The U.S. Senate voted 68-32 on Tuesday to approve a sweeping package of legislation intended to boost the country's ability to compete with Chinese technology.
An indignant China responded to the vote by saying it objected to being cast as an "imaginary" U.S. enemy.
The desire for a hard line in dealings with China is one of the few bipartisan sentiments in the deeply divided U.S. Congress, which is narrowly controlled by President Joe Biden's fellow Democrats.
The measure authorizes about $190 billion for provisions to strengthen U.S. technology and research - and would separately approve spending $54 billion to increase U.S. production and research into semiconductors and telecommunications equipment, including $2 billion dedicated to chips used by automakers that have seen massive shortages and made significant production cuts.
China's parliament expressed "strong indignation and resolute opposition" to the bill. It said in a statement that the U.S. bill showed "paranoid delusion of wanting to be the only winner" and had distorted the original spirit of innovation and competition.
"We firmly object to the United States seeing China as an imaginary enemy," Chinese foreign ministry spokesman Wang Wenbin told reporters in Beijing.
The bill must pass the House of Representatives to be sent to the White House for Biden to sign into law. It is not clear what legislation in the House will look like or when it might take it up.
The bill has a number of other China-related provisions including prohibiting the social media app TikTok from being downloaded on government devices, and would block the purchase of drones manufactured and sold by companies backed by the Chinese government. It would also allow diplomats and Taiwanese military to display their flag and wear their uniforms while in the United States on official businesses.
It would also create broad new mandatory sanctions on Chinese entities engaged in U.S. cyberattacks or theft of U.S. intellectual property from U.S. firms, and provides for a review of export controls on items that could be used to support human rights abuses.
Senate Majority Leader Chuck Schumer, a co-sponsor of the measure, warned of the dire consequences of not funding research to keep up with China.
"If we do nothing, our days as the dominant superpower may be ending. We don't mean to let those days end on our watch. We don't mean to see America become a middling nation in this century," Schumer said.
Biden praised the bill: "We are in a competition to win the 21st century, and the starting gun has gone off ... We cannot risk falling behind."
U.S. Commerce Secretary Gina Raimondo has said the funding could result in seven to 10 new U.S. semiconductor plants.
Many U.S. companies praised the bill. General Motors Co said the legislation "represents an important step to address the semiconductor shortage that continues to impact U.S. automotive manufacturing."
Some critics have likened the Senate funding effort to China's high-tech industrial development push, dubbed "Made in China 2025," which long irked the United States.
The bill also seeks to counter Beijing's growing global influence through diplomacy, by working with allies and increasing U.S. involvement in international organizations after Republican former President Donald Trump's "America First" agenda.
Senator Maria Cantwell noted the bill would authorize NASA spending and its Artemis mission to the Moon.
"As China has made it clear, they're going to Mars, we are going back to the Moon to ready ourselves to go to Mars," Cantwell said.

The EU said Wednesday it was time for the US to make concrete commitments towards ending transatlantic trade tensions, days ahead of a visit by President Joe Biden to Brussels.
"As a trust and confidence building measure, we have to deescalate and solve EU-US trade disputes," EU Executive Vice President Valdis Dombrovskis told a session of European Parliament in Strasbourg.
Dombrovskis, who is also the bloc's trade commissioner, was speaking ahead of the EU-US summit on June 15, which both sides hope will mark a clear break with the heated relations under former US president Donald Trump.
The EU hoped the visit by Biden would help achieve "decisive progress" on solving a steel tariff dispute as well as a two-decade spat over subsidies to plane-makers Boeing and Airbus, Dombrovskis said.
Last month, the EU and US agreed to hold talks to end the steel and aluminium row with Brussels unilaterally suspending its right to double tariffs on iconic US products for six months.
"We sent a clear signal to the US of our willingness to solve this issue in a fair and balanced way by suspending our... legitimate countermeasures," the former Latvian prime minister said.
"It is now for the US to walk the talk," he said.
The tit-for-tat battle began in June 2018 when Trump imposed tariffs of 25 percent on steel and 10 percent on aluminium from Europe, Asia and elsewhere.
Brussels responded with counter-tariffs on 2.8 billion euros worth of US products, including bourbon whiskey, jeans, orange juice and Harley-Davidson motorbikes.

Singapore:
Singapore has found the Delta variant of the coronavirus to be the most prevalent among local cases of variants of concern (VOCs), according to health ministry data, highlighting its level of infectiousness.
There were 449 local cases with VOCs as of May 31, of which 428 were the Delta variant first detected in India and nine of the Beta variant first identified in South Africa, the health ministry said in emailed statement on Wednesday.
Singapore authorities first reported the presence locally of the Delta variant in early May.
The Delta variant is stoking concern of a major spike in infections in other countries where it has been found, such as the United Kingdom, potentially delaying reopening plans after the rollout of vaccines in many regions.
Singapore performs viral genomic sequencing for all confirmed COVID-19 cases, unlike some countries who typically sequence a smaller proportion of their infections.
A recent rise in cases, including those linked to the Delta variant, prompted Singapore to tighten curbs on social gatherings last month. It reported 476 domestically transmitted cases during May.
Infections have been falling since, with only 2 cases on Wednesday, the lowest since early May, ahead of possible easing of measures after June 13. Singapore's mass vaccination programme is in full swing.
The city-state has reported more than 62,000 coronavirus cases overall, domestically transmitted and imported, with 34 deaths.

Newly elected members of Dharamshala-based 17th Tibetan parliament-in-exile conducted oath taking ceremony on Wednesday.
One of the senior-most members, Dawa Tsering first took oath as Protem/Interim Speaker in front of the Chief Justice Commissioner, Sonam Dagpo and then other MPs followed.
All the proceedings were kept indoors and they did not allow any media to cover the oath ceremony due to COVID-19 protocol.
Dolma Tsering, an MP, said, "There is a lot of enthusiasm, we have lots of newcomers, new faces with new zeal and new ambition and a new vision. So, we're looking forward to work with them and their contribution towards the community."
Mgyur Dorjee, another MP, said, "It is an oath taking day today and we have taken our oath under the charter 47 and details will come out very soon. Everything was indoors because of Covid protocol and we had to follow the procedure as prescribed by the government of Himachal Pradesh and we strictly followed it."
Lobsang, a new member of Tibetan parliament in-exile, said, "I feel very proud today that I was able to take oath in front of the Interim Speaker and my objective is to look at as an expert in technology...as a technologist, I think this is something that I can bring to the parliament. Everything is indoors and there are not more than five members in each room and we are following the norms of COVID-19 protocol."
All the members are also expected to elect Speaker and Deputy Speaker later today.
Dolma Tsering and Sonam Temphel are contesting for the election of Speaker whereas four candidates, Namgyal Dolkar, Yudon Aukatsang, Migyur Dorjee and Karma Gelek, are participating in the race of Deputy Speaker.
Penpa Tsering is the newly elected President of the Tibetan government-in-exile.
Tibet is ruled by the Chinese Communist Party government based in Beijing, with local decision-making power concentrated in the hands of Chinese party officials.
Tibet was a sovereign state before China's invasion in 1950 when the People's Liberation Army entered northern Tibet.

US President Joe Biden and the country's top medical expert Anthony Fauci have sounded a warning about the highly infectious Delta variant that was first found in India, and which is now the dominant strain in the United Kingdom. 
The Delta variant now accounts for more than 6 per cent of the cases being sequenced in the U.S., said Anthony Fauci, head of the National Institute of Allergy and Infectious Diseases and an adviser. 
The actual number is likely higher, as the U.S. is running the genetic sequence on a fraction of cases.
It has become the dominant strain in the U.K., accounting for an estimated 60 per cent of new cases. It's now more prevalent than the Alpha strain, formerly called the B.1.1.7 strain, which was first identified in the U.K., and transmission is peaking in people between the ages of 12 and 20, he said in a press briefing.
"In the U.K., the Delta variant is rapidly emerging as the dominant variant ... It is replacing the B.1.1.7," Fauci said. "We cannot let that happen in the United States," he told CNBC. 
President Joe Biden also tweeted saying, "A highly infectious COVID-19 strain - is spreading rapidly among young people between 12 and 20 years old in the U.K."

Currently, 63 percent of adults have received at least one shot of a coronavirus vaccine. Twelve states have crossed 70 percent and more are expected to get there this week, Biden said.
Just over half of adults have been fully vaccinated, leading to a plunge in the toll from the virus, which has killed nearly 600,000 Americans.
President Joe Biden has set a target of getting at least one vaccine shot into the arms of 70 percent of American adults by July 4 -- the nation's Independence Day.
According to the latest Centers for Disease Control and Prevention data, the current figure stands at 63.7 percent.
The Delta variant was first detected in October and has spread to 62 countries, the World Health Organization said last week.

The British government has claimed that it intends to send private security contractors to knock on the doors of anyone returning from holidays to make sure they are quarantining upon their return, as required by law.
Home Secretary Priti Patel <a href="https://www.dailymail.co.uk/news/article-9597685/Priti-Patel-reveals-plans-10-000-quarantine-checks-day.html">announced Wednesday</a> that those returning from destinations that have not been added to the government’s ‘green list’ should expect to be checked on at their homes.
The warning comes after the government lifted international travel restrictions on Monday, allowing people to go on holiday, but with extensive caveats.
Patel claimed that 10,000 checks will be conducted every day by private contractors hired <a href="https://www.mitie.com/all-services/security-fire/?filter-service=security-and-fire&filter-search=">via the firm Mitie</a>, and if people are found to be flouting quarantine or acting noncompliant, police will be called to deal with them, with the authorisation to issue fines of up to £10,000.
The government has decreed that a negative PCR test and ten day quarantine is required for anyone returning from countries it has not deemed to be completely safe to visit, including the popular destinations of The U.S., France, Spain and Greece.
Those returning will then have to take a further two PCR tests (at their own expense) and test negative to be allowed out of their houses after the ten day period.
“People will not go unchecked,” Patel threatened. adding “Significant resources have been put in place – millions of pounds – in terms of the follow-up checking of people around their testing and making sure they stay at home. It has been stepped up.”
Discouraging travel to so called ‘amber list’ countries, Transport Secretary Grant Shapps <a href="https://news.sky.com/story/covid-19-travel-expect-knock-on-the-door-when-you-return-from-amber-countries-priti-patel-warns-12311649">told Sky News</a> Thursday that “You’ve got to quarantine. People will come to your house to check your quarantine. It’s expensive. We’re not at the stage of saying to people, go to those places on holiday. Please don’t.”
Health Secretary Matt Hancock also claimed that the door to door checks are already underway, with 30,000 being conducted last week.
Boris Johnson told MPs yesterday that visits to medium-risk destinations are only acceptable in ‘extreme circumstances’. 
The announcement came after millions of people had already booked trips to the destinations, and in many cases have already arrived there, prompting fury from travellers, airlines and booking agents.
Julia Lo Bue-Said, of Advantage Travel Partnership described the government’s actions as “typical nanny state tactics.”
She added “Surely the British public can make up their own mind if they wish to quarantine in order to visit an amber country. As long as protocols are followed, testing is in place and rules in the destination are adhered to we see no reason why we cannot be allowed to travel safely to amber destinations for leisure. Otherwise, make those amber countries red.”
In related news, it has been revealed that UK ‘Covid passports’ officially rolled out for use during international travel <a href="https://summit.news/2021/05/20/privacy-watchdog-uk-covid-passport-small-print-says-it-will-be-used-domestically/">will eventually be used domestically</a> to restrict the movement of the population, according to the small print on the NHS website.
