Israel inched closer to lifting Covid restrictions Tuesday as its caseload remains tiny following a sweeping nationwide vaccination campaign.
People are no longer required to show vaccination certificates to enter restaurants and entertainment venues, and capacity limits on businesses have been lifted.
Health Minister Yuli Edelstein said his office would discuss ending an indoor mask requirement over the coming two weeks.
"The Israeli economy and public may have some more breathing" space, he said in a statement announcing the changes.
The country remains largely closed to travellers from abroad, however, the tourism ministry said, except for first-degree relatives, some experts, and vaccinated tourists participating in a pilot programme.
On Tuesday, there were just four new positive cases of the virus, and 350 actively sick people in Israel.
At the peak of the epidemic in early 2021, Israel saw 10,000 new cases a day and 88,000 active cases.
The changes became possible after Israel obtained millions of doses of the Pfizer/BioNTech vaccine. More than 90 percent of people in Israel aged 50 and over have been vaccinated or recovered from the virus.
Children continue to be required to wear masks in school, as under-18s have yet to be vaccinated in large numbers.
Covid-19 cases among Palestinians in the Israeli-occupied West Bank have also declined in recent weeks as vaccines from the Covax campaign for poorer countries have been distributed.
Israel has faced criticism for refusing to vaccinate most Palestinians living in the West Bank, or in the Gaza Strip, which is under Israeli blockade. Israeli citizens living in West Bank settlements have been eligible to take part in its vaccination programme.
Israel has said the Palestinian administrations in the West Bank and Gaza are responsible for obtaining vaccines.
In Gaza, the coronavirus response has been hobbled by 11 days of devastating Israeli air strikes last month in retaliation for Hamas rocket fire over tensions in Jerusalem.
The enclave's only laboratory conducting Covid tests was hit in a strike, and two doctors were killed in a bombardment. Tens of thousands of people seeking shelter could not socially distance.
Gaza recorded 246 new cases of the virus Monday, while the West Bank recorded 56.

Lebanon's economic collapse is likely to rank among the the world's worst financial crises since the mid-19th century, the World Bank said in a damning report released Tuesday.
The report predicts that Lebanon's economy will shrink by close to 10 percent in 2021 and stresses there is "no clear turning point in the horizon".
Lebanon defaulted on its debt last year, the currency lost around 85 percent of its value and poverty is devastating a country once seen as a beacon of prosperity in the region.
"The economic and financial crisis is likely to rank in the top 10, possibly top 3, most severe crisis episodes globally since the mid-nineteenth century," the report said.
The latest World Bank Lebanon Economic Monitor report, entitled "Lebanon Sinking: To the Top 3", said such brutal economic collapses are usually the result of war.
The complete meltdown of Lebanon's economy over the past 18 months is widely blamed on corruption and mismanagement by the country's hereditary political elite.
"Policy responses by Lebanon's leadership to these challenges have been highly inadequate," the report says.
Lebanon's ruling class has failed to act on the country's worst emergency in a generation, which was compounded by the coronavirus pandemic and a devastating explosion at Beirut port last August.
"The increasingly dire socio-economic conditions risk systemic national failings with regional and potentially global effects," the World Bank said.
The International Monetary Fund has offered assistance but the country's political barons have failed to even form a government that could deliver the reforms on which foreign aid is conditioned.
"Subject to extraordinarily high uncertainty, real GDP is projected to contract by a further 9.5 percent in 2021," according to the World Bank, dashing any hopes of a quick recovery.
According to the monetary institution, the economy contracted by 6.7 percent in 2019 and 20.3 percent in 2020.

Iceland's glaciers have lost around 750 square kilometres (290 square miles), or seven percent of their surface, since the turn of the millennium due to global warming, a study published on Monday showed.
The glaciers, which cover more than 10 percent of the country's land mass, shrank in 2019 to 10,400 square kilometres, the study in the Icelandic scientific journal Jokull said.
Since 1890, the land covered by glaciers has decreased by almost 2,200 square kilometres, or 18 percent.
But almost a third of this decline has occurred since 2000, according to the recent calculations by glaciologists, geologists and geophysicists.
Experts have previously warned that Iceland's glaciers are at risk of disappearing entirely by 2200.
The ice's retreat over the past two decades is almost equivalent to the total surface area of Hofsjokull, Iceland's third-biggest ice cap at 810 square kilometres.
"Glacier-area variations in Iceland since around 1890 show a clear response to variations in climate," the authors of the study wrote.
"They have been rather synchronous over the country, although surges and subglacial volcanic activity influence the position of some glacier margins," they added.
In 2014, glaciologists stripped the Okjokull glacier of its status as a glacier, a first for Iceland, after determining that it was made up of dead ice and was no longer moving as glaciers do.
Nearly all of the world's 220,000 glaciers are losing mass at an ever increasing pace, contributing to more than a fifth of global sea level rise this century, according to a study published in Nature in April.
Analysing images taken by NASA's Terra satellite, they found that between 2000-2019, the world's glaciers lost an average of 267 billion tonnes of ice each year.
The team also found that the rate of glacier melt had accelerated sharply during the same period.
Between 2000 and 2004, glaciers lost 227 billion tonnes of ice per year. But between 2015-2019, they lost an average of 298 billion tonnes each year.
The findings will be included in a forthcoming assessment report from the United Nations' Intergovernmental Panel on Climate Change due in 2022.

New Zealand Prime Minister Jacinda Ardern toured flood-hit areas of the country's South Island on Tuesday, expressing shock at the destruction left when three months' worth of rain fell in three days.
Swollen rivers swept away bridges and landslides blocked highways in the deluge, which finally began to ease on Tuesday after a 72-hour barrage that Ardern described as a once-in-a-century event.
"It's quite devastating, there's a lot of work to do -- a big clean-up job lies ahead of us," she told reporters after surveying the damage in a military helicopter.
Entire communities, including 35,000 people in the town of Ashburton, were left isolated by the floodwaters and Ardern said crews were scrambling to restore road and rail links.
"We've got thousands of people who are not connected to their town, they're not connected to their schools or place of work," she said.
"So that's a real priority. It's devastating to see what communities will be dealing with for some time to come."
The official Metservice forecaster said the highest rainfall was at Mount Somers, which recorded 539 millimetres (21.2 inches) over the three-day period.
While hundreds of people were forced to evacuate, there have been no reports of serious injuries.

A study of a small Brazilian town vaccinated with the shot made by Sinovac Biotech Ltd. showed it can control Covid-19 outbreaks more effectively than expected from clinical testing, giving another boost to the Chinese-made inoculation that's relied on by dozens of developing countries.
While neighboring cities were being hit hard by the pandemic, Serrana -- a town of 45,000 people where the study was carried out by the Sao Paulo state government -- saw deaths fall by 95% in the five weeks right after the mass-vaccination was completed. Symptomatic cases dropped by 80% and hospitalizations decreased by 86%.
About 75% of the town's residents were fully vaccinated; of the target adult population, 95% came forward to receive both doses.
No severe side effects from the vaccine were reported and there were no Covid-related deaths among participants 14 days after the second dose was applied. The area around Serrana, some 315 kilometers (195 miles) from Sao Paulo, was overrun by the P1 variant during the study, affirming the jab's effectiveness against the strain first found in Brazil, said Ricardo Palacios, research director at Butantan Institute.
"Now we can say that it's possible to control the pandemic with vaccines," Ricardo Palacios, research director at Butantan said, adding that Covid-19 numbers also fell for children. "This shows that it isn't necessary to vaccinate children to open schools."
The Serrana study may offer clues for other developing nations on how much of the public needs to be vaccinated in order to begin moving past the pandemic that continues to wreak havoc in Latin America and beyond. It is also the latest in a string of real-world evidence validating the controversial Chinese shot, which only just cleared the minimum 50% efficacy threshold in clinical trials, the lowest among first-generation Covid vaccines. Sinovac, a Bejing-based company, has also been criticized for disclosing less trial and safety data than western vaccine makers.

But data that's emerging from countries that widely deployed the shot in recent months has been broadly positive. Last month, a study based on nearly 130,000 health workers in Indonesia's capital Jakarta shows the shot is 94% effective against symptomatic infection, and slashes hospitalization and death by 96% and 98% respectively, rates comparable to mRNA vaccines.
It's still unknown how well the shot works to stop onward transmission, that is, whether it can also halt the spread of infection and not just sickness.
While infection rates improved after first doses were administered, Covid-19 wasn't properly controlled in Serrana until after a second shot was given. A complete study will be published soon.
That underlines the importance of people returning for a second shot. In Brazil, some 66 million vaccines have been administered, covering 21.4% of the population with a single dose. About 10.5% of the country is now considered to be fully inoculated, according to the Bloomberg vaccine tracker.

Despite the vaccine's widespread use around the world, it has yet to be granted emergency use listing from the World Health Organization, the body's version of regulatory approval that has been given to western vaccines and a similar shot from China's Sinopharm.
The international health agency's stamp of approval would enable the shot to be distributed even more widely through the Covax facility that aims to ensure access to safe and effective vaccines especially for poor countries. WHO is seeking more data from the company on the shot's safety and manufacturing process, Dow Jones reported last week, citing people familiar with the matter.
