Joe Biden’s Defense Secretary Lloyd Austin has been unable to establish a line of communication with China’s top military leadership despite repeated attempts to set up talks.
Tensions between China and the U.S. over a variety of issues, from Taiwan to trade disputes, compelled U.S. military officials to reach out to Chinese counterparts, with embarrassing results.
Austin made three requests to speak to General Xu Qiliang, vice-chair of the Central Military Commission and a CCP politburo member who is China’s most senior military officer, with no response.
“The Chinese military has not been responsive,” a U.S. defense official told the Financial Times on Friday.
“The military relationship is strained, no question about that. It’s hard to know how much this is reflective of that strain as much as it is just Chinese intransigence.”
“But we certainly want to have a dialogue. We just want to make sure we have a dialogue at the proper level,” the official, speaking on the condition of anonymity, added.
Former Pentagon official Heino Klinck suggested that the difficulty in establishing talks is in part due to the different political structures of the Chinese and U.S. military.
“Given the situation with Taiwan and other issues such as the East China Sea and South China Sea, as well as attempted Chinese coercion of our key allies and partners such as Australia, it is important to have clear communication,” Klinck said. “We need to be conveying to the Chinese what our own red lines are because they convey theirs.”
China hasn’t shied from conveying its contempt for Biden’s administration, humiliating Secretary of State Anthony Blinken on the world stage in March during a summit in Alaska by blasting Biden’s far-left identity politics practices.
