<p>Two US Postal Service employees were shot dead Tuesday in a gun attack at a Tennessee post office, authorities said.</p>
<p>The suspected shooter opened fire at the East Lamar Carrier Annex in Memphis and then died of a self-inflicted gunshot wound.</p>
<p>US Postal Inspector Susan Link told reporters that both victims, as well as the shooter, were postal service employees. "There is no ongoing threat," she said.</p>
<p>"The FBI is working the scene and can confirm that the shooter is one of the three employees deceased by an apparent self-inflicted gunshot wound," said Lisa-Anne Culp, a spokeswoman for the FBI's Memphis field office, at the same press conference.</p>
<p>An investigation has been launched, she said.</p>
<p>Both Link and Culp declined to give further details about the shooting.</p>
<p>"The Postal Service is saddened at the events that took place today in Memphis," the USPS said in a statement. "Our thoughts are with the family members, friends and coworkers of the individuals involved."</p>
<p>Mass shootings and other gun violence are huge problems in the United States, issues that gun control advocates say are fueled by the prevalence of firearms and relatively lax gun laws.</p>

<p>G20 trade ministers on Tuesday promised to work towards a fair distribution of Covid-19 vaccines by lifting export restrictions and making the trade system more transparent.</p>
<p>Their final statement, adopted after a meeting in Sorrento, southern Italy, was a sign of the return of multilateralism, said Italian Foreign Minister Luigi Di Maio.</p>
<p>"We have to ensure that there is greater circulation of vaccines and that there are production factories in the developing countries," French trade minister Franck Riester said.</p>
<p>While more than six billion vaccine doses have been produced and administered worldwide, only 1.4 percent of people in poor countries have been fully vaccinated, compared to 58 percent in rich countries, World Trade Organization chief Ngozi Okonjo-Iweala said earlier this month.</p>
<p>Ahead of the WTO's ministerial conference set for November 30 to December 3 in Geneva, she called on members to agree on a strong response to the pandemic based on a fairer sharing of the vaccines.</p>
<p>Riester said another issue was getting vaccine-makers to wave intellectual property rights to allow for production anywhere in the world.</p>
<p>The G20 members also agreed on the need to reform the WTO, something the European Commission has been insisting on for some time.</p>
<p>It backed the current talks on renegotiating fishing subsidies to ensure the sustainability of stocks.</p>
<p>And they agreed the need for stronger international regulation of industrial subsidies to ensure a level playing field and better trade rules on agriculture.</p>
<p>"Many of us highlighted agricultural subsidies and agricultural market access," the statement said.</p>
<p>While many countries have issued subsidies to industries hit during the pandemic, not all of them have notified the WTO of all the sums paid out.</p>
<p>Di Maio said that the question of subsidies was still creating tensions.</p>
<p>"We are all agreed in saying that the rules of the game have to be same for everyone," he added.</p>

<p>G20 leaders agreed Tuesday to work together to avoid a humanitarian disaster in Afghanistan, as the EU pledged a one-billion-euro aid package and host Italy stressed the need to maintain contacts with the Taliban.</p>
<p>As the Islamist group held its first face-to-face talks with a US-EU delegation in Qatar, US President Joe Biden, Turkey's Recep Tayyip Erdogan and India's Narendra Modi joined a virtual summit on the looming economic and humanitarian crises sparked by the Taliban's return to power.</p>
<p>The European Union opened the talks by pledging one billion euros ($1.2-billion), including money for urgent humanitarian needs and Afghanistan's neighbours who were taking in Afghans fleeing the Taliban.</p>
<p>Italian Prime Minister Mario Draghi had been pushing for the Group of 20 meeting since the August takeover of Afghanistan by the Taliban, insisting debate over solutions must go beyond the usual club of Western allies.</p>
<p>Chinese President Xi Jinping and Russian President Vladimir Putin did not attend themselves, instead sending representatives, but Draghi insisted they all agreed on the need to help more.</p>
<p>"Instead of responding and arguing... we now have an awareness of this emergency and of the enormous responsibilities that the G20 has towards the Afghan people," he told a post-summit press conference.</p>
<p><strong>'Not yet delivered'</strong></p>
<p>International aid has been blocked to Afghanistan since the Taliban returned to power following the withdrawal of US and other international troops after 20 years of war.</p>
<p>The country's assets held abroad have been frozen, while food prices and unemployment are rising, prompting warnings of a humanitarian disaster once winter arrives.</p>
<p>"To stand by and watch 40 million people plunge into chaos because electricity can't be supplied and no financial system exists, that cannot and should not be the goal of the international community," German Chancellor Angela Merkel told reporters.</p>
<p>The United Nations and Qatar, a key broker in Afghanistan which has also hosted talks between the US and the Taliban, were also invited to Tuesday's closed door talks.</p>
<p>The EU emphasised its money would go to international organisations working on the ground rather than the Taliban's interim government, which no other government has yet recognised.</p>
<p>However, Draghi said that the Taliban were crucial to getting the aid through, saying: "It's very hard to see how one can help the Afghan people... without some sort of involvement of the Taliban government.</p>
<p>"If they don't want us to enter, we don't enter."</p>
<p><strong>Safe haven for terrorists</strong></p>
<p>According to a briefing note published by Draghi's office, the G20 leaders emphasized the importance of respecting human rights and fundamental freedoms, especially the rights of woman and minorities.</p>
<p>They also addressed the issue of security, with the Taliban itself facing a threat from the ISIS-K, who have launched a series of deadly attacks.</p>
<p>"Afghanistan must not be a safe haven for terrorists and a threat for international security," the briefing note said, urging the Taliban "to rescind their links with terrorist groups".</p>
<p>The leaders "discussed the critical need to maintain a laser-focus on our enduring counterterrorism efforts, including against threats from ISIS-K", a White House statement added.</p>
<p>Turkey's Erdogan told G20 leaders in an address broadcast on national television that the Taliban "has not yet delivered what's expected".</p>
<p>"We have not seen necessary inclusiveness from them on the issue of humanitarian assistance, security and prevention of Afghanistan being a base of terror organisations and prevention of extremism."</p>

<p>President Joe Biden's opposition to capital punishment will be put to the side Wednesday when the US Justice Department tries to convince the Supreme Court to reinstate the death penalty for Boston Marathon bomber Dzhokhar Tsarnaev.</p>
<p>Tsarnaev, 28, was 19 when he and his older brother Tamerlan Tsarnaev planted two home-made bombs near the finish line of the April 15, 2013 race, killing three people and injuring 264 others.</p>
<p>On the run, the two also killed a policeman. Tamerlan was then killed in a gunfight with police.</p>
<p>In 2015 Dzhokhar Tsarnaev was convicted on 30 counts and given the death penalty as well as sentences of life in prison.</p>
<p>The case was appealed on issues of alleged trial irregularities including in the jury.</p>
<p>In July 2020 the appeals court left in place most of the convictions but annulled the death sentence and ordered the lower court to hold a new sentencing trial with a new jury.</p>
<p>In October the Justice Department, then under pro-capital punishment attorney general Bill Barr, appealed the ruling to the Supreme Court.</p>
<p>Since then Biden became president, and replaced Barr with a new attorney general, Merrick Garland, who inherited the appeal to the high court.</p>
<p>Despite Biden's opposition to the death penalty, the Justice Department has not indicated any change in its stance in the case.</p>
<p>The appeals court accepted arguments that the jury had not originally been questioned enough on their exposure to media information on the highly publicized bombing.</p>
<p>It also agreed with defense attorneys that, at sentencing, the jury was not provided vital information that Tsarnaev had allegedly been influenced by his older brother, who had a criminal record.</p>
<p>Tsarnaev's attorneys say it was impossible for the jury to have avoided massive commentary on the case, including calls for execution, and the members should have been asked about it before the trial took place.</p>
<p>In a filing to the high court, the Justice Department argued that jurors are able to decide a case fairly even if exposed to publicity about before it is tried.</p>
<p>And it rejected the argument that Dzhokhar Tsarnaev had been directed by Tamerlan in the crime.</p>
<p>"The record definitively demonstrates that respondent was eager to commit his crimes, was untroubled at having ended two lives and devastated many others, and remained proud of his actions," it said in a filing.</p>
<p>"This court should reverse the decision below and put this case back on track toward a just conclusion."</p>
<p>After Wednesday's arguments, the Supreme Court should make a decision by June 2022.</p>

<p>Protecting children from sexual abuse is an "absolute priority" for the Catholic Church, a French archbishop said Tuesday, walking back previous comments suggesting priests should not violate the secrets of confession.</p>
<p>Eric de Moulins-Beaufort sparked outrage among victims' groups last week after saying the secrecy of confession was "above the laws of the Republic".</p>
<p>His comments came after an independent report revealed tens of thousands of cases of sexual abuse by priests over the past seven decades.</p>
<p>The archbishop met Tuesday with Interior Minister Gerald Darmanin -- at the request of President Emmanuel Macron.</p>
<p>Afterwards, he insisted on "the determination of all bishops, and all Catholics, to make the protection of children an absolute priority, in close cooperation with the French authorities.</p>
<p>"The scope of the violence and sexual assaults against minors revealed by the report demands that the Church revise its practices in light of this reality," he said in a statement.</p>
<p>"It is therefore necessary to reconcile the nature of confession with the need to protect children," he added.</p>
<p>While French law recognises the professional secrecy of the sacrament of confession, it also states that this privilege does not apply to cases involving violence against minors.</p>
<p>De Moulins-Beaufort reiterated his "shame and consternation" over the 216,000 cases of child sex abuse by clergy since 1950, identified in the report.</p>
<p>The abuse was covered up by Church superiors in a systemic "veil of secrecy", it added.</p>
<p>He promised to "carry out the reforms necessary for the French Church to gain everyone's trust", and said he had asked Pope Francis to meet with the report's authors in the Vatican.</p>
<p>Francis has already expressed his "shame and horror" over the landmark report.</p>
<p>It recommended a series of measures to protect minors from predatory clergy, included a requirement that priests inform prosecutors of any child abuse they hear about in confession. </p>

Students at Washington, D.C Schools Left Without Clean Drinking Water Due to Strict Covid-19 Policies

<p><strong>Strict Covid-19 policies have left many Washington, D.C school students without clean drinking water. As part of a pandemic-related “health and safety measure”, the city has turned off the drinking fountains at its public schools. Unfortunately, the city has not made sufficient backup plans to ensure that students and staff will not go thirsty.</strong></p>
<p>A teacher at Stuart-Hobson Middle School, Bethany Rosera, told the <a href="https://freebeacon.com/coronavirus/dc-covid-policies-leave-hundreds-of-students-without-clean-drinking-water/" target="_blank" rel="noreferrer noopener">Washington Free Beacon</a> that whilst the school district had provided the school with water jugs, they ran out quickly and left students and teachers without any clean drinking water.</p>
<p>Rosera said: “We ran out of water [on Tuesday] and our admin drove twice to Costco to fill up their own car with water in the middle of the day so we could get through the end of the day and have some for [Wednesday] if a delivery didn’t occur.”</p>
<p>After communications to the school district about the situation failed to yield water replenishments, she posted about the situation on Twitter. It wasn’t until her thread went viral that a delivery truck showed up at the school to replace the water the next morning. She believes that the attention her post drew prompted a quicker response.</p>

<p>According to Rosera, even when the school did have alternative water in stock, using it was a “logistical nightmare.” She said that D.C public schools’ poor responsiveness to students’ needs is part of an ongoing pattern of ignoring issues until the community learns about them and parents become outraged.</p>
<p>She said: “Only the ‘loudest’ problems get solved immediately. There are schools with problems that aren’t tweeted about that aren’t acknowledged at all.”</p>
<p>Other schools in the same district have reported similar problems. One teacher at Brightwood Education Campus said that her school went without clean drinking water for three days due to the extreme measure.</p>
<p>Washington D.C schools are seeing some of the strictest Covid-19 measures in the nation. Under Democratic Mayor Muriel Bowser, they have instituted restrictions such as universal masking, weekly testing of 10 percent of their students and social distancing.</p>
<p>Two weeks ago, Bowser announced that teachers and all other adults who work at public, charter, private and parochial schools, as well as childcare facilities, <a href="https://mayor.dc.gov/release/mayor-bowser-announces-covid-19-vaccination-requirements-all-adults-regularly-schools-and" target="_blank" rel="noreferrer noopener">must be fully vaccinated by November 1st,</a> while students older than 12 will also need to be jabbed if they want to take part in school-based extracurricular activities.</p>
<p><strong>Letting children go thirst is an unreasonable reaction to the potential risk of sharing a water fountain. Even then, the risk of contracting Covid-19 from a water fountain is incredibly low.</strong></p>
