How Congress’s dependence on short-term funding keeps us stuck in the past

Congress passed a continuing resolution (CR) Thursday to fund the government through March 11, averting a possible shutdown ahead of a Friday deadline. But it’s the third CR since the October 1, 2021, start of the 2022 fiscal year, exemplifying Congress’s habit of procrastinating on the annual budget appropriation process.
<a href="https://www.vox.com/2022/2/17/22933441/congress-government-shutdown-continuing-resolution">Thursday’s CR</a> is mostly good news, since shutdowns are harmful and a CR gives Congress more time to strike an appropriations deal, at least in theory. But it’s also a legislative punt which prevents the government from moving forward with a new set of priorities, and instead leaves it stuck with an outdated budget from the Trump era.
Despite the obvious drawbacks to short-term funding measures, they’re commonplace in Congress. With a few exceptions, at least one has been enacted almost every fiscal year since 1977, with the exceptions of 1989, 1995, and 1997. That means that Congress has failed to pass a budget by October 1 almost every year for 45 years.
All CRs, however, aren’t created equal. Some are short-term measures to buy Congress a bit more time to put the finishing touches on appropriations bills; others can stretch for months over the course of back-to-back, short-term funding measures, keeping funding levels frozen long past the beginning of the new fiscal year.
That’s the case with Friday’s measure — the third of this fiscal year, following <a href="https://www.cnn.com/2021/09/30/politics/government-shutdown-deadline-congress-votes/index.html">two</a> <a href="https://www.npr.org/2021/12/03/1061199740/congress-biden-signs-cr-shutdown-senate-house-debt-limit-bbb">other</a> short-term measures signed by President Joe Biden last year — and Congress has even passed back-to-back CRs covering an entire fiscal year before, in 2007, 2011, and 2013, according to a <a href="https://sgp.fas.org/crs/misc/R42647.pdf">Congressional Research Service report</a>.
There are consequences to Congress’s procrastination: those back-to-back, multi-month CRs can create serious funding problems and program freezes for government agencies, and in such a divided Congress, it’s not clear when a new appropriations bill will pass.
Part of the problem is that the CR mechanism has become ingrained into the budget process, Mark Harkins, a senior fellow at Georgetown University’s Government Affairs Institute, told Vox. At this point, he said, CRs are “seen as standard operating procedure,” although “nobody likes them, they’re not positive.”
“It’s almost as if, every October 1, you’re essentially furloughed at your current salary,” Harkins said, making it difficult to plan for the future.
As <a href="https://www.vox.com/2022/2/17/22933441/congress-government-shutdown-continuing-resolution">Vox’s Li Zhou</a> pointed out Thursday, the latest CR means that government agencies are still operating on a budget from December 2020. Not only is that budget insufficient to meet the funding needs of major portions of the government, such as the Defense and Transportation departments, but the use of the CR prevents the implementation of new programs from legislation Congress has already passed, like the infrastructure bill. Without individual appropriations bills or an omnibus bill that accounts for all of the programs and funding needed for different agencies, the government can’t get started on a number of major projects despite the clear need for infrastructure upgrades and bipartisan support for the legislation.
In addition to holding up already-passed legislation, appropriations bills can have secondary, but serious, policy repercussions in their own right. One major issue with the current bill, for example, is the <a href="https://www.vox.com/2019/6/22/18713603/joe-biden-hyde-amendment">Hyde Amendment</a>, a ban on using federal funds for abortion care. The amendment has been included in the appropriations process every year for decades, but Democrats hope to cut it from an eventual fiscal year 2022 funding deal.
As Alice Miranda Ollstein and Jennifer Scholtes <a href="https://www.politico.com/news/2022/02/15/ban-federal-funds-abortion-democrats-00008761">reported for Politico</a> last week, the amendment’s defeat is looking less likely — despite a <a href="https://www.politico.com/news/2021/05/27/biden-hyde-amendment-abortion-rights-491030">campaign promise</a> from President Joe Biden — as Republican Sen. Richard Shelby, the ranking member on the Senate Appropriations Committee, exerts his leverage in an evenly divided Senate. But the Hyde Amendment’s fate shows just what’s at stake when Congress doesn’t hammer out a new appropriations package.
The partisan divide in Congress is part of the problem; though Democrats have unified control of Washington — both chambers of the Congress and the presidency — they “don’t control the money,” Harkins told Vox.
That’s because appropriations bills require <a href="https://www.vox.com/2022/2/17/22933441/congress-government-shutdown-continuing-resolution">60 votes in the Senate</a>, and because Democrats have such a slim majority in the Senate — 50 seats, with Vice President Kamala Harris as the tiebreaking vote — there’s no way for them to pass an appropriations measure without the cooperation of ten Republican senators.
Part of the point of a CR, as Politico explained in a <a href="https://www.politico.com/agenda/story/2015/10/congress-federal-budget-continuing-resolution-000270/">2015 investigation</a> into “CR hell,” is that it’s supposed to be so restrictive and unpleasant that it forces legislators to come up with a longer-term solution — either the 12 appropriations bills that Congress is supposed to pass each fiscal year to fund the government, or an omnibus package that wraps up all of those bills into one.
As the Center for American Progress <a href="https://www.americanprogress.org/article/reflections-congressional-budget-act/">documented in 2018</a>, the process by which Congress is supposed to pass and enact those bills is outlined in the 1974 Congressional Budget Act.
Theoretically, each of 12 separate appropriations bills should get passed before the October 1 deadline. The last time that all of the appropriations bills were actually passed on time, however, was <a href="https://sgp.fas.org/crs/misc/R42647.pdf">fiscal year 1997</a> (there were 13 separate appropriations bills at the time).
More commonly, Congress now uses <a href="https://www.pewresearch.org/fact-tank/2018/01/16/congress-has-long-struggled-to-pass-spending-bills-on-time/">omnibus bills</a>, which bundle multiple appropriations measures into one package, to fund the government. But even those can be difficult to achieve, resulting in yet more short-term funding measures.
In the political reality of 2022, Harkins told Vox, there’s little impetus make sure that the appropriations process works as intended in the Congressional Budget Act, because there are no consequences for legislators who stymie that process.
“It’s not a systemic problem, it’s an operator problem,” Harkins said. “And those operators” — members of Congress, and specifically senators — “have to be willing to compromise.”
This year, Harkins told Vox, the stakes are particularly high. Given the likelihood that Republicans will take back <a href="https://www.cnn.com/2022/02/19/politics/enthusiasm-republican-midterms-high/index.html">at least one chamber of Congress</a> in the midterm elections in November, the 2022 appropriations package “could be the only appropriations Democrats get. That’s why this battle has been so pitched,” he said.
It’s unclear, however, what — if anything — can convince Congress to return to something more closely resembling normal order for the appropriations process. One possibility is the <a href="https://www.axios.com/congressional-earmarks-new-constraints-44b0551d-bdfc-4e1e-b465-e1d2962c90b7.html">imminent return of earmarks</a> — the <a href="https://www.brookings.edu/blog/fixgov/2021/03/17/earmarks-are-back-and-americans-should-be-glad/">“pork barrel” spending</a> that members of Congress could request for projects in their districts and add to the appropriations bills. The practice was banned in 2011, but it did give legislators “a little skin in the game,” Harkins said, a reason to pass the appropriations bills.
The current deadlock over this year’s omnibus package, however, casts that into some doubt, and Harkins said that there’s a sense, too, that there has to be an undeniable reason — a trigger — to overhaul the process. In 1974, that trigger was President Richard Nixon’s overly heavy hand in the budget process and his impounding of nearly $12 billion in funds that had already been appropriated by Congress, according to the <a href="https://www.americanprogress.org/article/reflections-congressional-budget-act/">Center for American Progress</a>.
Despite the problems that Congress’s reliance on continuing resolutions can cause, Harkins said, “I’m not sure we have that trigger yet.”

Bill Gates: “We’ll Have Another Pandemic. It Will be a Different Pathogen Next Time”

Speaking at Germany’s annual Munich Security Conference on Friday, globalist billionaire Bill Gates confidently warned the world a new pandemic is coming.
CNBC’s Hadley Gamble asked Gates, “How confident are you that we, as a global community, will deal with the next global pandemic better?”
“Well, there were a lot of people after the Ebola epidemic who were talking about what needed to be done, and in this pandemic, the countries that had exposure to SARS-CoV-1 were amongst the outliers,” Gates answered.
Next, Gates praised Australia’s authoritarian crackdown on its civilians as an example for other nations to follow.
“So, Australia is a true outlier,” he said. “They orchestrated diagnostics, they executed quarantine policies and they have a death rate in a different league than the other rich countries.”
“We’ll have another pandemic. It will be a different pathogen next time,” Gates <a href="https://www.cnbc.com/2022/02/18/bill-gates-covid-risks-have-reduced-but-another-pandemic-will-come.html" rel="noreferrer noopener" target="_blank">told the CNBC anchor</a>.
Regarding Australia’s drastic and inhumane Covid measures, Gates noted, “Everybody had the capability to do that. They have less PCR machines than other rich countries, they have more travelers coming from China than other countries.”
The Microsoft co-founder cited the millions of deaths, the economic toll, lack of schooling, depression, overdose deaths and other negative effects of lockdowns as results of Covid, not government policies.

Gates claimed, “The cost of being ready for the next pandemic is not super large,” adding, “It’s not like climate change where you know 10 trillion, 20 trillion, these are big numbers.”
According to Gates, “Global surveillance capability would cost a billion a year. The RND that we need to do to get magic vaccines and diagnostics and therapeutics, you know that’s less than 100 billion over the next decade. So, if we’re rational then yeah, we’ll catch it early and it won’t go global like it did this time.”
During another segment of the Munich Security Conference, Gates argued that wealthier nations shouldn’t have been pushing the experimental Covid jabs on children who are in less danger from the virus before they got the shots into the elderly populations of poorer countries.
“It’s hard to get the vaccines allocated according to that risk ordering, which would have been ideal,” he said. “Because of the Second Source deal that we helped fund with Serum and AstraZeneca, India actually had a lot of vaccines very early. And, you know, the rich countries had vaccines early.”
Gates’ solution to the dilemma of prioritizing vaccinations is to have the capability to produce 2 doses of a vaccine for every person on the planet.
Asked whether or not it’s possible to prevent the next pandemic, Gates again focused on Australia, saying if every nation did what they did then we wouldn’t be calling it a pandemic.
Basically, unless every nation on the planet becomes a totalitarian hellhole like Australia, we will surely have another global pandemic on our hands despite the fact that Covid was the first one since the 1918 Spanish Flu.
In a bizarre comment, Gates said it was “sad” that the Omicron variant was able to act as a natural vaccine by getting out to the world’s population faster than the experimental vaccines.
“Sadly the virus itself particularly the variant called Omicron is a type of vaccine, creates both B cell and T cell immunity and it’s done better job of getting out to the world population than we have with vaccines…” he explained.

Levi’s former Brand President Jennifer Sey claims she was offered $1 million dollars by the company to stay silent about why she was fired – for her criticism of COVID restrictions and particularly the closure of schools.
Sey made the assertion in an article posted to the <a href="https://bariweiss.substack.com/p/yesterday-i-was-levis-brand-president?r=rael8">Common Sense channel</a> on Substack run by Bari Weiss.
The gymnast had worked with Levi’s for two decades having previously competed at the 1986 Goodwill Games in Russia.
However, she was fired after being targeted by a mob campaign because she dared to suggest that making children wear masks and forcing them to miss school might be harmful.
“Anonymous trolls on Twitter, some with nearly half a million followers, said people should boycott Levi’s until I’d been fired,” Sey wrote. “So did some of my old gymnastics fans. They called the company ethics hotline and sent emails.”
As we previously <a href="https://summit.news/2022/01/27/speech-therapist-364-surge-in-baby-and-toddler-referrals-thanks-to-mask-wearing/">highlighted</a>, Sey is completely correct in her criticism given that speech therapists are now reporting a 364% increase in patient referrals of babies and toddlers over developmental disorders caused by mask wearing.
After CEO Charles Bergh told Sey that if she stopped speaking out, she’d eventually become the company’s next CEO, Sey briefly muted her dissent.
However, thanks to the mob pressure, Sey was told her position was “untenable” and was then offered $1 million dollars to not reveal why she was fired.
“The money would be very nice. But I just can’t do it. Sorry, Levi’s,” wrote Sey.
“I never set out to be a contrarian. I don’t like to fight. I love Levi’s and its place in the American heritage as a purveyor of sturdy pants for hardworking, daring people who moved West and dreamed of gold buried in the dirt.”
“But the corporation doesn’t believe in that now.”
“It’s trapped trying to please the mob—and silencing any dissent within the organization. In this it is like so many other American companies: held hostage by intolerant ideologues who do not believe in genuine inclusion or diversity.”
Revealing that she was also labeled “racist” for speaking out against COVID restrictions, Sey wrote that she decided to keep her voice rather than take the money.
“Early on in the pandemic, I publicly questioned whether schools had to be shut down.”
“This didn’t seem at all controversial to me. I felt—and still do—that the draconian policies would cause the most harm to those least at risk, and the burden would fall heaviest on disadvantaged kids in public schools, who need the safety and routine of school the most.”
“In the summer of 2020, I finally got the call.”
“‘You know when you speak, you speak on behalf of the company,’ our head of corporate communications told me, urging me to pipe down.”
Despite pleading that she was merely speaking in a personal capacity as “a public school mom of four kids,” Sey said the final straw was when she appeared on Fox News with Laura Ingraham and criticized further school closures.
Levi Strauss & Co. subsequently released a false statement claiming Sey had “resigned from the company.”
In reality, she was fired after intense pressure and relentless phone calls from people at every level of the company, right up to the CEO.

Every high-income country in the world has a paid maternity leave policy — except the US. Most have a paternity leave policy, too. And, usually, some form of universal or subsidized child care for all families. The United States has … none of these policies.
It did have federally funded child care once. And Congress even passed a universal child care policy in the ’70s. But today, the US is stuck on a policy path of welfare and tax credits. So why hasn’t the US been able to establish these common family policies?

IN THE PUP COMMUNITY, handlers function the same way dog owners do, keeping a watchful eye on their charge and reining in the pups if needed. It’s the handlers who train the pups and teach them discipline, doling out rewards or punishments based on good or bad behavior.
“Think of any bio-dog,” [Pup] Gryphn says. “You can train them. It’s this ‘go do this’ reward system, just like a bio-dog. So let’s say you’re playing fetch, you throw the ball, the pup picks it up, brings it back, and drops it at your feet. You’re going to reward him, whether it’s petting him or anything like that.
“Or, let’s go to an extreme,” he continues. “Let’s say you’re doing pup play around the house and the pup decides to pee on the floor. Obviously the pup is going to be punished for that. Typically, when we’re being humans, it’s ‘Why would you correct me in front of so-and-so? That’s wrong, don’t do that. Don’t speak for the next five minutes,’ something like that.”
Just like the pups they are tasked with watching over, some handlers need to enter their own headspace when engaging in puppy play.
“My headspace is equivalent to the mom who sees her kid in danger, or the dad who wants to teach his son how to play football,” says Nubi’s 27-year-old handler, Sam [Brinton]. “It’s the concept of the teacher and nurturer…. My job is to make sure that while he’s in headspace, I’m keeping him safe.”

Brinton also explains how he has difficulty making his ‘dog’ stop pretending to be a dog before he has anal sex with it.
“I actually have trouble when we transition from pup play to having sex. Like, ‘No, I can’t have you whimper like that when we’re having sex,’ because I don’t want to mix that world. It’s interesting, because he doesn’t have to come out of pup mode to have me f*ck him. I personally have to bring him out of pup perception for me. But then I’m still treating him as a submissive to me.”
The LGBT activist also explains how he believes he is having “sex with animals” and that there’s nothing wrong with that.
“One of the hardest things about being a handler is that I’ve honestly had people ask, ‘Wait, you have sex with animals?’” They believe it’s abusive, that it’s taking advantage of someone who may not be acting up to a level of human responsibility…. The other misperception is that I have some really messed up background, like, did I have some horrible childhood trauma that made me like to have sex with animals.”
During a video presentation for far-left outlet Now This, Brinton lectured the viewer about the necessity of using proper pronouns so as to cater to people with mental disorders.
