Paralysis, Cardiac Arrest, Death – All of these are adverse reactions to the Covid-19 vaccines suffered by infants as young as two-months-old

<p><strong>They’re coming for the children. The Joint Committee on Vaccination and Immunisation (JCVI) has issued advice to Sajid Javid’s Department of Health and Social Care, stating that children with disabilities should be offered a Covid-19 vaccine, despite the fact real world data shows that children as young as two-months-old in the USA have suffered paralysis, cardiac arrest and death after being given one of the experimental jabs.</strong></p>
<p>The JCVI said in a statement issued on the 19th July 2021 that “children aged 12 to 15 with severe neuro-disabilities, Down’s syndrome, immunosuppression and multiple or severe learning disabilities, should be offered the Pfizer / BioNTech mRNA Covid vaccine.</p>
<p>They have also recommended that “children and young people aged 12 to 17 who live with an immunosuppressed person should be offered the vaccine”. The reason the JCVI give for this is that “immunosuppressed household contacts, who are at higher risk of serious disease from COVID-19 may not generate a full immune response to vaccination.” therefore in their opinion this will indirectly protect them.</p>
<p>Perhaps the JCVI aren’t aware that the Covid-19 vaccines have not been proven to prevent infection or transmission?</p>
<p>But they are aware that real-world data on the safety of COVID-19 vaccines in children is limited, and they are also aware that the Pfizer vaccine and Moderna vaccine are causing myocarditis (inflammation of the heart muscle) and pericarditis (inflammation of the membrane around the heart) in younger adults; they say as such in <a href="https://www.gov.uk/government/news/jcvi-issues-advice-on-covid-19-vaccination-of-children-and-young-people" rel="noreferrer noopener" target="_blank"><span>their statement</span></a>.</p>
<p>They’re also aware that all children and young people are at very low risk from Covid-19. Symptoms, and they know that fewer than 30 children have died because of Covid-19 in the UK since March 2020, all of them having severe underlying conditions which were the probably cause of death rather than the alleged Covid-19.</p>
<p>So why are the JCVI recommending the Pfizer Covid-19 jab is given to children with disabilities and learning difficulties when they are fully aware of the above? These vulnerable children will be used as part of a real-world experiment to determine whether the Covid-19 vaccine should be offered to all children, they are being treated in essence as sacrificial lambs. That is evident from the fact that the JCVI recommend children with learning difficulties should be offered the jab.</p>
<p>Office for National Statistics <a href="https://dailyexpose.co.uk/2021/04/01/do-not-resuscitate-scandal-led-to-disabled-people-accounting-for-3-in-5-covid-deaths-according-to-ons-figures/" rel="noreferrer noopener" target="_blank"><span>data shows that people with learning difficulties were allegedly disproportionally affected by Covid-19 in 2020</span></a>. The ONS concluded that the risk of death involving Covid-19 was 3.7 times greater for both men and women with learning disabilities compared with men and women who did not have a learning disability.</p>

<p>The question is why? Are we really to believe that because someone has a learning disability, they are more susceptible to suffering serious disease if they catch a virus? Does a learning disability mean that their immune systems do not work? This statistic alone should be enough to ring alarm bells in any person’s head.</p>
<p>The ONS stated in their summary of the data that <em>‘no single factor explains the considerably raised risk of death involving COVID-19 among disabled people</em>‘.</p>
<p>But in relation to deaths of people with learning difficulties the ONS said –<em> ‘the largest effect was associated with <strong>living in a care home</strong> or other communal establishment.</em>‘</p>
<p>That’s the real reason people with learning disabilities had a 3.7 times greater risk of death involving Covid-19. Except it wasn’t Covid-19 that killed them, it was the DNR order placed on them in care homes at the first sign of illness, the refusal of medical treatment, the withdrawal of existing medication, the overdosing of midazolam and morphine, and the lack of food and water leading to starvation and dehydration. <a href="https://dailyexpose.co.uk/2021/06/13/stay-at-home-protect-the-nhs-give-midazolam-to-the-elderly-and-tell-you-they-are-covid-deaths/" rel="noreferrer noopener" target="_blank"><span>That’s what really killed them</span></a>.</p>
<p>Now the JCVI has recommended they are thrown to the wolves again; that is evident from the adverse reactions being reported to the Covid-19 vaccines in the USA. adverse reactions that are being suffered by children as young as two-months old.</p>
<p>The Vaccine Adverse Event Reporting System, the US version of the UK’s Yellow Card scheme has received hundreds of thousands of reports of adverse reactions to the Covid-19 vaccines. One of which was suffered by a one-year-old female after she had been given the Pfizer mRNA vaccine.</p>
<p>The one-year old toddler was given a single dose of the Pfizer jab on the 19th January 2021, despite the fact it has not been authorised for use in children of this age.</p>
<p>The report, which was made by a doctor, and can be found under <a href="https://www.openvaers.com/openvaers/1012508" rel="noreferrer noopener" target="_blank"><span>VAERS ID 1012508</span>,</a> states that the one-year-old was fit and well prior to having the vaccine and had no previous concerns. However, a day later the toddler developed postauricular pain which then progressed to full left sided Bell’s palsy – a condition for which there is no known cure, and which causes weakness and paralysis of the facial muscles on one side of the face.  </p>
<p>At the time the report was made, on the 7<sup>th</sup> February 2021, the doctor stated that the toddler had not recovered.</p>

<p>Another adverse reaction reported to VAERS was suffered by a two-month-old male, and was again due to the Pfizer vaccine.</p>
<p>The report, found under <a href="https://www.openvaers.com/openvaers/1015467" rel="noreferrer noopener" target="_blank"><span>VAERS ID 1015467</span></a>, was made by a doctor and states that the baby was given a dose of the Pfizer jab on the 2<sup>nd</sup> February 2021. The doctor states that it is “unknown whether they were enrolled in the clinical trial”.</p>
<p>Just over an hour after being given the jab the two-month-old returned to the clinic and was clammy, had cold skin, and was suffering chest pain. Unfortunately, the baby then suffered cardiac arrest.</p>
<p>The doctor making the report states the baby was stabilised and transferred for further medical treatment, but that they did not know the outcome of the event and no follow-up attempts were possible.</p>

<p>Another adverse reaction reported to VAERS was suffered by a one-year-old male, this time due to the Moderna mRNA vaccine.</p>
<p>The infant was given the Moderna jab on the 8th April 2021 according to the report found under <span><a href="https://www.openvaers.com/openvaers/1261766" rel="noreferrer noopener" target="_blank">VAERS ID 1261766</a>.</span></p>
<p>Two days later, on the 10th April the infant’s body temperature increased and they suffered a seizure.</p>
<p>The one-year-old infant sadly died.</p>

Natural Immunity is superior to Vaccination-induced immunity; the vaccinated are going to become Covid-19 variant factories

<p><strong>Several media outlets in the UK have simultaneously released a story alleging that unvaccinated people are risking their own health and will become potential factories of  coronavirus variants.<sup>1,2</sup></strong></p>
<p>Dr Schaffner said if infections continue to spread among the unvaccinated, it can hamper the<a href="https://www.independent.co.uk/topic/pandemic"> pandemic</a> response. “<em>When it does, it mutates and it could throw off a variant mutation that is even more serious down the road</em>,” said Dr Schaffner according to CNN.<sup>3</sup></p>
<p>Similarly the <a href="https://www.independent.co.uk/topic/world-health-organisation">World Health Organisation</a> (WHO) recently stated that “The more we allow the virus to spread, the more opportunity the virus has to change.”<sup>4</sup></p>

<p>Given the lack of proper follow-up data of vaccinated individuals, the real life picture of the epidemiology of vaccinated versus unvaccinated is incredibly muddy. This in and of itself is something of a scandal given that the vaccines use an entirely novel technology, the efficacy of which has yet to be determined. Indeed in one study in Israel, it is noted that ‘<em>clinicians should have a high level of suspicion of reported symptoms and avoid dismissing complaints as vaccine-related until true infection is ruled out and vaccinees are tested</em>.’<sup>5</sup> </p>
<p><strong>Are the unvaccinated fully exposed to the risk of virus infection?</strong></p>
<p>There is an assumption in many of these articles that the immunity of populations and individuals are the same. However, most people by now will be aware that the risk of serious illness with the SARS-CoV-2 virus is more likely in the elderly, those with weak immune responses and those in certain at-risk categories such as those receiving cancer therapy or cardiac patients.</p>
<p>The vast majority of the vulnerable population have now been immunised. The proportionate risk to the rest of the UK population has always been significantly lower; in some instances as much as 1000-fold.</p>
<p>There is also an underlying assumption in these articles that there is no immunity without vaccines. This is simply not the case. In September 2020, it was shown that up to 50% of the UK population displayed various forms of T-cell immunity to the new virus from exposure to previous endemic viruses.<sup>6</sup> More recently it was suggested that this could be as high as 81%.<sup>7</sup> In addition, a recent study found that rapid and efficient memory-type immune responses occur reliably in virtually all unvaccinated individuals who are exposed to SARS-CoV-2, whether they were symptomatic or not.<sup>8</sup> So the number of naturally immune individuals will have risen through exposure to the virus over time, even in the absence of symptomatic disease. </p>
<p><strong>Which gives the better protection, natural immunity or vaccination?</strong></p>
<p>This topic has been explored in depth in an <a href="https://www.hartgroup.org/natural-vs-vaccine-immunity/">earlier briefing paper</a> and the simple answer is that natural immunity is superior to the highly specific antibody immunity acquired from vaccination. We must also factor in the additional risks (e.g. adverse events such as myocarditis, clotting etc.) that occur from vaccination itself when asking the question of which is ‘better’. This risk-benefit analysis will be vastly different between age cohorts due to the different profile of the disease in the young and old. </p>
<p>Once a person has recovered from SARS-CoV-2 they will have developed natural immunity. This immunity covers a wide spectrum of defensive mechanisms. Most people are aware of antibodies and their important role in the neutralization of viruses. In the case of natural immunity, these antibodies are generated to all parts of the virus and not just the spike protein. This gives people the ability to fend off many variations of SARS-CoV-2. This, along with the additional tools (e.g.innate, T-cell and mucosal immunity) provides a comprehensive arsenal of future protection from SARS-CoV-2 infection and structurally related viruses. </p>
<p>A recent study of people who developed natural immunity during the first wave of SARS-CoV-2 showed that their plasma contains four antibodies that are extremely potent against 23 variants of SARS including variants of concern.<sup>9</sup> To add to this protection, it is even thought that the innate immune system which is the first line of defence against disease can be trained to have a decreased activation threshold to new pathogens that are structurally similar to those that have been encountered previously.<sup>10</sup> </p>
<p>Unfortunately many of the novel COVID vaccines are designed to evade most of the innate immune system so they will not prime this process. The importance of the innate immune system can be seen in people who have deficiencies in the production of interferon, an important signalling compound in the innate immune system. People with this deficiency have higher rates of severe illness and death.<sup>11</sup> </p>
<p>Natural immunity is superior to vaccination-induced immunity because it includes the innate immune defences as well as specific immunity which is directed at multiple parts of the virus and not just the spike protein targeted by vaccine-induced immunity.</p>
<p><strong>Do virus mutations specifically occur in the unvaccinated?</strong></p>
<p>Mutations occur quite frequently in RNA viruses. These typically arise when the virus is under selective pressure, for example by antibodies that limit but do not eliminate viral replication. The positive news is that the older strains of cold virus which are now relatively harmless were once thought to be a lot more dangerous, but have now mutated through a series of variants into something less harmful.<sup>12</sup> </p>
<p>In early April 2021, there was a great worry among some scientists that sub-optimal vaccination strategies would create a selection pressure on the virus facilitating the emergence of variants.<sup>13</sup> </p>
<p>However we can now see that the case fatality rate of the latest Delta variant has dropped to 0.1%. Previously it had been calculated to be 1.9 % for the Alpha (Kent) variant. The infection fatality rate will be lower still as not all cases are diagnosed.<sup>14</sup></p>
<p>The question as to whether variants emerge more in the vaccinated or unvaccinated have been the subject of many research studies, most connected to the efficiency of the vaccination strategy. In one study in Israel, in April 2021, the Beta (SA) variant was found in eight times as many of the vaccinated as the unvaccinated.<sup>15</sup> However, in a more recent study from Greece, researchers found that there was no significant difference in the number of infections of the Beta (SA) variant between vaccinated and unvaccinated in health care workers.<sup>16</sup> </p>
<p>New variants would still have emerged without the introduction of vaccinations as they did prior to the vaccine rollout. The virus mutation rate is constant and vaccination has not altered this rate. What is less clear is whether vaccination has increased the rate at which certain variants come to predominate. Because vaccination targets a specific immune response to the spike protein, it is theoretically possible that variants that can evade this particular immune response will be selected for in the vaccinated population. The unvaccinated have a very broad immune response to all parts of the virus through different parts of the immune system which might not create the same selection pressure. This hypothesis rather suggests the opposite of what is being propagated in the media. It is a topic that needs careful scientific enquiry instead of the headline grabbing ‘othering’ of those who do not wish to be vaccinated at this time. </p>
<p><strong>Coincidences between mass vaccination rollout and new variants emerging</strong></p>
<p>The first three significant new variants emerged from Brazil, South Africa and the UK which were all sites of vaccine trials. There have since been further variants which have appeared after vaccination roll out in several other countries. Some experts have speculated on the coincidence of such events and this phenomenon is currently being studied. In one study recently posted as a preprint and not yet formally reviewed, Theodora Hatziioannou, a virologist at Rockefeller University in New York, and her colleagues created a ‘pseudo-coronavirus’ carrying a non-variant version of the spike protein. This was grown in the presence of individual antibodies extracted from the blood of people who had received one of the two FDA-authorized COVID-19 vaccines, one from Pfizer/BioNTech and one from Moderna. Some antibodies spurred the pseudo-SARS-CoV-2 to acquire various mutations. </p>
<p>They tried the experiment again with no antibodies present and none of the three mutations — the ones in the triple-variant threat — evolved the same evasive manoeuvres. </p>
<p>“<em>This data shows that these mutations accumulating in the spike protein are antibody escape mutations</em>,” says Hatziioannou. “<em>As soon as you add a specific antibody, you see specific mutations.</em>” </p>
<p>Hatziioannou and others think there are also clues to be found in the genomes of viruses that took up long-term residence in the bodies of immunocompromised COVID-19 patients. The prevailing theory was that escape mutations could have emerged in people with chronic infections, who might be receiving monoclonal antibody treatments or convalescent plasma, and therefore supercharging the selective pressures the virus has to contend with.<sup>17</sup></p>
<p><strong>Conclusion</strong></p>
<p>All viruses mutate and trying to blame humans for this phenomenon is as stupid as it is divisive.</p>
<p>The current hospitalisation rate and mortality rate from the Delta variants is considerably lower than for previous variants and therefore the scare stories around it have been utterly misplaced.</p>
<p>Whether mass vaccination leads to selection pressure that results in variants that can evade vaccine induced immunity will become evident over time as we examine the international data and timings of vaccine roll-outs. It is certainly a topic that needs careful scrutiny as there is the as yet unproven (but not discounted) theoretical possibility that vaccination may be making the situation of ‘mutant variants’ worse. </p>

This outed priest’s story is a warning for everyone about the need for data privacy laws

<p>One of the worst-case scenarios for the barely regulated and secretive location data industry has become reality: Supposedly anonymous gay dating app data was apparently sold off and linked to a Catholic priest, who then resigned from his job.</p>
<p>It shows how, despite app developers’ and data brokers’ frequent assurances that the data they collect is “anonymized” to protect people’s privacy, this data can and does fall into the wrong hands. It can then have dire consequences for users who may have had no idea their data was being collected and sold in the first place. It also shows the need for real regulations on the data broker industry that knows so much about so many but is beholden to so few laws.</p>
<p>Here’s what happened: A Catholic news outlet called the Pillar somehow obtained “app data signals from the location-based hookup app Grindr.” It used this to track a phone belonging to or used by Monsignor Jeffrey Burrill, who was an executive officer of the United States Conference of Catholic Bishops. Burrill resigned his position shortly before the Pillar published <a href="https://www.pillarcatholic.com/p/pillar-investigates-usccb-gen-sec">its investigation</a>.</p>
<p>There’s still a lot we don’t know here, including the source of the Pillar’s data. The report, which presents Burrill’s apparent use of a gay dating app as “serial sexual misconduct” and inaccurately conflates homosexuality and dating app usage with pedophilia, simply says it was “commercially available app signal data” obtained from “data vendors.” We don’t know who those vendors are, nor the circumstances around that data’s purchase. Regardless, it was damning enough that Burrill left his position over it, and the Pillar says it’s possible that Burrill will face “canonical discipline” as well.</p>
<p>What we do know is this: Dating apps are a <a href="https://www.vox.com/recode/2020/2/14/21137096/how-tinder-matches-work-algorithm-grindr-bumble-hinge-algorithms">rich source of personal and sensitive info</a> about their users, and those users rarely know how that data is used, who can access it, and how those third parties use that data or who else they sell it to or share it with. That data is usually supposed to be “anonymized” or “de-identified” — this is how apps and data brokers claim to respect privacy — but it can be <a href="https://www.vice.com/en/article/epnmvz/industry-unmasks-at-scale-maid-to-pii">pretty easy</a> to re-identify that data, as <a href="https://www.nytimes.com/interactive/2018/12/10/business/location-data-privacy-apps.html">multiple</a> <a href="https://www.nytimes.com/2021/02/05/opinion/capitol-attack-cellphone-data.html">investigations</a> <a href="https://www.nytimes.com/interactive/2019/12/19/opinion/location-tracking-cell-phone.html">have shown</a>, and as privacy experts and advocates have warned about for years. Considering that data can be used to ruin or even end your life — being gay is <a href="https://www.bbc.com/news/world-43822234">punishable by death</a> in some countries — the consequences of mishandling it are as severe as it gets.</p>
<p>“The harms caused by location tracking are real and can have a lasting impact far into the future,” Sean O’Brien, principal researcher at ExpressVPN’s Digital Security Lab, told Recode. “There is no meaningful oversight of smartphone surveillance, and the privacy abuse we saw in this case is enabled by a profitable and booming industry.”</p>
<p>For its part, Grindr <a href="https://www.washingtonpost.com/religion/2021/07/20/bishop-misconduct-resign-burrill/">told the Washington Post</a> that “there is absolutely no evidence supporting the allegations of improper data collection or usage related to the Grindr app as purported” and that it was “infeasible from a technical standpoint and incredibly unlikely.”</p>
<p>Yet Grindr has gotten in trouble for privacy issues in the recent past. Internet advocacy group Mozilla labeled it as “privacy not included” in its <a href="https://foundation.mozilla.org/en/privacynotincluded/categories/dating-apps/">review of dating apps</a>. Grindr was <a href="https://www.nytimes.com/2021/01/25/business/grindr-gdpr-privacy-fine.html">fined nearly $12 million</a> earlier this year by Norway’s Data Protection Authority for giving information about its users to several advertising companies, including their precise locations and user tracking codes. This came after a nonprofit called the <a href="https://www.nytimes.com/2020/01/13/technology/grindr-apps-dating-data-tracking.html">Norwegian Consumer Council found</a> in 2020 that Grindr sent user data to more than a dozen other companies, and after a 2018 <a href="https://www.buzzfeednews.com/article/azeenghorayshi/grindr-hiv-status-privacy">BuzzFeed News investigation</a> found that Grindr shared users’ HIV statuses, locations, email addresses, and phone identifiers with two other companies.</p>
<p>While it’s not known how Burrill’s data was obtained from Grindr (assuming, again, that the Pillar’s report is truthful), app developers usually send location data to third parties through <a href="https://www.vox.com/recode/2020/7/8/21311533/sdks-tracking-data-location">software development kits</a>, or SDKs, which are tools that add functions to their apps or serve ads. SDKs then send user data from the app to the companies that make them. As an example, <a href="https://www.vice.com/en/article/jgqm5x/us-military-location-data-xmode-locate-x">that’s how</a> data broker X-Mode was able to get location data from millions of users across hundreds of apps, which it then gave to a defense contractor, which then gave it to the US military — which is far from the only <a href="https://www.vox.com/recode/22038383/dhs-cbp-investigation-cellphone-data-brokers-venntel">government agency</a> sourcing location data this way.</p>
<p>Grindr did not respond to a request for comment from Recode asking for details on which companies or third parties it shared or sent user data to, or which SDKs it uses in its app. But it does say <a href="https://www.grindr.com/privacy-policy/?lang=en-US">in its own privacy policy</a> that it shared users’ age, gender, and location with advertisers until April 2020. The Pillar said its data on Burrill is from 2018 to 2020.</p>
<p>Companies sell this data with ease because the data supply chain is opaque and the practice is barely regulated, especially in the United States. The $12 million fine from Norway was because Grindr violated the European Union’s General Data Protection Regulation, or GDPR. The United States still doesn’t have an equivalent federal privacy law, so Grindr may not have done anything legally wrong here unless it lied to consumers about its privacy practices (at which point it may be subject to Federal Trade Commission penalties, <a href="https://www.pcmag.com/news/ftc-gives-zoom-a-slap-on-the-wrist-for-past-privacy-security-lapses#:~:text=Video%20Conferencing%20Software-,FTC%20Gives%20Zoom%20a%20Slap%20on%20the%20Wrist%20for%20Past,of%20the%20video-conferencing%20service.">such as they are</a>).</p>
<p>“Experts have warned for years that data collected by advertising companies from Americans’ phones could be used to track them and reveal the most personal details of their lives,” Sen. Ron Wyden (D-OR), who has <a href="https://www.wyden.senate.gov/news/press-releases/wyden-cassidy-and-bicameral-coalition-request-ftc-investigate-advertisers-tracking-americans-at-places-of-worship-and-protests">pushed for privacy regulations</a> on the location data industry, said in the statement to Recode. “Unfortunately, they were right. Data brokers and advertising companies have lied to the public, assuring them that the information they collected was anonymous. As this awful episode demonstrates, those claims were bogus — individuals can be tracked and identified.”</p>
<p>In the absence of laws, companies could regulate themselves to better protect users’ privacy. But without anything compelling them to do so — and in an environment where any transgressions are difficult to identify and track — the user is simply left to hope for the best. App stores like Apple’s and Google Play do forbid selling location data in their terms of service, but we know some companies <a href="https://www.vox.com/recode/22278402/x-mode-sdk-google-play-ban-location-data">do it anyway</a>. If Apple or Google finds out that apps are breaking those rules, they <a href="https://www.vice.com/en/article/g5bjpx/apple-google-x-mode-xmode-app-stores">may ban them</a> from their stores. But that doesn’t help the people whose data was already collected, shared, or sold.</p>
<p>So, what can you do? If you use Grindr and want to minimize or restrict any data you may have given to the app, its privacy policy has some details on how to opt out of advertising services and delete your account. Then you have to trust that Grindr will follow through ... just like you had to trust that Grindr would protect your data in the first place.</p>
<p>You can also advocate for privacy laws that forbid these practices from happening at all, by contacting your local and federal representatives. 2021 has seen the passage of two state-level privacy laws (<a href="https://iapp.org/news/a/virginia-passes-the-consumer-data-protection-act/">Virginia</a> and <a href="https://iapp.org/news/a/colorado-privacy-act-becomes-law/">Colorado</a>), but we’re still waiting for a federal law. Though Democrats have the presidency, House, and Senate (barely, and <a href="https://www.vox.com/videos/2019/6/17/18681798/filibuster-senate-broke-video">still not enough</a> without filibuster reform), they have <a href="https://www.politico.com/news/2021/06/01/washington-plan-protect-american-data-silicon-valley-491405">yet to advance</a> any of the privacy bills proposed — and the year is more than half over.</p>
<p>The simple fact is, the data you give to apps powers a massive economy worth <a href="https://techcrunch.com/2020/07/09/data-brokers-tracking/">hundreds of billions of dollars</a>, which is hundreds of billions of reasons for it not to change — until and unless it’s forced to.</p>
<p>“The FTC needs to step up and protect Americans from these outrageous privacy violations, and Congress needs to pass comprehensive federal privacy legislation,” Wyden said.</p>

<p>This plan, which has colloquially been referred to as the “two-track strategy,” is intended to demonstrate that lawmakers can actually work across party lines to get something done on “hard” infrastructure, like <a href="https://www.vox.com/22534714/rail-roads-infrastructure-costs-america">roads</a> and <a href="https://www.vox.com/e/22341700">airports</a>, and that Democrats can also deliver on “human” infrastructure that’s a party priority but that Republicans won’t support, like funding for long-term caregiving and paid leave.</p>
<p>It is a somewhat circuitous approach to approving infrastructure legislation, driven by the focus that moderate Democrats, and President Joe Biden, have put on bipartisanship — as well as their refusal to alter the filibuster.</p>
<p>Democrats from the get-go could have simply passed one bill including their key provisions via budget reconciliation, which requires only a simple majority. But they’d need all 50 members of the caucus, and moderates like Sen. Joe Manchin (D-WV) have said they <a href="https://www.axios.com/joe-manchin-infrastructure-bill-c8408e99-17f3-4477-b5df-8e3d537c0bd9.html">wouldn’t consider that approach</a> without an attempt to do a bipartisan measure first.</p>
<p>So, bipartisanship. But that measure wouldn’t be enough for Democrats, even if it does pass. They’ve instead allocated many of their additional priorities, such as universal pre-K and extensions to the child tax credit, to a reconciliation measure, because Republicans have said firmly that they won’t be supporting them in a bipartisan bill.</p>
<p>The next two weeks will be telling for the two-track strategy: So far, there are no guarantees on either track. On Wednesday, the bipartisan bill failed to get the 60 votes it needed to make it through a procedural vote, because the text for the legislation isn’t done yet and Republicans have said they won’t vote on opening debate until it is. Schumer, meanwhile, has emphasized that on other bills like the Innovation and Competition Act, and the Covid-19 Hate Crimes Act, Congress has voted to proceed to debate even without the full text.</p>
<p>The partisan track is uncertain, too: Senate Democrats have yet to announce an agreement on the budget resolution outline, though Sen. Bernie Sanders (I-VT) told reporters on Wednesday that he felt they’d meet Schumer’s deadline to do so before the end of the day.</p>
<p>Things could still work out in both cases, but it depends a lot on what happens in the next week.</p>
<p>A group of 11 moderate Republicans have said they’d vote in favor of advancing bipartisan legislation by Monday, if they come to a deal by then. Senate Democrats, too, could rally behind their budget measure at that point.</p>
<p>Neither is a sure thing, though — an indication of how delicate an approach this particular strategy requires.</p>
<p>If Schumer pulls off the strategy — and that’s an enormous if — then Congress could effectively open the door to $4.1 trillion worth of new spending before lawmakers take their recess for the month of August.</p>
<p>A lot has to go right between now and then, however.</p>
<p>The first step is to advance the Bipartisan Infrastructure Framework. Now that the Wednesday procedural vote has failed, it remains to be seen whether the outcome will be different for a potential Monday vote on the bill. Moderate Republicans have said that they opposed opening debate on the legislation on Wednesday because it wasn’t fully written at that point; so far, the negotiators have yet to finalize an agreement and produce legislative text. Republican negotiators have said they intend to support the bill if it comes up for another vote on Monday, if a deal is actually struck. Whether they will reach this agreement, though, isn’t yet certain.</p>
<p>“I am hoping that Sen. Schumer will have the vote on Monday when we’ve had a chance to resolve any remaining, outstanding issues,” Sen. Mitt Romney (R-UT), a member of the bipartisan negotiating group, <a href="https://www.cnn.com/2021/07/21/politics/senate-vote-bipartisan-infrastructure-plan/index.html">told CNN</a>.</p>
<p>Schumer had previously said that he scheduled the Wednesday vote this week to pressure negotiators to make progress on the legislation. He’s also emphasized that such practices have been used on other bills in the past, and that it’s not uncommon to open debate on a measure before the text is completed.</p>
<p>Although there’s still no legislative text, the BIF — as its outline lays out — focuses on what’s considered more traditional infrastructure. Of the $579 billion in new spending it contains, there’s $312 billion for transportation, $109 billion for roads and bridges, $55 billion for water infrastructure, and $65 billion for broadband infrastructure, among its provisions. It does not, however, include funding for long-term caregiving or a number of the climate measures that were part of Biden’s original American Jobs Plan.</p>
<p>At this point, lawmakers still have to vote on opening up debate on the legislation, as well as on the legislation itself. If the final legislation is filibustered, all 50 Democrats plus at least 10 Republicans, or some other combination of a bipartisan group, would be needed to meet the 60-vote threshold to approve the bill.</p>
<p>All of this is happening as Democrats weigh their budget resolution, which has $3.5 trillion in funding and includes an array of climate provisions as well as massive expansions to the social safety net. This measure would fund universal pre-K, paid family and medical leave, and an extension of the child tax credit. Wednesday is also the deadline that Schumer gave the Democratic caucus to unite and agree on this resolution, which Sanders has spearheaded.</p>
<p>In order for that bill to pass via budget reconciliation, a process that allows spending- and tax-related bills to advance with a simple majority, Schumer needs all 50 members of his caucus to agree on both approving the resolution and the final bill.</p>
<p>The measures in the budget bill will also need to be reviewed by the Senate parliamentarian, Elizabeth MacDonough, who can strip out provisions that she thinks are not relevant to taxing and spending. (Earlier this year, MacDonough ruled that a $15 minimum wage, for instance, could not be included in a budget bill.)</p>
<p>Democrats need to vote on the budget resolution — basically, instructions for what a bill should contain — first, as part of this process, since that lays out the areas the final legislation will cover. And Schumer has said he intends for them to do so before the August recess. Once they approve this resolution, lawmakers will have to write the actual budget bill, which won’t get a floor vote until later this year.</p>
<p>That means Congress will probably vote on the final bipartisan bill and the budget resolution around the same time, and then consider the final budget bill slightly later.</p>
<p>There are a number of factors that will determine whether Schumer’s game of legislative maneuvering ends in the passage of both bills, just one, or none at all.</p>
<p>On the BIF front, keeping the support of at least 10 Republicans is dicey. Firstly, the bipartisan group has to agree on the legislative text: Recent disagreements have centered on the role that IRS enforcement should play in funding the measure.</p>
<p>The initial plan was to spend $40 billion bolstering IRS enforcement in order to generate $140 billion in new tax revenue — but then <a href="https://www.washingtonpost.com/business/2021/07/07/irs-taxes-budget-conservatives/">conservative groups marshaled their resources against that</a> (since it could result in crackdowns on wealthy individuals and companies evading taxes) and Republicans caved. Sen. Rob Portman (R-OH) said IRS funding was <a href="https://www.politico.com/news/2021/07/18/portman-irs-enforcement-infrastructure-package-499988">out of the bill</a>, leaving a $100 billion funding gap for the bipartisan group to fill.</p>
<p>Barring an agreement on the pay-fors by next week — a nonnegotiable for Republicans who want the measure to be debt-neutral — the bipartisan measure has little chance of moving forward. If the differences between lawmakers get worked out, 11 Republicans have said they’ll back the measure.</p>
<p>Meanwhile, House Democrats are also unlikely to consider the bipartisan plan without any more progress on the budget resolution.</p>
<p>In June, <a href="https://www.cnn.com/2021/06/24/politics/pelosi-bipartisan-bill-infrastructure-reconciliation-democrats/index.html">Speaker Nancy Pelosi said</a> the House will not take up any bipartisan infrastructure deal until Senate Democrats have passed their budget resolution, as a guarantee to progressives that supporting the bipartisan bill will not result in a dead end for their other priorities. She has not backed down so far, and progressives in the House are unlikely to support the BIF if they think Senate Democrats will not be able to pass the $3.5 trillion budget measure.</p>
<p>If the budget resolution gets through the Senate, House moderates could still be a source of opposition, too. Democrats can only afford to lose four votes and still have the resolution pass, and several key moderates have not yet made their opinion known on the size and scope of the budget bill, <a href="https://www.nytimes.com/2021/07/14/us/politics/biden-social-spending-deal.html">per the New York Times</a>. But watering down the bill could, in turn, push away progressives.</p>
<p>On the Senate side, Democrats similarly need to keep the entire caucus together. So far, signs are hopeful: Manchin is expected to support the budget bill so long as it is paid for and he approves of the energy and climate provisions, according to <a href="https://thehill.com/homenews/senate/563323-manchin-signals-hell-be-team-player-on-spending-deal">the Hill</a>, though that could change.</p>
<p>Simply put, there is no certainty that this two-track strategy will work.</p>
<p>In the event that the bipartisan agreement fails, Democrats could still attempt to pass all the infrastructure priorities via reconciliation. But at that point, maintaining Democratic unity on whatever that bill looks like would continue to be a major challenge.</p>

<p>After a year-and-a-half hiatus, many offices will open back up in September. <a href="https://www.mercer.us/our-thinking/career/flexible-work-5-keys-to-driving-positive-employee-experience.html">Most</a> companies are asking that employees return on a hybrid basis, meaning they come into the office at least some of the time. But what exactly that will look like is uncertain.</p>
<p>What is certain is that more people will work from home than ever before, and this shift has the potential to disrupt everything from physical office space to the way people feel about work. And as US companies <a href="https://www.vox.com/recode/22543409/remote-work-from-home-jobs-supply-demand-hiring-platforms">face a hiring crisis</a>, companies that don’t offer remote work could find themselves at a significant disadvantage when it comes to recruiting new talent.</p>
<p>Recode talked with <a href="https://www.hbs.edu/faculty/Pages/profile.aspx?facId=438575">Tsedal Neeley</a>, a professor of business administration at Harvard Business School and the author of <a href="https://nam04.safelinks.protection.outlook.com/?url=https%3A%2F%2Famzn.to%2F3uD5y5H&data=04%7C01%7Cfchavez%40hbs.edu%7Cf3096ab30bfa4ccfc2a808d9252f76d8%7C09fd564ebf4243218f2db8e482f8635c%7C0%7C0%7C637581708050344729%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=40j6rZcqCMDNfiGphWJ8p4KNCBG1sxEgs4687ql0xc0%3D&reserved=0"><em>Remote Work Revolution: Succeeding from Anywhere</em></a>, about the many issues that are coming up as the nature of work changes.</p>
<p>The interview has been lightly edited for brevity and clarity.</p>
<h4>Rani Molla</h4>
<p>There were already a lot of perks to being a white-collar worker: You generally make more money, you work in an air-conditioned office, and now you get to work from home, which can make life so much easier. Do you think this will lead to growing animosity between blue-collar and white-collar workers?</p>
<h4>Tsedal Neeley</h4>
<p>Whether or not people have access to virtuality — or hybrid work, or dynamic work, depending on who you’re talking to — can easily become a diversity and inclusion question. First of all, we have to truly understand, in a given organization, whether or not anything that people are doing can be done remotely. We have a tendency to look at roles from a global standpoint and say, “Well, these jobs can’t be done remotely and these jobs can,” and quickly start assigning people to remote or non-remote. When we start scrutinizing the tasks that people do and the work that they do, one option that many companies have been pursuing is, “Can we pool and rotate?” So instead of all these people being attached physically to these job areas, can we do something where we look at tasks, what can be done virtually, what requires physical presence, and all of us share in that?</p>
<p>The second thing is, if we can’t give people remote work opportunities because of what they do, we have to give people remote learning days. We have to give people some kind of remote experiences that they can do some self-development around. And this is where you can have parity. Blue-collar workers — I’m thinking in warehouses that are not outfitted with technology, or delivery folks — I don’t think that’s going to change much. But I also don’t think that it’s going to create as bad a division as we expect. Because hybrid, by definition, means you have some in-person, you have some remote, there’s going to be a mix.</p>
<h4>Rani Molla</h4>
<p>So if people don’t go into the office as often — if I’m only going into the financial district one or two days a week — what does that mean for the people who work at the salad bars, the service counters, where I used to get my nails done? What are the repercussions for them when more people work remotely?</p>

<p>If you are there twice a week, another person for another company is there twice a week, another person is around once a week. I am firmly convinced that the patterns of movement may differ, but people will still be there. Even if companies reduce their commercial footprint, there will be more smaller organizations in the same entity, as opposed to one having a lot of floors in a building.</p>
<h4>Rani Molla</h4>
<p>But overall, if everyone went in five days before, now everyone’s working two days, there are fewer total days that people are actually going in. So there has to be some sort of reduction, right?</p>
<h4>Tsedal Neeley</h4>
<p>There will be some kind of reduction. But I don’t think we’re going to have these empty buildings as we imagine. I think there’s going to be a redistribution of who’s there and when, but the activities will be similar.</p>
<h4>Rani Molla</h4>
<p>Let’s talk about companies like Goldman Sachs, that have been really hardline on everyone coming into the office. Are they going to lose talent going forward? Are people going to be like, “I’m not going to work at this company or in this industry if they’re not going to let me have any flexibility in my work and life”?</p>
<h4>Tsedal Neeley</h4>
<p>We’re in an era where people have tasted a different way of working, a different way of connecting with the people they cohabitate with, a reduced level of stress from the reduction of commutes, saving more money. And because they’ve tasted this, they’re demanding it, they want it. Given that, will incumbents remain as powerful as they’ve always been in drawing and retaining top talent? With the kind of great resignation and turnover that we’re already starting to see, I would be surprised that if in the long run they won’t start seeing people leave. This is the era for employees. The power is in employees’ hands today because of the sheer scale and magnitude of the people who want to retain some kind of work-life flexibility in their professional arrangements. And if they can’t get it here, why not get it elsewhere?</p>

<p>Why are some companies asking employees to be in the office all the time, if the pandemic has proved they don’t have to be?</p>
<h4>Tsedal Neeley</h4>
<p>It’s this belief and this bias that it is through in-person presence that we are able to connect, to communicate, to collaborate, to learn. It’s this bias that culture building and culture maintenance can only happen in in-person settings. But that is not empirically true. The emphasis of their work is very much process-focused, as opposed to outcome-focused. In order for remote-hybrid to work, people have to change their performance metric, and trust employees, and let go of control, and allow empowered autonomous employees to achieve organizational goals.</p>
<h4>Rani Molla</h4>
<p>That makes me think of Apple, which might have to backtrack a little bit on <a href="https://www.theverge.com/2021/7/15/22578804/apple-employees-work-from-home-request-denied-hybrid-model">its work-from-home policy</a> so people don’t quit. We’re in a very tight hiring crunch right now, so employers have to offer more perks like <a href="https://www.vox.com/recode/22543409/remote-work-from-home-jobs-supply-demand-hiring-platforms">working from home</a> to attract talent. But what happens when there isn’t a hiring crunch? Do we go back to normal?</p>
<h4>Tsedal Neeley</h4>
<p>We may. These things are cyclical, but the cost of turnover for companies is a year and a half of that individual’s salary. Think about that and the institutional memory that walks out the door. And we’re actually seeing early retirements, people who are saying, “We like to be home, we’ve been through this crazy crisis, I don’t want that stress anymore.” The losses of drastic turnover, it’s not just that you’re losing talent. You’re also messing with the culture of your organization. Think about a place where there’s an exodus. That’s not a motivating environment. Not only are there pragmatic losses when someone leaves, but there’s also cultural, social, emotional, psychological blows that companies will take. If I was a company right now, I would fight to keep my best people. Because my best people will ensure that I do well.</p>
<h4>Rani Molla</h4>
<p>I’ve been <a href="https://www.vox.com/recode/22568635/women-remote-work-home">writing about</a> how working mothers really want to work from home, but they’ve also been having a really hard time doing so, reporting higher rates of stress and burnout. There’s an expectation that women have to both be ideal workers and ideal mothers. Obviously things are extra hard due to the pandemic, but it seems like it’s always been sort of an impossible situation for women. How does remote work fit into that?</p>
<h4>Tsedal Neeley</h4>
<p>It’s been bad, but it’s gotten worse. I have been alarmed. US labor statistics data showed that <a href="https://www.cbsnews.com/news/covid-crisis-3-million-women-labor-force/">3 million women</a> have left the workforce [in 2020]. It made my head explode. And then <a href="https://www.usnews.com/news/health-news/articles/2021-06-29/pandemic-day-care-closures-forced-600-000-us-working-moms-to-leave-jobs">another survey</a> that looked at the same data was able to identify that almost 600,000 are mothers and caretakers. What a shame, if organizations are not leaning into the gift that virtuality and remote work gives, so that they can take advantage of flex time and flex jobs to retain their women. Or to also incorporate some kind of child care apparatus in order to support mothers. Some of the smart companies that I’ve talked to have done things like, from this time to this time every day we’re actually going to have online programs so that mothers with children between the ages of 5 and 10 can get some kind of respite. We can’t send you babysitters in the middle of a global pandemic, but these companies have found ways to support women and mothers — but these are in the minority.</p>
<p>We talk about diversity, and gender and women, and then we see amazing women leaving. We have to work hard to bring them back and to reintegrate them into our organizations. Even the pre-pandemic ways of handling young families and professional demands were not great. If I can work from home, my pickup would be much easier than me breaking my neck to get to my child between 5 and whatever time. All of that goes away.</p>

<p>Working from home can benefit certain groups: people with disabilities, people who were never that good at schmoozing in the office in the first place. Some Black people <a href="https://slack.com/intl/pt-br/blog/news/winning-the-war-for-talent-in-the-post-pandemic-world">say they prefer</a> working from home because they feel a better sense of belonging and experience fewer microaggressions. What does this mean for diversity inclusion? Is working from home the ticket to making a little more equity at work?</p>
<h4>Tsedal Neeley</h4>
<p>I think so. Folks who have always been out of the mainstream in their organizations suddenly feel like they’re not only at the table, but that no one is calling them the wrong name. They don’t have to take that psychological commute every day in order to code switch and fit in. Those with physical disabilities, or even neurodiversity challenges and concerns, are finding so much more peace. The lessons we can learn, however, is why is it that people have had these experiences, and what can we do to make changes in our organization so that they have the sense of belonging that they’ve experienced through this remote environment?</p>
<h4>Rani Molla</h4>
<p>I’ve made some <a href="https://www.vox.com/recode/2020/4/14/21211789/coronavirus-office-space-work-from-home-design-architecture-real-estate">really bad predictions</a>, so I want you to make a prediction instead. What is this going to look like in a year or two, or five, from now?</p>
<h4>Tsedal Neeley</h4>
<p>Guidelines and the policies will settle. Competencies around flexible workplaces will rise. Individual managers will level up to figure out how to lead a distributed workforce. People will be more agile with using digital tools, so things like tech exhaustion will go away. After people experience the hybrid format, they will settle into a rhythm that really works for them. And I think that we’ll see more remote than in-person days. I also predict that physical spaces — office spaces — will look very different. The remote year has totally influenced what people want: <a href="https://en.wikipedia.org/wiki/Interactive_whiteboard">smart boards</a>, movable furniture, outdoor space for work. So we’re going to see physical spaces of offices look very different than they are today.</p>

<p>An official at Israeli cybersecurity company NSO Group said Wednesday that the firm's controversial Pegasus spyware tool was not used to target <a href="https://www.ndtv.com/world-news/french-president-emmanuel-macron-among-potential-pegasus-spyware-targets-report-2491003" target="_self">French President Emmanuel Macron.</a></p>
<p>The comments came as Reporters Without Borders (RSF) urged Israel to suspend exports of the spying technology after heads of state -- including Macron -- and scores of journalists and rights activists featured on a list of alleged targets selected for potential surveillance.</p>
<p>We can "specifically come out and say for sure that the president of France, Macron, was not a target," Chaim Gelfand, chief compliance officer at NSO Group, told the i24 News television network.</p>
<p>But he also alluded to "some cases brought up that we are not so comfortable with", noting that in such circumstances the firm "usually approaches the customer and has a whole long discussion... to try to understand what were his legitimate reasons, if any, to use the system."</p>
<p>Gelfand's comments were broadcast on the same day that RSF head Christophe Deloire called on Israeli Prime Minister Naftali Bennett "to impose an immediate moratorium on surveillance technology exports, until a protective regulatory framework has been established".</p>
<p>Deloire's call came after a list was leaked of some 50,000 phone numbers believed to have been chosen by clients of NSO Group. The numbers purportedly included those of Macron, and 13 other heads of state.</p>
<p>Pegasus can hack into mobile phones without a user knowing, enabling clients to read every message, track a user's location and tap into the phone's camera and microphone.</p>
<p><strong>Contracts with 45 countries</strong></p>
<p>NSO has contracts with 45 countries, and says Israel's defence ministry must approve its deals. The company does not identify its customers.</p>
<p>However, rights group Amnesty International and the Paris-based organisation Forbidden Stories that obtained the list, said NSO's government clients include Bahrain, India, Mexico, Morocco, Rwanda and Saudi Arabia.</p>
<p>Reporting by media outlets including The Guardian, Le Monde and The Washington Post found that nearly 200 journalists from organisations including AFP were on the list.</p>
<p>"Enabling governments to install spyware that is used in practice to monitor hundreds of journalists and their sources throughout the world poses a major democratic problem," Deloire said.</p>
<p>Spokespeople for Bennett and Defence Minister Benny Gantz did not respond to questions from AFP on Wednesday.</p>
<p>NSO, a giant of Israeli tech, is based in Herzliya north of Tel Aviv, and has 850 employees.</p>
<p>Its CEO Shalev Hulio, 39, denied in an interview with Israel's 103FM radio on Tuesday that his company was engaged in mass surveillance.</p>
<p>He said NSO had "no connection" to the list of thousands of phone numbers.</p>
<p>On Wednesday, Bennett touted Israeli technological prowess at a cyber conference in Tel Aviv.</p>
<p>"Of every $100 invested in cyber defence across the world, $41 of those were invested in Israeli cyber defence firms," he said.</p>
<p>"We as a government, we as a nation, have to defend ourselves," Bennett added.</p>
<p>He suggested global interest in Israeli technology remained robust, saying "dozens of countries" signed memorandums to obtain Israeli tools that defend against cyber attacks.</p>
<p>A further statement on Wednesday by NSO claimed that the firm was a victim of a "vicious and slanderous campaign", and that it would no longer respond to media questions.</p>
<p>"Any claim that a name in the list is necessarily related to a Pegasus target or Pegasus potential target is erroneous and false," it said.</p>
