Washington, United States:
Lawmakers investigating the deadly assault on the US Capitol voted unanimously Tuesday to pursue criminal contempt charges for a key ally of former president Donald Trump for refusing to testify.
Former White House advisor Steve Bannon failed to comply with a subpoena to appear before the cross-party January 6 congressional select committee on Thursday last week.
The right-wing political advisor had told the panel he would be withholding testimony and documents until Trump's claim of "executive privilege," which allows presidents to keep certain conversations with aides secret, had been resolved.
But the nine-member committee said Bannon's position was not a lawful basis to ignore the order and voted unanimously to adopt a report setting out the case against him.
"Mr Bannon has no legal right to ignore the committee's lawful subpoena," Representative Liz Cheney, vice chair of the committee and one of only two Republican members, said Tuesday during the vote.  
Experts believe Trump's claims that he is entitled to block Bannon giving evidence to investigators are likely baseless, since the presidential "executive privilege" carve-out is not generally understood to apply to former occupants of the White House.
Furthermore, Bannon wasn't even serving in government at the time covered by the subpoena.
The move paves the way for the Democratic-controlled House of Representatives to vote to refer the 67-year-old former White House chief strategist to the Justice Department to consider charges.
"Mr Bannon will comply with our investigation or he will face the consequences," committee chairman Bennie Thompson said Tuesday.
Thompson warned other witnesses against avoiding future subpoenas, saying: "If you are thinking of following the path that Mr Bannon has gone down, you are on notice that this is what you will face."
Vote Thursday
The whole chamber will vote on the resolution to hold Bannon in contempt on Thursday, House Majority Leader Steny Hoyer said Tuesday. 
"We must get to the bottom of the January 6 attack," Hoyer said in a statement. "(Bannon) owes it to his country to testify."
If convicted, Bannon would face up to 12 months in prison, but more likely a fine.
The select committee is tasked with investigating the violent mob of Trump supporters that ransacked the US Capitol in Washington on January 6 in an attack that left five people dead.
Congress was in session to verify the November 2020 presidential vote, and hundreds of lawmakers and staffers had to evacuate the area.
The rioters had been egged on by Trump, whose fiery speech earlier that day falsely claiming election fraud was the culmination of months of baseless claims about the presidential contest that he lost fairly to President Joe Biden.
"Mr Trump's privilege arguments do, however, appear to reveal one thing: they suggest that President Trump was personally involved in the planning and execution of January 6, and this committee will get the bottom of that," Cheney said as the committee voted.

Australian cricket great Michael Slater was arrested in Sydney on Wednesday over domestic violence allegations.
Local media reported the 51-year-old, now a well-known television pundit, was arrested in connection with an alleged incident that occurred last week.
New South Wales police confirmed they had taken a 51-year-old man into custody in Sydney's northern beaches.
"Officers attached to the Eastern Suburbs Police Area Command commenced an investigation yesterday, after receiving reports of a domestic violence incident alleged to have occurred on Tuesday 12 October 2021," police said in a statement.
"Following inquiries, detectives attended a home at Manly about 9:20am today, and spoke with a 51-year-old man. 
"He has since been arrested and taken to Manly Police Station."
Slater occupied a position at the top of the Australian Test batting order for close to a decade, hitting 5,312 runs before his 2004 retirement.

U.S. President Joe Biden plans to nominate Donald Blome, currently ambassador to Tunisia, as his top diplomat in Pakistan as Washington works to manage the situation in neighboring Afghanistan following the withdrawal of American troops.
Joe Biden will announce plans to nominate Blome to the job in Pakistan, the White House said. Blome is a career Foreign Service diplomat with long experience in the region who once worked in the Kabul embassy, shuttered earlier this year during the U.S. military withdrawal from Afghanistan.
Pakistan is playing a major role in diplomacy with its Taliban-ruled neighbor.
International agencies have warned that Afghanistan is on the verge of humanitarian collapse without access to aid or foreign reserves, which remain frozen in the United States.
Pakistan's relationship with neighboring China has also been of interest to the Biden administration, which regards Beijing as its chief international rival.
Tunisia, where Blome has worked as ambassador since 2019, is an important diplomatic outpost for the United States in North Africa, representing interests beyond the country's borders, including in neighboring Libya.
The ambassadorial position requires Senate confirmation.

Sydney:
Travel restrictions between Sydney and Melbourne, Australia's largest cities, eased on Wednesday as Victoria opened its borders to fully vaccinated residents from New South Wales amid a rapid rise in immunisation levels.
With cases trending lower in New South Wales, including Sydney, residents will be allowed quarantine-free entry into Victoria for the first time in more than three months. Travellers from Melbourne who wish to enter Sydney, however, must undergo a two-week home quarantine.
Daily infections in Victoria rose to 1,841 on Wednesday, up from 1,749 a day earlier. A total of 283 cases were reported in New South Wales, well down from the pandemic high in September.
The relaxation in border rules comes ahead of Victoria lifting the lockdown in Melbourne, the state capital, on Friday as double-dose vaccination rates in people above 16 neared 70 per cent. More restrictions will be eased when rates pass 80% and 90%.
By Friday, Melbourne's 5 million residents would have endured six lockdowns totalling a cumulative 262 days since March 2020. Australian media say this is the longest in the world, exceeding a 234-day lockdown in Buenos Aires.
Australia had enjoyed a COVID-free life most of this year until a Delta outbreak began in Sydney in June, which quickly spread to neighbouring Victoria. Other states are COVID-free or have very few cases.
Sydney and Canberra exited their months-long strict stay-home restrictions last week after racing through their vaccination targets.
Even with the Delta outbreaks, Australia's COVID-19 numbers are far lower than many developed nations, with about 149,000 cases and 1,577 deaths.

Homeland Security Secretary Alejandro Mayorkas has tested positive for COVID-19 and will work from home per health guidelines, spokesperson Marsha Espinosa said.
"Secretary Mayorkas tested positive this morning for the COVID-19 virus after taking a test as part of routine pre-travel protocols. Secretary Mayorkas is experiencing only mild congestion; he is fully vaccinated and will isolate and work at home per CDC protocols and medical advice. Contact tracing is underway," Espinosa said via Twitter on Tuesday.
Mayorkas was scheduled to join US Secretary of State Antony Blinken on his trip to Colombia to discuss various issues, including irregular migration and narcotics trafficking, but will no longer be travelling due to the positive test.
The homeland security chief, who was fully vaccinated, represents another so-called "breakthrough" case among high-ranking government officials such as state Department spokesperson Ned Price, who recently recovered from a bout of COVID-19.
The White House said in a statement that no principal has been determined to be in close contact with Mayorkas because the most recent contact was during the outdoor National Peace Officers' Memorial Service that took place on Saturday that falls outside the 48-hour close contact window.
Mayorkas had contact with President Joe Biden at the 40th Annual National Peace Officers' Memorial Service on Saturday.
