Warren Buffett resigned as a trustee at the Bill and Melinda Gates Foundation as the charity grapples with upheaval created by the divorce of its namesake founders.
"My goals are 100% in sync with those of the foundation," Buffett, 90, said Wednesday in a statement that also announced he had reached the halfway mark in giving all of his Berkshire Hathaway shares to charity.
Buffett has contributed more than $27 billion of his own money to the charity over the past 15 years. He's one of the Gates Foundation's three board members, alongside Bill Gates and Melinda French Gates, who announced last month they're splitting after 27 years of marriage. Buffett has no involvement in the endowment's investment decisions, according to the foundation.
Mark Suzman, the foundation's chief executive officer, told employees last month that he's in talks to strengthen "the long-term sustainability and stability of the foundation."
Suzman "is an outstanding recent selection who has my full support," Buffett said in the statement, which didn't mention the divorce.
Three trustees is an unusually small number for an organization of its size. The Ford Foundation, which is roughly a fifth the size of the Gates Foundation, has 15 members on its board. The Rockefeller Foundation, at a 10th the size, has no fewer than 12 at any time.
Suzman said last month that no decisions have been made about what future steps need to be taken, but added that Bill Gates and Melinda French Gates have "reaffirmed their commitment to the foundation and continue to work together on behalf of our mission."
Buffett and Bill Gates have been longtime friends. Gates previously served on Berkshire's board, Buffett's conglomerate, and announced last year he would step down from that post. Berkshire's CEO decided in 2006 to donate a bulk of his wealth to the Gates's foundation in part because the pair does a "much better job" at running those charity operations than Buffett says he could.
Buffett's note Tuesday also addressed the tax deductions gained by philanthropy. The billionaire investor has recently been criticized for paying little in taxes, according to an investigation from ProPublica using Internal Revenue Service data. Buffett reiterated that his $41 billion of contributions to five foundations has produced only about 40 cents of tax savings per $1,000 given.
"That's because I have relatively little income," Buffett said in the statement. "My wealth remains almost entirely deployed in tax-paying businesses that I own through my Berkshire stockholdings, and Berkshire regularly reinvests earnings to further grow its output, employment and earnings. The income I receive from other assets allows me to live as I wish."
He said it's "fitting" for Congress to periodically revisit tax policy for charitable contributions.
Buffett, Berkshire's chairman and CEO, said in 2006 that he would distribute all of his shares of the company to charity. He said in Wednesday's statement that his most-recent $4.1 billion distribution brought him halfway to that target.
"In June of 2006, I owned 474,998 "A" shares. Now, I own 238,624 shares, worth about $100 billion," he said, with all of them destined for philanthropy.
"Please understand that these remarks are no swan song," the billionaire investor said in the statement. "I still relish being on the field and carrying the ball. But I'm clearly playing in a game that, for me, has moved past the fourth quarter into overtime."

Moscow:
Russia on Wednesday said it fired warning shots at a British navy destroyer in the Black Sea after it violated the country's territorial waters, but the UK denied the incident had occurred.
Incidents involving Western aircraft and ships are not uncommon at Russia's borders, especially during heightened tensions with Washington, Brussels and London, but rarely result in open fire.
The HMS Defender "was given a preliminary warning that weapons would be used if the state borders of the Russian Federation were violated. It did not react to the warning," the Russian defence ministry said, according to Interfax news agency.
The ministry added that "a border patrol ship fired warning shots" and a Su-24 aircraft dropped four bombs along the destroyer's path. It said that the ship then left Russian waters.
But the UK's defence ministry swiftly denied that the incident had happened.
"No warning shots have been fired at HMS Defender. The Royal Navy ship is conducting innocent passage through Ukrainian territorial waters in accordance with international law," the ministry said.
London said it believed Russia was "undertaking a gunnery exercise" and had provided prior warning of its activity.
After announcing that it had fired warning shots at HMS Defender -- a T45 destroyer -- Russia's defence ministry summoned Britain's military attache, Interfax reported.
The defence ministry then released a statement denouncing the "dangerous actions" of HMS Defender, describing the incident as a "gross violation of the UN convention" and calling on London to conduct an investigation.
Meanwhile, foreign ministry spokeswoman Maria Zakharova said that Britain's ambassador to Russia would be summoned over the incident.
"We qualify this as a gross British provocation that runs counter to international law and Russian law," she said.
'Constant threat'
According to Moscow, the incident took place off the coast of Cape Fiolent on Crimea, which Russia annexed from Ukraine in 2014, also claiming the peninsula's coastal waters.
The Royal Navy said earlier this month that HMS Defender had "peeled away" from its strike group conducting NATO operations in the Mediterranean to carry out "her own set of missions" in the Black Sea.
On Wednesday, UK Defence Secretary Ben Wallace said in a statement that HMS Defender had been carrying out a "routine transit from Odessa towards Georgia across the Black Sea".
Earlier on Wednesday, President Vladimir Putin said Russia was "concerned" about the NATO build-up near Russian borders.
Addressing an international security conference in Moscow, Putin said the alliance "refuses to constructively consider our proposals to de-escalate tensions and reduce the risk of unpredictable incidents".
The US periodically sends warships to the region in a show of support for Ukraine, often drawing protests from Russia.
Ukraine's Foreign Minister Dmytro Kuleba on Wednesday slammed Russia's "aggressive and provocative policy" in the Black Sea region, describing it on Twitter as a "constant threat" to Kiev and its allies.
At the height of tensions over Ukraine this spring after Russia built up troops on its border and in Crimea, Moscow stepped up military exercises in the Black Sea and Washington warned it would send two warships.
Those ships were never dispatched, as Russia pulled back its forces and the tensions eased.
'Reaffirming law'
At the time, Russia also threatened to close parts of the Black Sea, which would have affected access to Ukrainian ports in the Sea of Azov, which is connected to the Black Sea through the Kerch Strait on the eastern tip of Crimea.
Ukraine had been free to navigate the Kerch Strait -- of crucial importance to Kiev for exporting grain and steel -- along with Russia until 2014, when Moscow claimed full control of the waterway after annexing Crimea.
"By international law, of course, the waters off Crimea are not Russian, as the annexation is not recognised," Mark Galeotti, a professor of Russian studies at University College London, tweeted on Wednesday.
"Continuing to pass those waters -- without being too provocative -- is a crucial way of reaffirming law over land and sea grab."
The most serious recent tensions over the waters were in November 2018, when Russian forces boarded and took control of three ships as they headed through the Kerch Strait.
Russia captured 24 Ukrainian sailors in the seizure, returning them to Ukraine as part of a prisoner swap in September 2019.

COVID-19 vaccines made by AstraZeneca and the Pfizer-BioNTech alliance remain broadly effective against Delta and Kappa variants of the COVID-19 causing virus, which were first identified in India, according to a scientific study, underpinning a continued push to deliver the shots.
The study by Oxford University researchers, published in the journal Cell, investigated the ability of antibodies in the blood from people, who were vaccinated with the two-shot regimens, to neutralize the highly contagious Delta and Kappa variants, a statement said.
"There is no evidence of widespread escape suggesting that the current generation of vaccines will provide protection against the B.1.617 lineage," the paper said, referring to the Delta and Kappa variants by a commonly used code.
However, the concentration of neutralising antibodies in the blood was somewhat reduced, which may lead to some breakthrough infections, they cautioned.
Last week, an analysis by the Public Health England (PHE) showed that vaccines made by Pfizer Inc and AstraZeneca offer high protection of more than 90% against hospitalization from the Delta variant.
"We are encouraged to see the non-clinical results published from Oxford and these data, alongside the recent early real-world analysis from Public Health England, provide us with a positive indication that our vaccine can have significant impact against the Delta variant," AstraZeneca executive Mene Pangalos said in a separate statement.
The Delta variant is becoming the globally dominant version of the disease, the World Health Organization's chief scientist said on Friday.
The Oxford researchers also analysed reinfection patterns in people who had previously had COVID-19. The risk of reinfection with the Delta variant appeared particularly high in individuals previously infected by the Beta and Gamma lineages that emerged in South Africa and Brazil, respectively.
By contrast, previous infection with the Alpha, or B117, variant first detected in Britain, conferred "reasonable" cross-protection against all variants of concern, lending itself as a template that next-generation vaccines could be molded on.
"B117 might be a candidate for new variant vaccines to provide the broadest protection," the researchers said.

The UK government has signed off on a deal for COVID passports with a tech firm that previously suggested the technology could be easily redeployed as a national ID system, promoting accusations of a further stealth crackdown on freedoms.
An <a href="https://inews.co.uk/news/government-accused-of-ushering-in-national-id-cards-by-the-backdoor-after-covid-vaccine-passport-contract-1062476">iNews report</a> notes that IT company Entrust (how disturbingly Orwellian) has been awarded the £250,000 contract to provide cloud computing software for the so called ‘Covid-status certification’ scheme.
The company has previously worked on developing national ID systems in Albania, Ghana, and Malaysia, and in a <a href="https://blog.entrust.com/2021/02/vaccine-passports-national-ids-secure-credentials-and-considerations-for-building-trust-in-a-post-pandemic-world/">February blog post</a>, the company’s Product Marketing Director, Jenn Markey, bragged that “Vaccine credentials can become part of the infrastructure of the new normal.”
The post also proclaimed “With the infrastructure and investment necessary to ensure a viable vaccine passport, why not redeploy this effort into a national citizen ID program that can be used for multiple purposes including the secure delivery of government services, secure cross-border travel, and documentation of vaccination.”
In addition, Entrust’s Senior Product Manager, John Beijjani, previously spoke about how vaccine passports could be used by governments in the post-COVID world “to collect valuable data” from citizens.
Beijjani said during the webinar “You’ll understand why it’s not just for travel, you can take it and repurpose it to do such things as national IDs and permits.”
“Deploying something like a mobile travel credential also enables governments to collect valuable data,” he continued, adding “It can provide governments a quick and standard mechanism for securing their citizens. It also doesn’t hurt that this information can be used to identify criminals and other bad actors as they move around the same system trying to hide anonymously in the crowds.”
The fact that the government has chosen this firm to develop COVID passports when it has expressed such brazen advocacy of a surveillance state has enraged liberty advocates.
Jake Hurfurt of Big Brother Watch asserted that “Covid certificates would introduce ID cards in the UK by the backdoor”, further emphasising “The fact that the government has done a deal with Entrust, a company which is openly plotting a route from vaccine passports to digital identity cards, only underlines what a serious threat Covid passes would be to our civil liberties and our privacy.”
The report also notes that Baroness Shami Chakrabarti, former director of civil liberties group Liberty, said “This isn’t a mere question of competence but far more sinister. This is studied chaos. We need to be explicitly reassured that the Government has not already decided in favour of some kind of national ID system.”
David Davis, member of the Covid Recovery Group (CRG) of Conservative Members of Parliament declared “The health department is able to go around signing these contracts without explicit Parliamentary permission. But it is doubly extraordinary that they sign one with a company with this sinister attitude to surveillance of citizens.”
The development dovetails with comments by a government source who <a href="https://www.dailymail.co.uk/news/article-9710517/Return-Covid-passport-pubs-open-cases-soar-again.html">told the Daily Mail</a> last night that the government is planning to use the COVID passport system in a much wider context than has been previously revealed.
“The reason we are trialling Covid certification this summer is partly to get mass events open more safely with bigger crowds, but also partly to get people used to the idea,” the source said.
“We hope that with high vaccination rates we will be in a very different position this winter. But if we do find ourselves in a dire situation then certification could be a tool in our armoury to keeps things open that might otherwise have to close,” the source further admitted.
The comments have prompted fears that the threat of fresh lockdowns in the winter will be used to force the COVID passport system on to the public for use not only at mass gatherings but in pubs, restaurants, cinemas and theatres.
That is exactly what the government is ‘reviewing’ currently while trialling the system at sports events.
The government has claimed that the current NHS app, which has had a COVID certification status feature added recently and is being used for limited foreign travel, will not be turned into a national ID system.
However, as we <a href="https://summit.news/2021/05/20/privacy-watchdog-uk-covid-passport-small-print-says-it-will-be-used-domestically/">reported last month,</a> the privacy notice attached to the vaccine status feature of app says that the data will be used at ‘domestic events’.
As we have extensively covered, <a href="https://summit.news/2021/04/05/uk-government-has-planned-for-vaccine-passports-all-along/">plans to adapt a simple vaccine status app </a>and <a href="https://summit.news/2021/04/07/vaccine-passports-could-be-required-to-enter-shops-in-uk/">use it domestically</a> have always been in the works.
We are also told that the majority of British people are <a href="https://summit.news/2021/04/12/poll-vast-majority-of-brits-willing-to-accept-permanent-vaccine-passports-to-get-on-buses-go-to-shops/">willing to accept the vaccine passports</a> in order to engage in basic day to day activities, and that they are willing to go along with the digital ID card system PERMANENTLY.
Scientists advising the government have admitted (some regrettably) that <a href="https://summit.news/2021/05/17/report-government-scientific-advisors-admit-they-used-totalitarian-fear-tactics-to-control-people-during-pandemic/">a sustained campaign of ‘dystopian’ and ‘totalitarian’ fear tactics</a> and ‘mind control’ has corralled the majority of the population into acceptance.
As we also previously <a href="https://summit.news/2021/04/21/airlines-wont-call-digital-id-a-vaccine-passport-because-it-carries-too-many-connotations/">reported</a>, airlines plan to refrain from calling the imminent vaccine passports by that name because “It carries too many connotations,” according to one aviation CEO.
The EU is also already ensconced on the vaccine passport road, with a bloc wide <a href="https://www.healthcareitnews.com/news/emea/european-union-vaccine-passports-issued-17-countries">‘Digital Green Certificate’ system</a> already being rolled out.

An Australian billionaire is taking heat from the left and mainstream media for distributing warnings about documented adverse effects and deaths from the COVID-19 vaccines.
Clive Palmer, a mining magnate and former federal MP, dropped off anti-vaccine leaflets across the country over the weekend.
“The Australian government’s Therapeutic Goods Administration (TGA) report confirms 210 deaths and 24,000 adverse reactions after the COVID-19 vaccines. There are over 5000 deaths in the USA attributed to COVID vaccines including Pfizer,” the leaflets say.

“The simple fact is that we don’t have one-year safety data, three-year safety data or five-year safety data for the use of the COVID-19 vaccines on humans or animals. Over 50% of animals in the animal trials have died.”
“There is no pandemic in Australia – only one person has died of COVID in 2021. The TGA and the government has spread misleading information designed to create fear in the population,” the letter continues.
“The COVID-19 Vaccine doesn’t stop you from getting COVID and it doesn’t stop you from passing it on. Does it serve any real purpose?”
