UK Government Attempting to Bypass Parliament to Introduce Vaccine Passports

<p><strong>It appears as though the government is once again trying to sidestep parliament to implement Covid-19 vaccine passports despite the measure already being dismissed the first time it was suggested.</strong></p>
<p>Previously, Secretary of State for Health and Social Care Sajid Javid said that some policies – particularly vaccine passports – shouldn’t be enforced just because other countries and governments are approving them.</p>
<p>The original plan, which was set to be introduced by the end of September, was heavily criticised by the public and some Members os Parliament. Vaccine Minister Nadhim Zawidi defended the measure, claiming that using vaccine passports was the best way to keep nightclubs open.</p>
<p>If approved, the plan would have seen the British public having to provide proof of double vaccination, a negative covid test, or finish self-isolating after a positive PCR test before they could enter clubs and other large events.</p>
<p>The suggestion for jab passports came from the Liberal Democrats, although, leader Ed Davey said that the proposed papers were “divisive, unworkable and expensive.”</p>
<p>Javid added that he himself was against the notion of asking people to show their papers before they could be allowed to “do what is just an everyday activity.” After review, he said that, for now, the idea of jab passports is rejected, but still being kept as a “backup” option.</p>
<p>However, despite claims from Javid that the government are not backtracking on the potential policy, it seems like the government are seeking to introduce vaccine passports as part of its winter response to the coronavirus.</p>
<p>Under <a href="https://www.gov.uk/government/publications/proposal-for-mandatory-covid-certification-in-a-plan-b-scenario/proposal-for-mandatory-covid-certification-in-a-plan-b-scenario" target="_blank" rel="noreferrer noopener">“Plan B”</a>, vaccine passports will allegedly form a “first-line [defence]” against a winter wave of infections even though they proved ineffective in Israel. The government has also claimed that the proposal will allow more businesses and venues to open aside from “nightclubs, music venues, outdoor festivals, concerts and sports events.”</p>
<p>If the policy is introduced, the government will require vaccine passports for these venues and events:</p>
<ul>
<li>All nightclubs and other venues open after 1am with alcohol, music and dancing</li>
<li>Indoor events with 500 or more attendees where those attendees are likely to stand and mix to a significant degree, or move around during the event, such as music venues or large receptions</li>
<li>Outdoor, crowded settings with 4,000 or more attendees where those attendees are likely to stand, or move around during the event, such as outdoor festivals</li>
<li>Any settings with 10,000 or more attendees, such as large sports and music stadia</li>
</ul>
<p>The government states that it “hopes that it would not be necessary to mandate vaccine certification more widely than these settings, though as the Autumn and Winter Plan explained this cannot be entirely ruled out.”</p>
<p>If mandatory certification is introduced, however, the government will be seeking every person aged 18 or over “providing services in venues where certification would be expected” to either be:</p>
<ul>
<li>Fully vaccinated</li>
<li>Exempt (for medical reasons, or as a result of clinical trial participation in a Covid-19 vaccine trial)</li>
<li>Undertaking regular, supervised testing</li>
</ul>
<p>Some settings will be exempt from the passport scheme, including communal worship, funerals and other commemorative events.</p>
<p>Since the government is aware that it may have trouble getting the passport system approved through a Parliamentary vote, it has launched a “public consultation” to garner more support for the oppressive policy. As the government is refusing to commit to a vote, the majority of respondents view the move as part of an effort to circumvent Parliament.</p>
<p><strong>It’s only a matter of time before these vaccine passports are introduced and forced upon the British public. It will be surprising to see whether the media even covers the restrictions.</strong></p>

Investigation: Deaths among Teenage Boys have increased by 63% in the UK since they started getting the Covid-19 Vaccine according to ONS data

<p><strong>An investigation of official ONS data has revealed that since the Covid-19 vaccine was offered and administered to teenagers in England and Wales there has been a 63% rise in deaths among teenage boys</strong>, <strong>with one week seeing an increase as high as 700%.</strong></p>
<p>On October 1st, we exclusively revealed that <a href="https://www.ons.gov.uk/peoplepopulationandcommunity/birthsdeathsandmarriages/deaths/datasets/weeklyprovisionalfiguresondeathsregisteredinenglandandwales">ONS data</a> shows there has been a 47% rise in all-cause deaths among teenagers between the ages of 15-19 since they began getting the Covid-19 vaccine.</p>
<p>Our investigation found that official <a href="https://www.ons.gov.uk/peoplepopulationandcommunity/birthsdeathsandmarriages/deaths/datasets/weeklyprovisionalfiguresondeathsregisteredinenglandandwales">Office for National Statistics (ONS) data</a> shows that between 26th June 2020 – 18th September 2020 there were 148 deaths among teenagers between 15 – 19 years of age.</p>
<p>Whereas <a href="https://www.ons.gov.uk/peoplepopulationandcommunity/birthsdeathsandmarriages/deaths/datasets/weeklyprovisionalfiguresondeathsregisteredinenglandandwales">ONS data</a> for 2021 shows that between 25th Jun 2021 – 17th September 2021 there were 217 deaths among teenagers between 15 – 19 years of age, meaning deaths among teens over the age of 15 were 47% higher than the same period during 2020.</p>
<p>The difference? The rise in teen deaths in 2021 coincided with them being offered the Covid-19 vaccine, as documented in NHS data which can be downloaded <a href="https://www.england.nhs.uk/statistics/wp-content/uploads/sites/2/2021/07/COVID-19-weekly-announced-vaccinations-01-July-2021-revised-.xlsx">here</a>, and accessed on the NHS website <a href="https://www.england.nhs.uk/statistics/statistical-work-areas/covid-19-vaccinations/covid-19-vaccinations-archive/">here</a>, shows that as of 27th June 2021 over 147,000 people under the age of 18 had received at least one dose of a Covid-19 vaccine.</p>
<p>However, further <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1021620/NASS_Bulletin_2021_38.pdf">data published by Public Health England</a> on the number of 999 calls made requesting an ambulance due to cardiac arrest; which has skyrocketed against the expected average since young adults and teens began receiving the Covid-19 vaccine, made us want to revisit the ONS data due to a suspicion we would find that the majority of excess deaths among teens are actually among teenage boys.</p>
<p>The reason for this suspicion was that the Medicine and Healthcare product Regulatory Agency have openly admitted that they suspect myocarditis and pericarditis are potential side effects of the Pfizer and Moderna Covid-19 vaccines, especially among young males. A suspicion that has been strong enough for the UK Medicine Regulator to <span><a href="https://www.gov.uk/drug-safety-update/covid-19-vaccines-updates-for-july-2021#further-information-on-reports-of-myocarditis-and-pericarditis">officially add warnings about myocarditis and pericarditis to the safety labels of the Covid-19 vaccines</a></span>.</p>
<p>Myocarditis is inflammation of the heart muscle, whereas pericarditis is inflammation of the protective sacs surrounding the heart. Both are extremely serious conditions due to the vital role the heart plays in keeping a person alive, and the fact that the heart muscle cannot regenerate. <p>Before diving back into the ONS data we decided to see if we could find official confirmation of when teens as old as 19 started to receive the Covid-19 vaccine, as our previous exclusive investigation only found confirmation of when teen sunder the age of 18 started to receive the Covid-19 jab.</p>
<p>We discovered in a Public Health England document titled <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1022201/Weekly_Flu_and_COVID-19_report_w39.pdf">‘<span>Weekly Flu and Covid-19 Report</span>‘</a> that teens aged 18 and 19 began receiving the Covid-19 vaccines as early as the 2nd week of 2021. From week 2 to week 13 of 2021 there was a steady climb to around 12% of eligible teens aged 18 and 19 receiving at least one dose of a Covid-19 vaccine, before the numbers vaccinated flat lined until around week 18 of 2021 where they started to pick up again.</p>
<p>Upon discovering this we decided to revisit the ONS data and carry out a new review of the numbers contained within the report, and unfortunately our suspicion that excess deaths are disproportionately occurring in teenage boys was confirmed.</p>
<p>The 2020 edition of ‘Deaths registered weekly in England and Wales’, which can be downloaded <a href="https://www.ons.gov.uk/file?uri=%2Fpeoplepopulationandcommunity%2Fbirthsdeathsandmarriages%2Fdeaths%2Fdatasets%2Fweeklyprovisionalfiguresondeathsregisteredinenglandandwales%2F2020/publishedweek532020.xlsx">here</a>, and accessed on the ONS website <a href="https://www.ons.gov.uk/peoplepopulationandcommunity/birthsdeathsandmarriages/deaths/datasets/weeklyprovisionalfiguresondeathsregisteredinenglandandwales">here</a>, shows that between the week ending 8th May 2020 and the week ending 18th September 2020, a total of 219 deaths occurred among 15 – 19-year-olds. Of these 142 deaths were among teenage boys, whilst 77 deaths were among teenage girls.</p>

<p>Whereas the 2021 editions of ‘Deaths registered weekly in England and Wales, which can be downloaded <a href="https://www.ons.gov.uk/file?uri=%2Fpeoplepopulationandcommunity%2Fbirthsdeathsandmarriages%2Fdeaths%2Fdatasets%2Fweeklyprovisionalfiguresondeathsregisteredinenglandandwales%2F2021/publishedweek372021.xlsx">here</a>, and accessed on the ONS website <a href="https://www.ons.gov.uk/peoplepopulationandcommunity/birthsdeathsandmarriages/deaths/datasets/weeklyprovisionalfiguresondeathsregisteredinenglandandwales">here</a>, shows that between the week ending 7th May 2021 and the week ending 17th September 2021, a total of 320 deaths occurred among 15 – 19-year-olds. Of these 231 deaths were among teenage boys, whilst 89 deaths were amongst teenage girls.</p>

<p>This shows that the number of deaths between May 7th 2021 and September 17th 2021 among teens aged 15 and over were 46% higher than the number of deaths in this age group during the same period in 2020, and the increase in deaths began at precisely the same time teens started receiving the Covid-19 vaccine.</p>
<p>For instance in the 6 weeks prior to the 8th May 2020 there were 93 deaths among all teens over the age of 15, whereas in the 6 weeks prior to 7th May 2021 there were 100 deaths among all teens over the age 15, representing an increase of just 7.5% in 2021 on the previous year.</p>
<p>But what this also shows is that since the Covid-19 vaccines began being given to teens over the age of 15, deaths among teenage boys have increased by 63%, whereas deaths among teenage girls have still increased, but at a much lower rate of just 16%.</p>
<p>We compiled the following table of ONS figures so that we were able to easily compare the number of deaths per week among teens over the age of 15 separated into males and females.</p>
<p>As you can see above the highest increase in deaths came in the week ending 25th June 2021 which saw a 700% increase on the number of deaths in teens on the previous year, this represented a 500% increase in male teen deaths, and a 400% increase in female teen deaths.</p>
<p>The largest increase in male teen deaths came in the week ending September 3rd 2021 which saw a 700% increase in male teen deaths, but just a 17% increase in female teen deaths.</p>
<p>We were also able to discover from the table above that deaths in male teens have seen a significant increase in 17 of the 20 weeks since a sizeable amount of teens started getting the Covid-19 vaccine, with the remaining 3 weeks registering a 0% increase, a -45% decrease, and a -22% decrease registered in the week ending 17th September.</p>
<p>Whereas deaths among female teens only saw an increase on the previous year in 8 of the 20 weeks since this age group began receiving the Covid-19 vaccine. Five of the 20 weeks saw a 0% increase in deaths on the previous year, whilst 7 of the 20 weeks actually saw a percentage decrease in the number of deaths registered compared to the previous year.</p>
<p>The fact that 999 calls requesting an ambulance due to cardiac arrest, and the number of deaths among teenage boys have both seen a significant increase against the expected level, alongside the fact that myocarditis is a confirmed side effect of the Covid-19 vaccines; especially among younger males, is extremely concerning when it can be clearly seen that the increases correlate with the start of a significant amount of teens receiving the Covid-19 vaccine.</p>
<p>The problem we now face is that approximately three million children over the age 12 are currently being offered and given the Covid-19 vaccine.</p>
<p>How many of those children will need to die before the authorities open their eyes and realise there is a serious problem with giving the Covid-19 vaccine to younger males, who do not even need the jab due to not being at risk of developing serious illness due to Covid-19?</p>
<p>The data is there now for the authorities to see, a 63% increase in male teen deaths since they started to be given the Covid-19 vaccine, they must investigate this and cease the roll-out of this experimental injection to children immediately.</p>

Why this Facebook scandal is different

<p>On Sunday evening, a former Facebook employee who has previously revealed damning internal documents about the company <a href="https://www.cbsnews.com/news/facebook-whistleblower-60-minutes-2021-09-30/">came forward on <em>60 Minutes</em></a> to reveal her identity.</p>
<p>Frances Haugen, a former product manager on Facebook’s civic integrity team, shared documents that were the basis of an explosive <a href="https://www.wsj.com/articles/the-facebook-files-11631713039">series of articles in the Wall Street Journal</a>. The reports revealed that the company knew its products can cause meaningful harm — including negatively impacting the mental health of teens — but it still has not made major changes to fix such problems.</p>
<p>“There were conflicts of interest between what was good for the public and what was good for Facebook. And Facebook, over and over again, chose to optimize for its own interests, like making more money,” said Haugen in the <em>60 Minutes</em> interview on Sunday.</p>
<p>The employee also shared new allegations — not previously covered in the WSJ’s extensive reporting — about Facebook allegedly relaxing its standards on misinformation after the 2020 presidential elections, shortly ahead of the <a href="https://www.vox.com/recode/22221285/trump-online-capitol-riot-far-right-parler-twitter-facebook">January 6 riots at the US Capitol</a>.</p>
<p>In an internal staff memo obtained and <a href="https://www.nytimes.com/2021/10/02/technology/whistle-blower-facebook-memo.html">published on Friday</a> by the New York Times, Facebook’s vice president of public policy and global affairs, Nick Clegg, wrote that the responsibility for January 6 “rests squarely with the perpetrators of the violence, and those in politics and elsewhere who actively encouraged them.” Clegg also wrote that Facebook is not a “primary cause of polarization.”</p>
<p>Facebook has been mired in PR and political crises for the past five years. But this is a staggering moment for the company and the billions of people who use its products. Already, in response to documents revealed by the whistleblower, the company has paused development of its Instagram for Kids product, brought two executives before Congress to testify, and launched a PR offensive dismissing the Wall Street Journal’s reporting as “cherry picking.”</p>
<p>The whistleblower has also shared internal Facebook documents with lawmakers, and is expected to testify before members of Congress on Tuesday. The fact that the whistleblower is coordinating with lawmakers reflects how politicians on both sides of the aisle are viewing social media companies like Facebook with more concern — and they’re becoming more adept at scrutinizing them.</p>
<p>“This is the first time I can remember anything this dramatic, with an anonymous whistleblower, this many documents, and a big reveal,” said Katie Harbath, a former director of public policy at Facebook who is now a fellow at the Bipartisan Policy Center and the Atlantic Council.</p>
<p>While plenty of Facebook employees have spoken out against the company anonymously or internally, only a handful — particularly at a high-ranking level — have ever spoken out on the record against Facebook. And never before have they revealed such detailed evidence that the company seemingly understands but ignores systematic harms it causes.</p>
<p>Nor has a Facebook defector had this kind of press rollout: first, a series of investigative reports with a major publication, then an unveiling on primetime television, and soon testimony before Congress — all within the span of just a few weeks.</p>
<p>The extent to which Facebook seemingly knew about the harmful effects of its products and withheld that knowledge from the public has caused lawmakers such as <a href="https://twitter.com/shiringhaffary/status/1440413527999610885">Sen. Richard Blumenthal (D-CT) to compare the company’s tactics to those of Big Tobacco</a>.</p>
<p>Facebook has already responded to the allegations with a playbook defense, similar to its response to President Joe Biden’s criticism that the platform was <a href="https://about.fb.com/news/2021/07/support-for-covid-19-vaccines-is-high-on-facebook-and-growing/">“killing people” because of the spread of Covid-19 misinformation on the platform</a>. The company and its leaders are arguing that the allegations are sensationalized and untrue, that information is being taken out of context, and that Facebook isn’t the only one to blame for the world’s problems.</p>
<p>And just like it did during the recent Biden and Facebook Covid-19 misinformation debate, Facebook has questioned the credibility of outside research on how its platforms function.</p>
<p>This time, the company went so far as to discredit some of its internal researchers’ findings about Instagram’s negative effects on teenagers’ mental health. Last week, it distributed an <a href="https://about.fb.com/news/2021/09/research-teen-well-being-and-instagram/">annotated version</a> of the original research that was first published in the Journal. In its annotated slides, Facebook said that its researchers’ slide titles “may be sensationalizing” findings that Instagram can negatively contribute to teenage girls’ body image issues. The company also said the size of the study was limited.</p>
<p>The fact that the company is disputing the topline findings of its staff’s research shows just how damaging the reporting coming out of the whistleblower’s documents are, and how urgently the company is moving to change the narrative.</p>
<p>“It is a big moment,” said Yaël Eisenstat, Facebook’s former global head of elections integrity operations. She has been a vocal critic of the company since she left in November 2018. “For years, we’ve known many of these issues — via journalists and researchers — but Facebook has been able to claim that they have an ax to grind and so we shouldn’t trust what they say. This time, the documents speak for themselves,” she told Recode.</p>
<p>A key reason why this latest scandal feels more significant is that politicians on both sides of the aisle feel deceived by Facebook because they have previously <a href="https://www.vox.com/recode/22677911/facebook-scandal-research-teen-mental-health">asked CEO Mark Zuckerberg about Instagram’s mental health effects</a> on children and teenagers, and the company wasn’t forthcoming.</p>
<p>In March, Zuckerberg told Congress that he didn’t believe the research was conclusive, and that “overall, the research that we have seen is that using social apps to connect with other people can have positive mental health benefits.” But he did not disclose the negative findings in the research cited in the Wall Street Journal reporting, including that <a href="https://www.wsj.com/articles/facebook-knows-instagram-is-toxic-for-teen-girls-company-documents-show-11631620739">13 percent of British teenage users and 6 percent of American teenage users</a> studied who had suicidal thoughts traced the desire to kill themselves to Instagram.</p>
<p>The company also didn’t share the research in response to two separate inquiries by Rep. Cathy McMorris Rodgers (R-MA), and Sen. Ed Markey (D-MA) when they asked for Facebook’s internal research on the matter after the March congressional hearing.</p>
<p>More of Facebook’s current and former employees — instead of being quieted by the company’s <a href="https://www.nytimes.com/2021/10/01/technology/facebook-instagram-teenagers.html">reported tightening of communication</a> among its staff — are starting to <a href="https://twitter.com/samidh/status/1444544156219502593">openly</a> <a href="https://twitter.com/sayhar/status/1443598020721926147">discuss the company’s</a> issues on Twitter, and within internal settings like company message boards, <a href="https://www.nytimes.com/2021/10/01/technology/facebook-instagram-teenagers.html">according to reporting from the New York Times</a>.</p>
<p>Some researchers working at the company feel “embarrassed” that Facebook dismissed the quality of its own staff’s work, <a href="https://www.nytimes.com/2021/10/01/technology/facebook-instagram-teenagers.html">according</a> to the Times. Facebook, like other major tech companies, prides itself on hiring world-class researchers and engineering talent. If it further taints Facebook’s image in the engineering and academic communities, that could limit the caliber of employees it’s able to recruit.</p>
<p>“I think Facebook is miscalculating what a watershed moment this is, not just because the public now has eyes on these documents, but because employees are starting to get angry,” Eisenstat told Recode.</p>
<p>In the coming days, the attention around the whistleblower will likely shift to include her personal story: her background, what she worked on at Facebook, whether she has any incentive to share this information other than the public good, and how she might face legal challenges or even retaliation for her actions (Facebook executives have testified under oath that they <a href="https://www.npr.org/2021/09/30/1042012393/facebook-whistleblower-retaliation">will not retaliate against her for addressing Congress</a>).</p>
<p>But the whistleblower coming forward is about much more than one individual. In revealing thousands of documents involving the work of many people at the company —which was subsequently largely ignored by top executives — this whistleblower has reignited longstanding debates both inside and outside the company about Facebook’s flaws.</p>
<p>“[The whistleblower] has provided an unvarnished and unprecedented look at the extent to which Facebook executives have knowingly disregarded the life-and-death consequences of their own products and decisions,” Jesse Lehrich, co-founder of the policy nonprofit Accountable Tech, told Recode. “And she’s paved the way for others to speak out.”</p>

Mail delays and price hikes are coming to USPS. Here’s why.

<p>The <a href="https://www.washingtonpost.com/business/2021/10/01/usps-slowdown-prices-faq/">United States Postal Service</a> started slowing its mail delivery on Friday, part of an effort by Postmaster General Louis DeJoy to cut costs over the next 10 years.</p>
<p>The most widespread and significant change will affect <a href="https://www.usps.com/ship/first-class-mail.htm">first-class mail</a> — things like letters, small packages, bills, and tax documents. Prior to the changes, customers throughout the US could expect first-class mail to reach its destination in one to three days; now, that timeframe will extend to between one and five days.</p>
<p>That “means mail delivery will be slower than in the 1970s,” for an estimated 40 percent of first-class mail, Paul Steidler, an expert on the postal service and supply chains at the <a href="https://www.lexingtoninstitute.org/paul-f-steidler-senior-fellow/">Lexington Institute</a>, <a href="https://www.cbsnews.com/news/mail-delivery-slower-usps-october-1/">told CBS</a>.</p>
<p>That’s because <a href="https://www.reuters.com/world/us/us-postal-service-finalizes-plan-slow-some-mail-deliveries-2021-08-06/">the USPS</a> is set to reduce its reliance on planes to transport mail as part of a broader cost-saving effort, instead shifting some deliveries within the continental US to ground transportation. <a href="https://www.washingtonpost.com/business/2021/10/01/usps-slowdown-prices-faq/">According to the Washington Post</a>, the Postal Service will reduce the amount of mail transported via plane from 20 percent to 12 percent.</p>
<p>According to an August notice from USPS in the <a href="https://www.federalregister.gov/documents/2021/08/11/2021-17127/revised-service-standards-for-market-dominant-mail-products">Federal Register</a>, using cargo planes and passenger aircraft to transport mail is more expensive and less reliable because of “weather delays, network congestion, and air traffic control ground stops.”</p>
<p>The USPS said <a href="https://www.federalregister.gov/documents/2021/08/11/2021-17127/revised-service-standards-for-market-dominant-mail-products">in its Federal Register notice</a> that approximately 61 percent of first-class mail would still be delivered at its current standard — meaning, theoretically, that many customers wouldn’t notice much of a change in the delivery schedule.</p>
<p>But in practice, according to Steidler, the new policy will be “disastrous,” especially for certain populations like the elderly, people with disabilities, and those in rural areas for whom mail delivery is critical to their health care, financial security, and connection to the broader world.</p>
<p>“It’s the least fortunate who will be hurt hardest by this,” <a href="https://www.cbsnews.com/news/mail-delivery-slower-usps-october-1/?ftag=CNM-00-10aab7e&linkId=134045304">Steidler told CBS</a>. “Everything in American society is getting faster, it seems, except for the mail delivery — which is now going to get slower.”</p>
<p>As Catherine Kim <a href="https://www.vox.com/identities/2020/4/16/21219067/us-postal-service-shutting-down-rural-america-native-communities">explained for Vox</a> last April, mail delivery is a crucial lifeline for millions of Americans in rural areas. Since the USPS is mandated to deliver to any postal address in the US, no matter what — something private companies like FedEx and UPS aren’t required to do — the Postal Service in particular plays a vital role in ensuring rural communities, including tribal areas, have dependable access to mail service.</p>
<p>“USPS isn’t just a public service,” Twyla Baker, a member of the Mandan-Hidatsa tribe in North Dakota, <a href="https://www.vox.com/identities/2020/4/16/21219067/us-postal-service-shutting-down-rural-america-native-communities">told Vox</a>. “It’s a lifeline.”</p>
<p>Another crucial aspect of USPS service is its affordability — which is currently being undercut by price hikes on <a href="https://faq.usps.com/s/article/2021-Postage-Price-Changes">many first-class mail products</a>. As <a href="https://faq.usps.com/s/article/2021-Postage-Price-Changes">the USPS points out</a>, their flat rate deliveries are still among the lowest in the industrialized world, and a three-cent increase in the price of a Forever stamp doesn’t seem like much.</p>
<p>But heftier — albeit temporary — price increases are set to take effect between October 3 and December 26, during USPS’s peak holiday delivery season, <a href="https://about.usps.com/newsroom/national-releases/2021/0810-usps-announces-proposed-temporary-rate-adjustments-for-2021-peak-holiday-season.htm?_gl=1*qvd7i*_ga*OTY1OTYwOTQzLjE2MzMyNjkzOTY.*_ga_3NXP3C8S9V*MTYzMzI3Nzg1NC4zLjAuMTYzMzI3Nzg1NS4w">with package prices increasing as much as $1</a>.</p>
<p>The Postal Service will also revise its rates more frequently going forward, <a href="https://www.washingtonpost.com/business/2021/10/01/usps-slowdown-prices-faq/">according to the Washington Post</a>: Prices could increase twice a year, in January and in July, as the agency looks to limit its budget shortfall.</p>
<p>DeJoy, a <a href="https://www.nytimes.com/2020/09/06/us/politics/dejoy-political-donations.html">major donor</a> to former President Donald Trump who started his tenure as postmaster general in <a href="https://about.usps.com/newsroom/national-releases/2020/0506-bog-announces-selection-of-louis-dejoy-to-serve-as-nations-75th-postmaster-general.htm">June 2020</a>, <a href="https://www.washingtonpost.com/context/usps-chief-dejoy-s-plan-cuts-post-office-hours-lengthens-delivery-times/73a353b2-30d7-4a93-bfb8-5908e3d432b4/?itid=lk_interstitial_manual_10">outlined his plans for the Postal Service</a> in March of this year, citing the need to make up for what he predicts will be a $160 billion shortfall over the next decade. DeJoy <a href="https://www.washingtonpost.com/business/2021/03/22/usps-dejoy-plan/">predicted in March</a> that postage rate hikes will make up for about $44 billion of the expected shortfall, and package rate hikes will make up about $24 billion.</p>
<p>But the plan — like DeJoy himself — has its share of critics, including <a href="https://www.washingtonpost.com/business/2021/03/22/usps-dejoy-plan/">Sen. Gary Peters</a> (D-MI), the chair of the Senate Committee on Homeland Security and Governmental Affairs, which oversees the Postal Service.</p>
<p>“While I understand Postal Service leadership’s desire to set long-term goals, I am concerned that several of the initiatives in this plan will harm service for folks across the country who rely on the Postal Service for prescription drugs, financial documents, running their small businesses, and more,” <a href="https://www.washingtonpost.com/business/2021/03/22/usps-dejoy-plan/">Peters said</a> when DeJoy introduced the plan in March.</p>
<p>Peters also expressed concern that the proposed cuts, specifically the delivery delays and decreased hours at retail locations, would have a particular negative impact in rural and otherwise under-resourced communities.</p>
<p>Rep. Gerry Connolly (D-VA) was <a href="https://www.washingtonpost.com/business/2021/03/22/usps-dejoy-plan/">even more forceful in his criticism</a>, saying that DeJoy’s plan “guarantees the death spiral of the United States Postal Service.”</p>
<p>The independent <a href="https://www.prc.gov/docs/119/119311/Docket%20No.%20N2021-1_Advisory%20Opinion.pdf">Postal Regulatory Commission</a>, or PRC, which serves as a regulatory body for the USPS, has also <a href="https://www.govexec.com/management/2021/07/usps-regulator-approves-price-spike-warns-mail-slowdowns-could-have-worse-expected-impact/183909/">signaled that USPS slowdowns might not have the intended effect</a>. The agency warned in July that while the price increases for first-class mail and packages made sense, the plan to slow delivery is based on “unproven assumptions,” and that the Postal Service would achieve only “paltry” savings from the plan.</p>
<p>As <a href="https://www.vox.com/recode/22243799/post-office-delays-postal-banking-usps-reform">Recode’s Adam Clark Estes explained in January</a>, USPS has been dealing with financial difficulties for years.</p>
<p>According to Clark Estes:</p>

<p>Many of these <a href="https://www.washingtonpost.com/business/2020/04/15/postal-service-bailout-congress/">can be traced back to 2006</a>, when a Republican-led Congress passed the Postal Accountability and Enhancement Act. This required USPS to prefund the health care benefits it promises future retirees in its workforce with annual payments of about $5.5 billion. This meant that even when the agency was operating at a profit, it looked like a financial disaster on paper. Then the Great Recession happened in 2008, causing first-class mail volume to plummet and slashing the Postal Service’s revenue.</p>
</blockquote>
<p>Although the House of Representatives moved to change the prefunding mandate in February of 2020, the Covid-19 pandemic took hold shortly thereafter, leaving the legislation to flounder in the Senate — and causing more delays at the Postal Service.</p>
<p>The <a href="https://about.usps.com/newsroom/national-releases/2020/0506-bog-announces-selection-of-louis-dejoy-to-serve-as-nations-75th-postmaster-general.htm">USPS Board of Governors</a> appointed DeJoy, a logistics CEO with no background at the Postal Service, as postmaster general that June. Under Trump, the Postal Service had already suffered; in trying to run the operation like a business, as opposed to a public service, Trump suggested <a href="https://www.politico.com/news/2020/04/24/trump-us-postal-service-coronavirus-bailout-206851">raising prices as much as fourfold</a>, and <a href="https://www.vox.com/2020/8/22/21396968/uses-postal-service-democrats-special-session-dejoy-trump-25-billion-election-voting">threatened to veto</a> a $25 billion package — which passed the House with bipartisan support — for the agency as it struggled with delays due to Covid-19 and operational changes in the lead-up to the 2020 election.</p>
<p>Congressional Democrats saw DeJoy’s appointment as another blow to USPS, and <a href="https://www.cnn.com/2020/08/16/politics/dejoy-post-office-hot-seat-election-2020/index.html">his policies</a> — like removing high-speed sorters from some postal facilities, decommissioning postal boxes, and cutting hours at retail locations — drew widespread criticism in the run-up to the 2020 election, which relied heavily on mail-in voting in the midst of the Covid-19 pandemic.</p>
<p>DeJoy <a href="https://www.vox.com/2020/8/18/21374014/post-office-usps-louis-dejoy-statement-trump-mail-in-voting">paused the implementation</a> of those changes ahead of the 2020 presidential election in response to public outcry, but he’s facing renewed pushback over this month’s changes to USPS services.</p>
<p>Opponents have <a href="https://www.washingtonpost.com/business/2021/10/01/usps-slowdown-prices-faq/">called for DeJoy’s ouster</a> practically since he took over the postmaster general position, citing <a href="https://www.washingtonpost.com/business/2021/08/13/dejoy-usps-bloom-bonds-brookfield/">conflicts of interest</a> and negative changes in USPS performance under his leadership. <p>Prime Minister Jacinda Ardern admitted Monday that New Zealand's widely praised "Covid zero" strategy had failed to halt a stubborn outbreak in Auckland and said a new approach was needed.</p>
<p>The hardline elimination policy had largely protected the country from the pandemic, with residents enjoying a near-normal domestic life alongside tight restrictions on international borders.</p>
<p>But an August outbreak prompted a seven-week lockdown in its main population centre that has failed to curb infection rates.</p>
<p>Ardern said the highly transmissible Delta variant had proved a "game-changer" that could not be eliminated.</p>
<p>"Even with the long-term restrictions we've had, we patently haven't reached zero," she added.</p>
<p>Ardern said she would not immediately dump the elimination strategy but lockdown restrictions in Auckland would be eased slightly, even though new case numbers have not fallen.</p>
<p>She added that the change -- a major shift to her previous goal of completely stamping out the virus -- was possible because vaccination rates had increased dramatically.</p>
<p>"Elimination was important because we didn't have vaccines, now we do, so we can begin to change the way we do things," she told reporters.</p>
<p>Auckland will remain in lockdown for now but the government will conduct weekly reviews to time the reintroduction of freedoms.</p>
<p>City residents can meet outdoors in groups of up to 10 from Wednesday and steps such as reopening shops and schools will be considered in the coming weeks.</p>
<p>The rest of the country was allowed out of lockdown in early September.</p>
<p>Before the Auckland outbreak, New Zealand's elimination strategy was widely lauded by bodies such at the World Health Organization, with just 27 deaths in a population of five million.</p>
<p>Opposition leader Judith Collins said Ardern had offered only a "vague wishlist" that failed to outline a coherent plan to replace the "Covid zero" approach.</p>
