s important to remember that repaying debt doesn’t get any easier once borrowers pass their prime employment years. In fact, it gets much more difficult once you start living on a fixed income.
There are now about 8.7 million Americans aged over 50 who are still paying off college loans, and their debt has increased by about half since 2017. Since then, they’ve represented the fastest growing group of borrowers as more older workers have gone back to school to try and change careers.

For worried borrowers looking for relief, they can perhaps rest easy knowing that there’s strength in numbers. With <a href="https://www.zerohedge.com/economics/40m-americans-bracing-end-student-loan-moratorium-politicians-acknowledge-unsustainable">more than 40MM borrowers in the US,</a> student-loan debtors represent a critical voting bloc, which is one of the reasons why investment banks like Goldman see smaller scale debt-relief as the most likely scenario.

But for many, 10K might only make a small dent in what they owe.
It’s also worth considering that some of these borrowers took out loans on behalf of their children. Some took out loans to help their children, and could be well into their 90s before they’re done repaying them. Others went back to school later in life. In both cases, borrowers got saddled with hefty interest rates that caused their balances to balloon over time.

“The interest accrued big-time,” says Alma Topete, 60, who borrowed about $30,000 and owes $70,000 today. “I never expected to have to have a loan at this age.”

And let’s not forget, student loans were never supposed to be a lifelong burden. While some borrowers did it on behalf of their children, others accrued debt from going back to school or getting an expensive graduate degree later in life. That’s why the upcoming unfreezing of debt payments is a multi-generational problem. With payments due to start again in September, consumers (many of whom are just transitioning back into the labor market) will be squeezed by rising prices and the resumption of a bill that typically costs hundreds of dollars per month.

Most student loans are supposed to be repaid on a 10-year clock. But many borrowers, especially those with lower credit, face higher interest rates that make it difficult for them to make much progress on the principle.

But the reality for many borrowers is very different. Frank Sizer Jr., who’s 77, reckons he has nearly two decades of payments still to go. A former prison warden, Sizer borrowed money to help his son study biology at Bridgewater College in Virginia. He retired in 2010 — two years after his son graduated — and currently owes about $52,000.
“God knows what the original amount was,” he says. “It just continued to grow.” He expected to have paid it off before retiring, and it’s only gotten harder to find the $500 a month for loan payments because “you don’t have the income that you did when you were working.”
One reason why parent borrowers like Sizer often find their loan balances swelling is that they have to pay higher interest rates.
Since mid-2006, federally backed loans under the Parent PLUS program have charged an average of 466 basis points above U.S. Treasury bonds, well above the typical rate for student borrowers. And loans to parents come with a hefty one-time origination fee too. The current going rate is 4.23% of the total amount borrowed — about four times what students are typically charged.
It’s not just parental borrowers who suffer from ballooning loan balances late in life.

Even before the pandemic, the share of loans in serious delinquency has been stubbornly high.

In its piece, Bloomberg cited the Villages, a popular retirement community in Florida, as an example of growing debt among the elderly.

When payments fall due again on Oct. 1, more may struggle to pay. It’s not clear if the government will have taken any steps toward debt writedowns by then.
So, now the big question for millions of borrowers is: how much longer until Papa Biden comes charging to the rescue with his oft-promised student-loan debt jubilee?
