<p>BARCELONETA, PUERTO RICO — The sprawling pharmaceutical plants nestled in the hills of this town west of San Juan are testament to the unusual nature of this island’s struggling economy.</p>
<p>The factories once employed a small army of highly trained workers that would be the envy of many other places in the United States. But those jobs — for engineers, chemists and others skilled in precision manufacturing — have been rapidly disappearing for largely the same reason they came here in the first place: policy decisions made in Washington.</p>
<p>A generous series of tax breaks enacted by Congress shielded the profits of U.S. corporations operating here and helped transform Puerto Rico from a largely agrarian society to a manufacturing powerhouse. But what Washington gave, it also took away.</p>
<p>When Congress decided to phase out a crucial tax credit that ended in 2005, it helped plunge Puerto Rico into a recession that began a decade ago and has yet to end. Last week, Gov. Alejandro García Padilla said the island could not repay more than $70 billion in debt, setting it down a path that could rock the municipal bond market and lead to higher borrowing costs for state and local governments across the United States.</p>
<p>Officially a U.S. commonwealth, Puerto Rico is treated in some ways like a foreign country, in other ways like a state, and in still other ways unlike anywhere else. But it has never had full control over its destiny.</p>
<p>Now, it’s again at the mercy of Washington, as García Padilla asks Congress and the president to allow the island and its public corporations — which provide basic services including electricity and water — to file for bankruptcy, a process that would give Puerto Rico and its creditors an orderly way to restructure the territory’s staggering debt. Without that power, Puerto Rico is at risk of spending years in a situation akin to the Greek debt crisis playing out in Europe.</p>
<p>“In some ways, what you have in Puerto Rico is an economic crisis manufactured by the U.S.,” said Victor Rodriguez, a professor in the Department of Chicano and Latino Studies at California State University Long Beach who closely tracks events on the island. “Now trying to fix it is like fighting a championship battle with your hands tied.”</p>
<p>The tax change by Congress is just one chapter in the history of the island being whipsawed and hampered by decisions made 1,500 miles away. Lawmakers closed several large military bases in the early 2000s, triggering the departure of tens of thousands of troops and civilian personnel and costing the economy hundreds of millions of dollars a year.</p>
<p>Meanwhile, a federal law dating from 1920 requires every product shipped to Puerto Rico from the mainland to be transported on U.S.-flagged vessels, raising the prices of a wide variety of products.</p>
<p><strong>New Relationship Urged</strong></p>
<p>Some analysts and business people say that forging a lasting solution to the island’s economic problems will require a reworking of its convoluted relationship with the federal government.</p>
<p>“This is the worst crisis ever that we have had in our history, and we have no tools to fix it,” said Gustavo Vélez, an economist and former legislative and gubernatorial adviser here. “We have to start a conversation with the U.S. government to change the current restrictions on Puerto Rico. We have to revise the current economic relationship with the mainland.”</p>
<p>The implications of Puerto Rico’s debt are also serious for investors on the mainland, because more than 180 municipal bond mutual funds have at least 5 percent of their portfolios in Puerto Rican bonds, according to Morningstar, an investment research firm.</p>
<p>Overall, Puerto Rico is the third-largest issuer of state and local debt in the United States, behind only California and New York. This, too, is partly a result of federal tax policy, which made Puerto Rican debt exempt from federal, state and local taxes and thus encouraged the island to borrow money and enabled it to do so at relatively low rates.</p>
<p>“The federal government has a great deal of responsibility for the problem,” said Jeffrey L. Farrow, chairman of the Oliver Group and former co-chair of President Bill Clinton’s Interagency Working Group on Puerto Rico. “Not exclusively. Puerto Rico created a lot of the problem itself. It doesn’t have to be in the situation it’s in. But there is a big element of federal responsibility."</p>
<p>As much as some Puerto Ricans chafe under rules made in Washington, it is also true that, as U.S. citizens, Puerto Ricans are protected by the federal safety net. About 40 percent of the island’s residents receive federal support, including Social Security, retirement benefits, food stamps and disability insurance. Meanwhile, they do not pay any federal tax on local income.</p>
<p>In addition, analysts say, Puerto Rican policymakers carry their share of the blame for the island’s economic problems. Government workers account for an outsize share of the overall workforce. Business people complain that local regulations discourage job creation and the development of clean energy, which would help the island lower its exorbitant electricity prices. And servicing the staggering debt consumes nearly half the island’s budget.</p>
<p>High oil prices, which began to set in around the time the key tax break was phased out a decade ago, have also pushed the commonwealth into recession because the electric utility relies on oil for about 70 percent of its generating capacity.</p>
<p>Many Puerto Ricans have looked at all these problems and decided to flee to the mainland, a prime reason the island’s population is declining by roughly 1 percent a year. But for the 3.5 million Puerto Ricans left trying to carve out lives amid rising taxes and dwindling job opportunities, the stakes in finding a solution to the island’s problems are high.</p>
<p><strong>Factories Came and Went</strong></p>
<p>“There is so much uncertainty,” said Victor Guilbe, 41, an engineer with drugmaker Abbott Laboratories. “The taxes here are always changing, and the price of energy is very high. “When taxes change, many corporations have decided it is better to go elsewhere, or to lay people off.”</p>
<p>He knows that firsthand. Guilbe worked for years at pharmaceutical giant Merck, only to be laid off before picking up his current job seven years ago. His wife, Vanessa, spent eight years at Bristol-Myers Squibb, and another seven at Merck working as a chemist, before finding herself out of work when its plant here closed.</p>
<p>In 1996, when Congress began phasing out the tax break that made subsidiaries of U.S. corporations operating on the island exempt from federal taxes, the impact was severe. Factories downsized or closed, causing manufacturing employment to plunge by more than half. The balance sheets of Puerto Rican banks, once flush with corporate deposits earned in those plants, began to shrivel.</p>
<p>“Puerto Rico is more dependent on manufacturing than any state in the U.S.,” said Waleska Rivera, president of Danosa Caribbean, a firm that makes roofing material, and a former head of the island’s manufacturing association. “Even with all the job losses, manufacturing is still 48 percent of our economy. We have to find a way to protect it.”</p>
<p>As manufacturing slowed, tax revenue withered, leaving the government to borrow heavily to cover its spending. Though the government has recently raised taxes, the island’s public debt has more than doubled in the past decade.</p>
<p>With the island’s central government coming to an economic reckoning, local officials here in Barceloneta are looking for ways to make up for the loss of factory jobs. Some of the plants have gotten new operators. Meanwhile, the town’s mayor, Wanda Soler Rosario, is proud of its large outlet mall and the Olive Garden and Chili’s restaurants that have opened in recent years.</p>
<p>The town is looking to expand coffee production and to promote itself as a tourist and sports destination. A new skate park is nearing completion, and the town has an aquatic park and a park for BMX biking.</p>
<p>“There is a lot of anxiety among the people,” said Wanda Hernandez, the town’s events coordinator. “But the mayor is doing all she can to create jobs.”</p>

<p>Almost one in three California households struggles to make ends meet and people of color are disproportionately affected by the state’s high cost of living, according to <a href="http://www.unitedwaysca.org/images/StrugglingToGetBy/Struggling_to_Get_By.pdf" rel="nofollow">a new study</a> by United Ways of California.</p>
<p>The report found that 3.2 million California households do not earn enough income to pay for food, rent, health care and other essentials “to maintain even an adequate level of economic security.”</p>
<p>United Ways used a Real Cost Measure that goes beyond the federal poverty line and centers on a household budget that also includes the cost of child care, transportation and out-of-pocket health expenses and taxes. As a result, this index shows a poverty rate for California double that reported by the U.S. Census Bureau.</p>
<p>“Things that are surprising is that half of households with young children have income below the poverty level,” said Pete Manzo, president and CEO of United Ways, which represents 34 United Way organizations in California.</p>
<p>“Children are our future but the poverty rate is much higher for them. If you had households led by single mothers with young children, the poverty rate is 76 percent or three out of four.”</p>
<p>There are no comparisons to other states or to the U.S. as a whole but United Ways hopes to eventually expand its real-cost research to show a national comparison.</p>
<p>In some California counties, the “real cost of living” can exceed the federal poverty level by 300 percent. In San Diego County, for example, the household budget for two adults with one infant and one school-age child is $57,759 or 248 percent above the federal poverty line.</p>
<p>Five of the poorest neighborhood areas are in Los Angeles County, including Watts, South Central Los Angeles, Bell Gardens and Huntington Park. Contra Costa County, in northern California, had the highest number of neighborhood clusters with low poverty rates.</p>
<p>“We want to get people thinking about how do families actually live in a place like Los Angeles,” Manzo said. “Some people argue there’s no way that you need $60,000 to live in L.A. County.”</p>
<p>But housing costs are so high that what may seem like a good income elsewhere doesn’t go far here.</p>
<p>Research by the Southern California Association of Non-Profit Housing found that in the city of Los Angeles, the average rent for a two-bedroom, one-bath apartment is $2,197 a month for a total annual cost of $26,364, which would eat up almost half of a $60,000 income.</p>
<p>“What’s surprising to a lot of people is how much it costs to meet basic needs,” Manzo said. “There’s no fluff in the (real cost) budget. No dining out. No savings.”</p>
<p>Nine out of 10 families in poverty are working, he said.</p>
<p>“There are more and more of these reports coming out on the state of the California economy,” said Larry Gross, executive director of the Coalition for Economic Survival, a Los Angeles non-profit. “They all essentially speak to the same facts. We’re facing economic catastrophe here and the hardest-hit are always low-income communities and people of color.”</p>
<p>More than half of Latino households and 40 percent of African American households have incomes below the real cost measure, compared to 28 percent for Asian Americans and 20 percent for whites.</p>
<p>Immigrants in particular are disproportionately affected: 60 percent of households headed by a non-citizen struggle to make ends meet.</p>
<p>The shortage of affordable housing is so dire that the Los Angeles City Council is considering legalizing rental units that do not now have a city permit, as long as they don’t violate health and safety standards.</p>
<p>“The California dream people are looking for has become the California nightmare,” Gross said. “It’s clear that more and more people are in homes they can’t afford to pay.”</p>
<p>Two-thirds of renters in Los Angeles are spending more than half their income on rent. As a result, Los Angeles County has seven of the 10 ZIP codes in the nation with the worst overcrowding.</p>
<p>“People are forced to double up and triple up because they can’t afford the rent,” Gross said.</p>

<p>Hillary Clinton and Jeb Bush, the 2016 presidential candidates leading the money race in the Democratic and Republican fields, are amassing fortunes that will leave them politically indebted to some of the most influential lobbyists in Washington.</p>
<p>Disclosures to the Federal Election Commission reveal how lobbyists for Walmart, Chevron, Facebook and Goldman Sachs have been acting as fundraising captains for Clinton and Bush, bundling donations to channel to the two frontrunners.</p>
<p>Lobbyists have long sought to maximize their impact over candidates by pooling donations from their deep-pocketed contacts, often by encouraging them all to make the maximum permitted donation.</p>
<p>A joint analysis of FEC documents by the Guardian and the Center for Responsive Politics reveals that in the current campaign cycle, Clinton and Bush have been the primary beneficiaries of the practice.</p>
<p>Although lobbyist bundlers helped raise only a slice of the two candidates’ overall cash hauls, their support could pay dividends, in terms of access and influence, should either be elected to the White House next year.</p>
<p>Clinton disclosed 40 named lobbyist bundlers who brought in, on average, $54,614. In total, lobbyist bundlers generated more than $2 million for her campaign.</p>
<p>Bush revealed the identities of eight lobbyist bundlers, who between them raised $228,400 at an average of $28,550.</p>
<p>Although Bush had fewer lobbyist bundlers, who raised less cash, the figures in his case likely show only the tip of the iceberg. The former Florida governor has opted to make an allied Super PAC – rather than his official campaign fund – the principal recipient of money to back his White House bid.</p>
<p>This information will therefore remain behind a wall of secrecy. Super Pacs, unlike candidates, are not required to release lobbyist bundler names.</p>
<p>The only other candidate who benefited from lobbyist bundlers, according to FEC records, was the Florida senator Marco Rubio, who disclosed three, including one in-house lobbyist from Goldman Sachs.</p>
<p><strong>Clinton Cash</strong></p>
<p>The registered lobbyist who bundled the most money for Clinton was Jackson Dunn, who works for K Street lobbying shop FTI Government Affairs. He raised $231,554. In the 1990s, Dunn worked in Bill Clinton’s White House; he now serves clients such as PepsiCo, Mastercard and Dow Chemical.</p>
<p>Another lobbyist playing an important role for Clinton is Tony Podesta, who has made millions from a family based empire and is considered one of the most influential Democratic lobbyists in the Beltway.</p>
<p>His brother, John Podesta, another alumni from Bill Clinton’s White House and a former lobbyist himself, is now Hillary Clinton’s campaign chairman.</p>
<p>In addition to his brother, John Podesta can draw on the support of dozens of other lobbyists bundling donations, such as Andrew Smith, who looks after the interests of the Washington Redskins NFL team and raised $133,350, and Steven Elmendorf, a former Democratic operative who now lobbies for Facebook, Microsoft and Goldman Sachs. He helped pool $141,815.</p>
<p>David Jones, a partner at Capitol Counsel who includes Walmart in his long list of clients and was a member of Clinton’s finance committee in her failed run for the White House in 2008, raised $120,675, the FEC disclosures show.</p>
<p>Clinton amassed an additional $114,775 from in-house Microsoft, Starbucks and Exxon Mobil lobbyists who collected bundles of donations from associates.</p>
<p><strong>Family Connections</strong></p>
<p>The support from lobbyists bundlers comes against the backdrop of Clinton and Bush accumulating large war chests at the expense of mainly rich donors, many of whom are connected to formidable networks of wealthy contacts built by their families over decades in frontline politics.</p>
<p>Those networks are closely entwined with major corporations and their registered representatives in Washington. Bush’s two biggest lobbyist bundlers were William Killmer (who pulled together $36,200) and Dirk Van Dongen ($33,900). They lobby, respectively, for the Mortgage Bankers Association and the National Association of Wholesalers.</p>
<p>Bush also counts on the support of Richard Hohlt, who works for Chevron and specializes in tax legislation, and Ignacio Sanchez, a former Rubio supporter who lobbies for Diageo, the drinks conglomerate.</p>
<p>However, Clinton and Bush’s success in tapping up wealthy donors – both lobbyists and the wider pool of wealthy contributors in Wall Street – has not been matched by support from small donors.</p>
<p>Small donations – of $200 or less, which are often made online – fueled Barack Obama’s early campaign in 2007 and are considered one gauge of grassroots momentum for candidates who can claim to be comparatively free from corporate influence.</p>
<p>In a worrying sign for Clinton and Bush, both struggled to lure this kind support. Less than 17% of Clinton’s overall campaign tally of $47.5 million came from people who gave less than $200. For Bush, who has raised $11.4 million since announcing his presidential bid last month, the proportion was even smaller: just 3.2%. Indeed, Bush actually gave to his own campaign ($399,720) more than all of his small donors added together ($368,023),</p>
<p>Those figures stand in stark in contrast to candidates like Vermont senator Bernie Sanders, who is mounting the most serious challenge to Clinton. He raised an impressive $15.2 million, mostly from donors giving less than $200, who contributed to more than three-quarters of his overall tally. No candidate did as well as Sanders in generating money from a broad array of small donors – his campaign said he had 284,000 individual donors whose average contribution was just $35.</p>
<p>On the Republican side, Ben Carson and Rand Paul also raised most of their money from a wide base of donors giving less than $200. The FEC figures, based on filings made by eligible candidates on Wednesday, cover financial activity between April 1 April and June 30.</p>
<p>They are obscured by the fact that Clinton, Bush and all other Republican and Democratic candidates except Sanders, who refuses to have an allied Super Pac, stand to benefit hugely from millions in uncapped donations pouring into allied political action committees.</p>
<p>Clinton’s Super Pac, Priorities USA, has reportedly raised an additional $15.6 million. Bush, one of a slew of Republican candidates experimenting with transferring core campaign functions to their Super Pac, will benefit from the staggering $103 million raised by Right to Rise.</p>
<p>Taken together, the combined Super Pac and campaign hauls – $63.1 million for Clinton and $114.4 million for Bush – eclipse the sums raised by their Democratic and Republican rivals.</p>
<p>Official FEC disclosures from Super Pacs, which are not bound by the same transparency laws as campaign funds, will be made public later this month.</p>

The demonstration was a part of a public service announcement to raise awareness about how dangerous a hot car can be for any living creature.</p>
<p><em>“If you’re going to make a dog a part of your family, then make him a part of your family. Don’t treat him like you wouldn’t treat someone you cared about or someone you loved,”</em> Mathieu said in the video.</p>
<p><em>“I seriously couldn’t imagine leaving my dog in a car like this,</em>” he added.</p>
<p>During the video, the temperature in the car reached over 120 degrees in just eight minutes. After 8 minutes, Mathieu had to give up and get out of the car because he could not take the heat anymore.</p>
<p>Last week we reported that a <a href="http://www.trueactivist.com/new-law-protects-people-who-break-into-hot-cars-to-save-pets/" target="_blank">new state law in Tennesse</a> protects citizens from being sued if they are freeing a pet from a hot car.</p>
