Moscow:
Russian President Vladimir Putin said Wednesday that the United States' 20-year campaign in Afghanistan ended in "only tragedies, only losses."
The Russian leader has a track record of criticising Western countries for trying to impose their values on non-Western nations.
Moscow has regularly slammed the US policy in Afghanistan, which is now controlled by the Taliban after their takeover this month ahead of the American pullout on August 31.
Putin said Wednesday that the US army tried to "engrain their norms" in war-ravaged Afghanistan for two decades, which he characterised as a futile exercise.
"The result is only tragedies, only losses for those that did it -- for the US -- and even more so for the people who live on Afghan territory," he said.
It is "impossible to impose anything from outside", he said.
He was speaking at a meeting with teenagers in the Russian far eastern city of Vladivostok to mark the start of the school year.
Last week, Putin said Russia would not interfere in Afghanistan and that Moscow had learned from the Soviet occupation of the country.
He has also complained about Western countries trying to place Afghan refugees in Moscow-allied Central Asian states.
Moscow has been cautiously optimistic about the new leadership in Kabul, saying it would not meddle in domestic affairs.

Washington:
In the last call between U.S. President Joe Biden and his Afghanistan counterpart before the Taliban seized control of the country, the leaders discussed military aid, political strategy and messaging tactics, but neither Biden nor Ashraf Ghani appeared aware of or prepared for the immediate danger of the entire country falling to the Taliban, a transcript reviewed by Reuters shows.
The men spoke for roughly 14 minutes on July 23. On August 15, Ghani fled the presidential palace, and the Taliban entered Kabul. Since then, tens of thousands of desperate Afghans have fled and 13 U.S. troops and scores of Afghan civilians were killed in a suicide bombing at the Kabul airport during the frenetic U.S. military evacuation.
Reuters reviewed a transcript of the presidential phone call and has listened to the audio to authenticate the conversation. The materials were provided on condition of anonymity by a source who was not authorized to distribute it.
In the call, Biden offered aid if Ghani could publicly project he had a plan to control the spiraling situation in Afghanistan. "We will continue to provide close air support, if we know what the plan is," Biden said. Days before the call, the U.S. carried out air strikes to support Afghan security forces, a move the Taliban said was in violation of the Doha peace agreement.
The U.S. president also advised Ghani to get buy-in from powerful Afghans for a military strategy going forward, and then to put a "warrior" in charge of the effort, a reference to Defense Minister General Bismillah Khan Mohammadi.
Biden lauded the Afghan armed forces, which were trained and funded by the U.S. government. "You clearly have the best military," he told Ghani. "You have 300,000 well-armed forces versus 70-80,000 and they're clearly capable of fighting well." Days later, the Afghan military started folding across provincial capitals in the country with little fight against the Taliban.
In much of the call, Biden focused on what he called the Afghan government's "perception" problem. "I need not tell you the perception around the world and in parts of Afghanistan, I believe, is that things are not going well in terms of the fight against the Taliban," Biden said. "And there is a need, whether it is true or not, there is a need to project a different picture."
Biden told Ghani that if Afghanistan's prominent political figures were to give a press conference together, backing a new military strategy, "that will change perception, and that will change an awful lot I think."
The American leader's words indicated he didn't anticipate the massive insurrection and collapse to come 23 days later. "We are going to continue to fight hard, diplomatically, politically, economically, to make sure your government not only survives, but is sustained and grows," said Biden.
The White House Tuesday declined to comment on the call.
After the call, the White House released a statement that focused on Biden's commitment to supporting Afghan security forces and the administration seeking funds for Afghanistan from Congress.
Ghani told Biden he believed there could be peace if he could "rebalance the military solution." But he added, "We need to move with speed."
"We are facing a full-scale invasion, composed of Taliban, full Pakistani planning and logistical support, and at least 10-15,000 international terrorists, predominantly Pakistanis thrown into this," Ghani said. Afghan government officials, and U.S. experts, have consistently pointed to Pakistani support for the Taliban as key to the group's resurgence.
The Pakistani Embassy in Washington denies those allegations. "Clearly the myth of Taliban fighters crossing from Pakistan is unfortunately an excuse and an afterthought peddled by Mr. Ashraf Ghani to justify his failure to lead and govern," an embassy spokesman told Reuters.
Reuters tried to reach Ghani's staff for this story, in calls and texts, with no success. The last public statement from Ghani, who is believed to be in the United Arab Emirates, came on August 18. He said he fled Afghanistan to prevent bloodshed.
By the time of the call, the United States was well into its planned withdrawal from Afghanistan, which Biden had postponed from the May date set by his predecessor, Donald Trump. The U.S. military had closed its main Afghanistan air base, at Bagram, in early July.
As the two presidents spoke, the Taliban controlled about half of Afghanistan's district centers, indicating a rapidly deteriorating security situation.
Afghanistan was promising a shift in its military strategy, to start focusing on protecting "population centers" - major cities - rather than fighting to protect rural territories. Biden referred approvingly of that strategy. He said that doing so would help not just on the ground but in the "perception" internationally that was required to shore up world support for the Afghan government.
"I'm not a military guy, so I'm not telling you what a plan should precisely look like, you're going to get not only more help, but you're going to get a perception that is going to change ...," Biden said.
Ghani, for his part, assured Biden that "your assurance of support goes a very long way to enable us, to really mobilize us in earnest."
In a little over two weeks after Biden's call with Ghani, the Taliban captured several provincial Afghan capitals and the United States said it was up to the Afghan security forces to defend the country. "These are their military forces, these are their provincial capitals, their people to defend," Pentagon spokesman John Kirby said on August 9.
On August 11, U.S. intelligence reports indicated Taliban fighters could isolate Afghanistan's capital in 30 days and possibly take it over within 90. Instead, the fall happened in less than a week.
The Biden-Ghani call also underscored persistent political infighting that plagued the Afghan government.
When Biden asked him to include former Afghan President Hamid Karzai in a press conference, Ghani pushed back. "Karzai would not be helpful," he said. "He is contrary, and time is of the essence, we cannot bring every single individual ... We have tried for months with President Karzai. Last time we met for 110 minutes; he was cursing me and he was accusing me of being a U.S. lackey."
Biden paused before responding: "I'm going to reserve judgment on that."
Karzai could not be reached for comment, despite calls and texts to one of his aides.
Second Call With Top Staff
In a follow-up call later that day that did not include the U.S. president, Biden's National Security Advisor Jake Sullivan, General Mark Milley and U.S. Central Command commander General Frank McKenzie spoke to Ghani. Reuters also obtained a transcript of that call.
In this call, too, an area of focus was the global perception of events on the ground in Afghanistan. Milley, chairman of the Joint Chiefs of Staff, told Ghani "the perception in the United States, in Europe and the media sort of thing is a narrative of Taliban momentum, and a narrative of Taliban victory. And we need to collectively demonstrate and try to turn that perception, that narrative around."
"I do not believe time is our friend here. We need to move quickly," McKenzie added.
A spokesperson for McKenzie declined to comment. A spokesman for Milley did not respond by publication time.

Crowds seeking to flee Afghanistan gathered on its borders while long queues formed at banks on Wednesday, as an administrative vacuum after the Taliban's takeover left foreign donors unsure how to respond to a looming humanitarian crisis.
The Islamist militia focused on keeping banks, hospitals and government machinery running after the final withdrawal of US forces on Monday put an end to a massive airlift of Afghans who had helped Western nations during the 20-year war.
With Kabul's airport inoperable, private efforts to help Afghans fearful of Taliban reprisals focus on arranging safe passage across the land-locked nation's borders with Iran, Pakistan and central Asian states.
At Torkham, a major border crossing with Pakistan just to the east of the Khyber Pass, a Pakistani official said: "A large number of people are waiting on the Afghanistan side for the opening of the gate."
Thousands of people also flocked to the Islam Qala border post between Afghanistan and Iran, witnesses said.
"I felt that being among Iranian security forces brought some kind of relaxation for Afghans as they entered Iran, compared with the past," said one Afghan who was among a group of eight that crossed into Iran.
More than 123,000 people were evacuated from Kabul in the US-led airlift after the Taliban seized the city in mid-August, but tens of thousands of Afghans at risk remained behind.
Germany alone estimates that between 10,000 and 40,000 Afghan staff still working for development organisations in Afghanistan have a right to be evacuated to Germany if they feel endangered.
In a resolution on Monday, the UN Security Council urged the Taliban to permit safe passage for those seeking to leave Afghanistan, but it did not mention the creation of a safe zone, a step backed by France and others.
French Foreign Minister Jean-Yves Le Drian said the Taliban were in talks with Qatar and Turkey about the management of the airport in the capital.
The Taliban have declared an amnesty for all Afghans who worked with foreign forces during the war that ousted it from power in 2001 for refusing to hand over al Qaeda leader Osama bin Laden following the September 11 attacks on the United States.
Taliban leaders have also called on Afghans to return home and help rebuild, while promising to protect human rights, in an apparent bid to present a more moderate face than their first regime, known for its brutal enforcement of radical Islamic law.
The militia made similar promises when it seized power in 1996, only to publicly hang a former president, ban women from education and employment, enforce strict dress codes and adopt a punitive approach to the people of Kabul.
One woman said she saw Taliban fighters beating women with sticks outside a bank in the Afghan capital on Tuesday.
"It's the first time I've seen something like that and it really frightened me," the 22-year-old said, on condition of anonymity, because she feared for her safety.
No New Government Yet
The Taliban have yet to name a new government or reveal how they intend to govern, unlike in 1996, when the insurgents formed a leadership council within hours of taking the capital.
The foreign minister of neighbouring Pakistan, which has close ties to the Taliban, said on Tuesday he expected Afghanistan to have a new "consensus government" within days.
In the absence of a government in Kabul, Britain and India held separate talks with Taliban representatives in Doha amid fears that up to half a million Afghans could flee their homeland by year-end.
Washington said it would use its enormous leverage, including access to the global marketplace, over the Taliban as it seeks to get the remaining Americans and allies out of Afghanistan after the US military withdrew.
Last week, the United States issued a licence authorising it and its partners to continue to facilitate humanitarian aid in Afghanistan even though the Taliban is blacklisted by Washington, a Treasury Department official told Reuters.
Pentagon spokesman John Kirby also said the United States was mindful of the threat posed by ISIS-K, the Afghanistan-based Islamic State affiliate that claimed responsibility for last week's suicide bombing outside Kabul airport that killed 13 US service members and scores of Afghan civilians.
ISIS-K is an enemy of the West and the Taliban, who also face armed resistance from opposition groups, including remnants of the Afghan army. At least seven Taliban fighters were killed in clashes with anti-Taliban rebels in the Panjshir valley north of the capital on Monday night, two rebels said.
The United States has not ruled out military strikes against ISIS in Afghanistan, but President Joe Biden said on Tuesday the days of nation-building through military force were over.
Biden portrayed the chaotic exit as a logistical success that would have been just as messy even if launched weeks prior, while staying on would have required more American troops.
"This decision about Afghanistan is not just about Afghanistan," he said. "It's about ending an era of major military operations to remake other countries."

Facing sharp criticism over the tumultuous US withdrawal from Afghanistan, President Joe Biden said on Tuesday it was the best available option to end both the United States' longest war and decades of fruitless efforts to remake other countries through military force.
Biden portrayed the chaotic exit as a logistical success that would have been just as messy even if it had been launched weeks earlier, while staying in the country would have required committing more American troops.
"I was not going to extend this forever war," he said in a speech from the White House.
Earlier in the day, the Taliban, which seized control of Afghanistan in a lightning advance this month, fired guns into the air and paraded coffins draped in US and NATO flags as they celebrated their victory.
In his first remarks since the final pullout of US forces on Monday, Biden said 5,500 Americans had been evacuated and that the United States had leverage over the Islamist terrorist group to ensure 100 to 200 others could also depart if they wanted to.
He said Washington would continue to target terrorists who posed a threat to the United States, but would no longer use its military to try to build democratic societies in places that had never had them.
"This decision about Afghanistan is not just about Afghanistan. It's about ending an era of major military operations to remake other countries," he said.
The Taliban now control more territory than when they last ruled before being ousted in 2001 at the start of America's longest war, which took the lives of nearly 2,500 US troops and an estimated 240,000 Afghans, and cost some $2 trillion.
More than 123,000 people were evacuated from Kabul in a massive but chaotic airlift by the United States and its allies over the past two weeks, but many of those who helped Western nations during the war were left behind.
Biden said the only other option would have been to step up the fight and continue a war that "should have ended long ago." Starting the withdrawal in June or July, as some have suggested, would only have hastened the Taliban's victory, he said.
But Biden's decision was far from popular and he has faced criticism from Republicans and fellow Democrats, as well as from foreign allies.
US Senate Republican leader Mitch McConnell said the departure had abandoned Americans behind enemy lines.
"We are less safe as a result of this self-inflicted wound," he said in his home state of Kentucky.
Elation And Fear
The US invasion in 2001, which followed the September 11 attacks on New York and Washington, stopped Afghanistan from being used by al Qaeda as a base to attack the United States and ended a period of Taliban rule from 1996 in which women were oppressed and opponents crushed.
There was a mixture of triumph, elation and fear on the streets of Afghanistan as the Taliban celebrated their victory.
"We are proud of these moments, that we liberated our country from a great power," Taliban spokesman Zabihullah Mujahid said.
While crowds lined the streets of the eastern city of Khost for a mock funeral with coffins draped with Western flags, long lines formed in Kabul outside banks closed since the fall of the capital.
"I had to go to the bank with my mother but when I went, the Taliban (were) beating women with sticks,” said a 22-year-old woman who spoke on condition of anonymity because she feared for her safety.
"It's the first time I've seen something like that and it really frightened me."
The Taliban's previous government brutally enforced a radical interpretation of Islamic law but Biden has said the world would hold them to their recent commitments to uphold human rights and allow safe passage for those wanting to leave Afghanistan.
Western donors have said future aid to the war and drought-ravaged country will be contingent on those promises being met.
European Union countries proposed to step up assistance to Afghanistan and its neighbours, amid fears that up to half a million Afghans could flee their homeland by the end of the year.
The United States last week issued a license authorizing it and its partners to continue to facilitate humanitarian aid in Afghanistan even though the Taliban is blacklisted by Washington, a Treasury Department official told Reuters.
The license authorizes the US government and its contractors to support humanitarian assistance to people in Afghanistan, including the delivery of food and medicine, despite US sanctions on the Taliban.
Pentagon spokesman John Kirby said the United States was concerned about the potential for Taliban retribution and mindful of the threat posed by ISIS-K, the Islamic State affiliate that claimed responsibility for a suicide bombing outside Kabul airport on Thursday that killed 13 US service members and scores of Afghan civilians.
At least seven Taliban fighters were killed in clashes with anti-Taliban rebels in the Panjshir valley north of the capital on Monday night, two members of the opposition group said.

Taipei:
China's armed forces can "paralyse" Taiwan's defences and are able to fully monitor its deployments, the island's defence ministry said, offering a stark assessment of the rising threat posed by its giant neighbour.
Beijing is stepping up military activities around the island, which it views as Chinese territory. It has never renounced the use of force to bring democratic Taiwan under its control.
In its annual report to parliament on China's military, a copy of which was reviewed by Reuters, Taiwan's Defence Ministry presented a far graver view than it did last year, when the report said China still lacked the capability to launch a full assault on Taiwan.
This year's report said that China can launch what it termed "soft and hard electronic attacks", including blocking communications across the western part of the first island chain, the string of islands that run from the Japanese archipelago, through Taiwan and down to the Philippines.
China "can combine with its internet army to launch wired and wireless attacks against the global internet, which would initially paralyse our air defences, command of the sea and counter-attack system abilities, presenting a huge threat to us".
China has also improved its reconnaissance abilities using Beidou, China's answer to the US-owned GPS navigation system, the ministry added.
This means Beijing can monitor movements around Taiwan, helped by China's regular use of its own spy planes, drones and intelligence gathering ships, it said.
China's Defence Ministry did not respond to a request for comment.
Although Taiwan's report noted, like last year, that China still lacked transport abilities and logistical support for a large-scale invasion, the Chinese military is working to boost those abilities.
With precision missile attacks that can hit anywhere on the island, China is also capable of "paralysing" Taiwan military command centres and combat capacity of its naval and air forces, it said.
Chinese spies in Taiwan could launch a "decapitation strike" to destroy political and economic infrastructure, it added.
With the deployment of mid- and long-range missiles and more exercises involving its aircraft carriers, China is trying to position itself to delay "foreign military intervention" in an attack on Taiwan, the ministry said.
President Tsai Ing-wen has made bolstering Taiwan's own defences a priority, building up its domestic defence industry and buying more equipment from the United States, the island's most important arms supplier and international backer.

Soros Donates $500,000 To Stop California’s Recall of Gov. Gavin Newsom

Billionaire globalist George Soros has contributed half a million dollars to a group dedicated to preventing the recall of embattled California Governor Gavin Newsom (D).
According to an electronic disclosure report dated Aug. 31, 2021, Soros donated $500,000 to a leftist group called <a rel="noreferrer noopener" href="https://stoptherepublicanrecall.com/" target="_blank">Stop The Republican Recall</a>, who claim Newsom’s recall election was organized by “national Republicans, anti-vaxxers, Q-Anon conspiracy theorists and anti-immigrant Trump supporters.”
“A grassroots movement of Californians stands with Gavin Newsom and is opposed to the Republican recall,” the group’s website states.
