Islamabad:
Bearing the cost of failure of the ruling governments in Pakistan, the country has had to pay over Rs 26 billion in interest cost to China to repay a maturing debt in the fiscal year 2020-21, reported local media.
China's Belt and Road Initiative (BRI) has left scores of lower-and middle-income countries (LMIC) saddled with "hidden debts" totalling $385 billion, according to new research.
The findings are part of a report published by AidData, an international development research lab based at the College of William and Mary in Virginia. According to this report, China has used debt rather than aid to establish a dominant position in the international development finance market.
The annual financial statement was released by the State Bank of Pakistan (SBP) on Friday that revealed that the bank tapped the $4.5 billion or 30 billion yuan trade finance under the China-Pakistan swap arrangement, reported The Express Tribune.
"During the year, the overall limit of 20 billion yuan has been further extended to 30 billion yuan for a period of three years against the rupee with the maturity buckets of three months to one year. These purchases have been fully utilised as of June 30, 2021," the newspaper reported citing the financial statement.
The statement further said that the interest charged on the outstanding balance was Rs 26.1 billion.
The central bank stated that there was an increase of Rs 272 billion in a single year till June, the currency swap value increasing from Rs 476.6 billion to Rs 748.5 billion.
The newspaper further reported that Pakistan has been repaying foreign debts using the Chinese trade finance facility.
Notably, Pakistan had received $6.2 billion financial package from Saudi Arabia for three years in 2018 which Saudi claimed back "ahead" of its schedule, reported the newspaper citing the Ministry of Finance information.
Interestingly, Pakistan had repaid the loan to Saudi after taking a loan of the same amount from China.

Britain will send 20 million COVID-19 vaccine doses to developing countries by the end of this year, in what Prime Minister Boris Johnson will tell other world leaders is a much needed step to speed up the post-pandemic economic recovery.
Leaders of the world's 20 richest countries are gathering in Rome at a meeting which Johnson hopes will make progress on producing firm commitments to cut emissions before climate talks in Glasgow at the United Nations COP26 summit.
But he also needs to get the backing from developing countries, some of which are already experiencing the devastating impact of global warming and have struggled to vaccinate their populations against COVID-19 as Western countries race ahead.
At a meeting of the leaders of the seven largest advanced economies earlier this year, Britain pledged at least 100 million shots as part of a G7 aim to offer 1 billion doses, a scheme critics said was too slow and unambitious.
Britain said in a statement it had delivered 10 million doses of the Oxford-AstraZeneca vaccine to the COVAX vaccine-sharing facility, with 10 million more to be delivered in the coming weeks, taking the total to 30.6 million in 2021.
In 2022, Britain will donate at least 20 million more Oxford-AstraZeneca doses and also donate all the 20 million Janssen doses ordered by the government to the COVAX facility, backed by the World Health Organization and the GAVI vaccine alliance.
"Like a waking giant, the world economy is stirring back to life. But the pace of recovery will depend on how quickly we can overcome COVID," Johnson will tell G20 leaders, according to his Downing Street office.
"Our first priority as the G20 must be to press ahead with the rapid, equitable and global distribution of vaccines."
Mass vaccination against the coronavirus is seen as crucial to restoring economic growth, trade and travel, but Western nations are racing ahead of developing countries, many of which have the lowest inoculation rates and rising cases.
One hundred former leaders and government ministers from around the world have called on Italian Prime Minister Mario Draghi, who is hosting the G20 meeting, to address what they said was an unfair distribution of vaccines.
They said the United States, European Union, Britain and Canada would be stockpiling 240 million unused vaccines by the end of the month, which these nations' military could immediately airlift to countries in greater need.
By the end of February a total of 1.1 billion surplus vaccines could be transferred, it said.

About 3,000 mostly Central American migrants advanced slowly on Friday along a highway near Mexico's border with Guatemala after some rejected overtures from immigration agents to stop, preferring instead to take their chances on the northern trek.
The caravan made up of mostly of women and children arrived earlier in the day in the town of Acacoyagua, advancing 24 miles (38 km) from a previous stop in another southern Mexican hamlet, just beyond the border city of Tapachula, where the migrants began their journey.
Migrants advocate Irineo Mujica, one of the caravan's leaders, said migrants mostly rejected the offer of so-called humanitarian visas from the agents in exchange for ending their journey. The migrants also would have had to report to government shelters and consent to be moved to other states, Mujica said.
He added that many were distrustful of the migration officials due to what he described as broken promises in the past, as well as some arrests and deportations.
The humanitarian visas would have temporarily regularized the migrants' legal status in Mexico while granting them access to public services like healthcare, as well as the ability to work.
A press officer with the national migration institute said he could not provide any information on negotiations over the visas.
It remains unclear if the Mexican authorities will seek to break up the caravan. Previous caravans have faced off with migration agents and soldiers who have increasingly used tough tactics to stem the tide of fleeing migrants, many of whom want to escape violent gangs and grinding joblessness back home. Others are seeking asylum protections.
The Mexican government is under pressure from US authorities to help reduce the flow and has deployed thousands of police and national guard soldiers to do so in recent months.

A Pakistan military court has convicted the son of a retired major general of the Pakistan Army to five years prison term for asking Army Chief General Qamar Javed Bajwa to resign.
The convict purportedly wrote a letter critical of extension given to Chief of the Army Staff General Bajwa and asked for his resignation, <a href="https://www.thenews.com.pk/print/904349-general-s-son-convicted-of-inciting-treason-in-army" target="_blank">The News International</a> reported citing BBC Urdu Service.
The report stated that Hassan Askari, son of Maj Gen (R) Zafar Mehdi Askari, was convicted under treason charges for criticising the Pak Army chief's extension in a letter to him.
According to The News, Hassan was defended by an officer deputed by the Pakistan military court in a trial conducted in July this year. The father had complained that he was facing difficulties in meeting his son at the high-security prison in Sahiwal.
Earlier in January, the case was heard by the Islamabad High Court which directed holding the treason trial in camera.
During the trial, the question was put whether a civilian can be tried by the military court. The question was later referred by the court to be adjudicated by the military authorities.
Recently, Pakistan's civilian and military leadership was involved in the spat over the appointment of the Director-General of the country's Inter-Services Intelligence (ISI).
