The fatal stabbing of British MP David Amess was a terrorist incident, police said Saturday, at they investigated the second killing of a UK politician while meeting voters since 2016.
The Metropolitan Police said its preliminary findings had revealed "a potential motivation linked to Islamist extremism".
Amess, a 69-year-old pro-Brexit Conservative lawmaker, was stabbed to death inside a church on Friday while holding a fortnightly consultation with his constituents in the small town of Leigh-on-Sea, in Essex, east of London.
Police arrested a 25-year-old man at the scene on suspicion of murder and recovered a knife.
Essex police said officers had responded "within minutes" to reports of the stabbing shortly after 12:05 pm (1105 GMT) and arrived to find Amess had "suffered multiple injuries".
"This was a difficult incident, but our officers and paramedics from the East of England Ambulance Service worked extremely hard to save Sir David," Harrington said.
"Tragically he died at the scene."
A father-of-five who was first elected to parliament in 1983, Amess was memorialised with an impromptu evening mass while tributes poured in from across the political spectrum and around the world.
Multiple UK media outlets, citing sources, reported that the suspect was believed to be a British national with Somali heritage.
"The investigation is in its very early stages and is being led by officers from the specialist counter-terrorism command," Ben-Julian Harrington, Essex police's chief constable, told reporters.
"We made it clear at the time of the incident that we did not believe there was any immediate further threat to anyone else in the area," Harrington said.
'Much-loved'
The killing has sent shockwaves around Britain.
Flags were lowered to half-mast in Westminster as tributes were paid to Amess, whose death came five years after the murder of Labour party MP Jo Cox by a far-right extremist.
In a book last year called "Ayes & Ears: A Survivor's Guide to Westminster", Amess noted that Cox's death had prompted new security guidance to lawmakers that threatened to limit their access to constituents.
"This sort of thing just was not supposed to happen in the UK," he wrote about Cox's killing.
"These increasing attacks have rather spoilt the great British tradition of the people openly meeting their elected politicians."
Prime Minister Boris Johnson said Amess was "a much-loved friend and colleague" and "a fine public servant".
"The reason I think people are so shocked and saddened is above all he was one of the kindest, nicest, most gentle people in politics."
Dozens of local community members honoured their elected representative in a mass held at another Leigh-on-Sea church near the crime scene on Friday evening.
"He died doing the thing he loved -- meeting his constituents," said Jeff Woolnough, a priest who led the liturgy.
'Attack on democracy'
All Britain's living former prime ministers also paid tribute to Amess, including Theresa May, who called it "a tragic day for our democracy".
Prince William and his wife Kate said the couple were "shocked and saddened" and noted Amess had "dedicated 40 years of his life to serving his community".
Condolences also came from the United States, Canada and Spain.
"An attack on elected officials is an attack on democracy," US Secretary of State Antony Blinken tweeted.
Britain's House of Commons Speaker Lindsay Hoyle said Amess had "built a reputation for kindness and generosity" during his long parliamentary career.
"In the coming days, we will need to discuss and examine MPs' security and any measures to be taken, but for now, our thoughts and prayers are with David's family, friends and colleagues," Hoyle added.
Interior Minister Priti Patel's spokesman said she had chaired a meeting of police, security and intelligence agencies and "asked all police forces to review security arrangements for MPs with immediate effect".
'Cowardly as it gets'
Amess was first elected during Margaret Thatcher's tenure and was known for his advocacy of animal welfare and pro-life issues.
He had advertised Friday's "surgery" -- an open meeting for constituents -- at the Belfairs Methodist Church in Leigh-on-Sea.
While public attacks on British MPs are not common, lawmakers have been the victims of stabbings in the past.
In January 2000, Liberal Democrat MP Nigel Jones was wounded and his assistant killed by a man wielding a ceremonial sword at a surgery.
Pro-EU MP Cox was killed in the run-up to the Brexit referendum, while another Labour MP, Stephen Timms, was stabbed multiple times during an event in 2010 but recovered and is still a lawmaker.
Timms said he was "appalled" at this latest attack.
Cox's widower Brendan said it was "as cowardly as it gets".

Three astronauts successfully docked with China's new space station Saturday, state media said, on what is set to be <a href="https://www.ndtv.com/world-news/china-rocket-blasts-off-for-longest-crewed-mission-to-space-station-2576900#pfrom=home-ndtv_topscroll" target="_self">Beijing's longest crewed mission</a> to date and the latest landmark in its drive to become a major space power.
The three blasted off shortly after midnight (1600 GMT) from the Jiuquan launch centre in northwestern China's Gobi desert, state-run news agency Xinhua said, with the team expected to spend six months at the Tiangong space station.
After the launch, the China Manned Space Agency declared it a success and said the crew members "were in good shape", according to Xinhua.
The Shenzhou-13 vessel carrying the three then docked hours later with the radial port of the space station, Xinhua said in a brief dispatch on Saturday morning.
The mission -- twice as long as its 90-day predecessor -- will set up equipment and test technology for future construction on the Tiangong station.
Mission commander Zhai Zhigang, 55, a former fighter pilot who performed the country's first spacewalk in 2008, said the team would undertake "more complex" spacewalks than during previous missions.
The astronaut team includes military pilot Wang Yaping, 41, who is the first woman to visit the space station after becoming China's second woman in space in 2013.
The other team member is People's Liberation Army pilot Ye Guangfu, 41.
A previous record-breaking space crew -- making the first mission to Tiangong -- returned to Earth in September after three months on the space station.
China's heavily promoted space programme has already seen the nation land a rover on Mars and send probes to the moon.
Tiangong, meaning "heavenly palace", is expected to operate for at least 10 years.
Its core module entered orbit earlier this year, with the station expected to be operational by 2022.
The completed station will be similar to the Soviet Mir station that orbited Earth from the 1980s until 2001.
The long mission is set to "expand China's technological boundary" and verify the space station system's capacity for a longer duration of human occupation, Chen Lan, an independent space analyst at GoTaikonauts, told AFP.
"I don't think it is very challenging, as China's technologies (are) quite mature, though anything in space is always challenging," Chen said.
Space race
Saturday's blast-off came shortly after China launched its first solar exploration satellite into space, equipped with a telescope to observe changes in the Sun.
The Chinese space agency is planning a total of 11 missions to Tiangong through to the end of next year, including at least two more crewed launches that will deliver two lab modules to expand the 70-tonne station.
China's space ambitions have been fuelled in part by a US ban on its astronauts on the International Space Station, a collaboration among the United States, Russia, Canada, Europe and Japan.
The ISS is due for retirement after 2024, although NASA has said it could potentially remain functional beyond 2028.
Chinese space authorities have said they are open to foreign collaboration on the space station, although the scope of that cooperation is as yet unclear.
The country has come a long way since launching its first satellite in 1970.
It put the first Chinese "taikonaut" in space in 2003 and landed the Chang'e-4 robot on the far side of the Moon in 2019 -- a historic first.
China in May became the second nation to land and operate a rover on Mars.
Astronauts on the Tiangong space station will have separate living spaces, exercise equipment and a communication centre for emails and video calls with ground control.

The former Boeing pilot indicted over his role in the 737 MAX scandal said Friday he should not be made a scapegoat for a pair of deadly plane crashes.
"This tragedy deserves a search for the truth not a search for a scapegoat," said a statement released by attorneys for Mark Forkner, who led the 737 MAX flight technical team and represented Boeing before US air safety regulators.
On Thursday, the Justice Department charged Forkner with fraud, alleging he misled aviation regulators during the certification process for the 737 MAX.
The indictment of Forkner, 49, is the first since two MAX jets crashed in 2018 and 2019, killing 346 people.
"If the government takes this case to trial, the truth will show that Mark did not cause this tragedy, he did not lie, and he should not be charged," said Forkner's statement, which was released by David Gerger, a Houston attorney.
The indictment centers on Forkner's representations to the Federal Aviation Administration (FAA) over a flight handling system called the Maneuvering Characteristics Augmentation System (MCAS) that has been seen as a root cause of the two crashes.
According to court documents, Forkner had discovered information in 2016 about a major change made to the MCAS, but deliberately chose not to share the details with the FAA.
As a result, the FAA did not include a reference to the MCAS in training manuals for pilots.
In a message to a colleague revealed in 2019, Forkner said that the MCAS made the aircraft difficult to fly in a simulator. But he deliberately chose not to share that information with the FAA.
Forkner bragged to his colleague that he had lied to the regulator. According to documents published in early 2020, he also boasted that he could deceive his FAA contacts to obtain certification for the MCAS.
Boeing agreed to pay more than $2.5 billion dollars to settle a DOJ criminal charge that the company defrauded regulators overseeing the 737 MAX.
The aviation giant has also admitted that two of its employees misled the FAA and Chief Executive David Calhoun acknowledged that Boeing "fell short of our values and expectations."
Family members of crash victims who have sued Boeing called on DOJ to broaden their targets.
"Forkner is just a fall guy. He and Boeing are responsible for the deaths of everyone who died in the MAX crashes," said Nadia Milleron, mother of Samya Rose Stumo, who was killed in the Ethiopian Airlines MAX crash in March 2019.
"Prosecutors can and should find quite a few other people who were also responsible for causing the crashes. Every single family who lost someone in the MAX crash feels the same way: the executives and board of directors of Boeing need to go to jail."

An Apple employee who led fellow workers in publicly sharing instances of what they called harassment and discrimination at the company said on Thursday that she had been fired.
Janneke Parrish, an Apple program manager, said the iPhone maker informed her on Thursday that she had been terminated for deleting material on company equipment while she was under investigation over the leaking of a company town hall to media, which she told the New York Times she did not do.
Parrish told Reuters she deleted apps that contained details of her finances and other personal information before handing her devices in to Apple as part of the probe.
Parrish said she believes she was fired for her activism in the workplace.
"To me, this seems clearly retaliatory for the fact that I was speaking out about abuses that have happened at my employer, pay equity and, generally, about our workplace conditions," she said.
Apple said Friday it does not discuss specific employee matters.
Apple has recently experienced other examples of employee unrest. Last month, two Apple employees told Reuters they had filed charges against the company with the National Labor Relations Board. The workers accused Apple of retaliation and halting discussion of pay among employees, among other allegations.
Apple has said that it is "deeply committed to creating and maintaining a positive and inclusive workplace" and that it takes "all concerns" from employees seriously.
U.S. law protects the right of employees to openly discuss certain topics, including working conditions, discrimination and equal pay.
Over the summer, current and former Apple employees began detailing on social media what they said were experiences of harassment and discrimination. Parrish and some colleagues began publishing the stories on social media and a publishing platform in a weekly digest titled '#AppleToo.'
Parrish said she was careful to respect company rules and never shared information that she believed to be confidential. She said she continued to publish the '#AppleToo' digest after coming under investigation at the end of September.
"If anything, it's made the importance of that work clearer than ever, when Apple's response to criticism is to start internal investigations into those that it wants to see gone," she said. "It's easier for them to terminate people than it is for them to actually listen."

The US Centers for Disease Control and Prevention (CDC) said late on Friday that it will accept mixed-dose coronavirus vaccines from international travelers, a boost to travelers from Canada and other places.
The CDC said last week that it would accept any vaccine authorized for use by US regulators or the World Health Organization. "While CDC has not recommended mixing types of vaccine in a primary series, we recognize that this is increasingly common in other countries so should be accepted for the interpretation of vaccine records," a CDC spokeswoman said.
The White House said Friday the new vaccine requirements for foreign nationals traveling to the United States will begin Nov. 8 for visitors crossing at land borders as well as international air travelers.
Representative Brian Higgins, a New York Democrat representing a district along the Canadian border, had on Friday asked the CDC if it would accept the mixed vaccine doses noting "nearly four million Canadians, equivalent to 10% of their fully vaccinated population, have received mixed doses of the available mRNA COVID-19 vaccines this includes the AstraZeneca vaccine."
The CDC said the vaccines approved by the Food and Drug Administration (FDA) for use, as well as those authorized by the WHO, will be accepted for entry into the United States, including the AstraZeneca vaccine.
The CDC said "individuals who have any combination of two doses of an FDA approved/authorized or WHO emergency use listed COVID-19 two-dose series are considered fully vaccinated."
The CDC plans to answer other questions and release a contact tracing order for international air visitors by Oct. 25.

A shocking incident where a woman at Speaker’s Corner in Hyde Park, London, wearing a Charlie Hebdo t-shirt was stabbed in the face in broad daylight by an assailant who still hasn’t been caught was completely ignored by Mayor Sadiq Khan.
The attack, which happened at around 3:30pm on Sunday, targeted 39-year-old Hatun Tash, who fled Turkey after renouncing Islam for Christianity. She now preaches on behalf of Defend Christ Critique Islam Ministries and is a regular fixture at Speaker’s Corner.
Footage shared on social media shows an individual dressed in black approach the woman and slash her across the face. He flees the scene as some bystanders take chase while others attempt to come to the aid of the injured woman.
Tash subsequently collapses to the ground and is seen bleeding from the head.

Police asked people to “not to speculate on the motive for the attack” (despite it being blindingly obvious) and belittled her as suffering only a “minor slash injury to her head.”
Despite a knife being found and there being multiple witnesses to the attack, Metropolitan Police have not yet caught the culprit.

After the incident, media reports centered on the fact that the woman was wearing the Charlie Hebdo shirt and not the obvious motive of the attacker, with some <a href="https://www.rt.com/uk/530298-hyde-park-preacher-charlie-hebdo-stabbed/">suggesting</a> the implication that the victim had deserved it.
London Mayor Sadiq Khan has failed to acknowledge the incident at all, something that undoubtedly wouldn’t be the case had the roles had been reversed.
Despite Khan branding a speech by an anti-vaxxer nurse at a protest on Saturday “disgusting” and calling for the police to investigate her, Khan has remained completely silent on the stabbing attack, which apparently isn’t as “disgusting” as some offensive words.

Maybe this is just “part and parcel of living in a big city,” as Khan once said about the threat of terror attacks.
Tash was previously detained by police for 20 hours and has routinely faced “intimidation, threats, sexual assaults and physical assaults” for preaching at Speaker’s Corner, including an incident in October 2020, where she was assaulted and knocked unconscious.
The location has become notorious in recent years for being physically dominated by Muslim men who form large mobs to try to intimidate Christians and other Muslims from different sects, with police being largely ineffective at keeping the peace.
