Dhaka:
Bangladesh on Wednesday received 500,000 doses of China's Sinopharm COVID-19 vaccine as a gift to continue its vaccination drive, which was halted due to shortage of India-made Astrazeneca jabs.
Chinese Ambassador Li Jiming handed over the vaccines to Foreign Minister Dr AK Abdul Momen and Health Minister Zahid Maleque at State Guest House Padma, hours after a Bangladesh aircraft landed in Dhaka carrying the vaccines from China.
Momen said that Bangladesh seeks to procure 40 to 50 million doses of the Chinese vaccine on a commercial basis.
He proposed co-production arrangement of the Chinese vaccine in Bangladesh, saying it could create a "win-win" situation for both the countries.
"We have the capacity to produce the vaccine and we can do it with their (Chinese) help . . . if they agree we can go for co-production," he said.
Maleque said that his office has sent a letter of interest to China to buy the vaccine on a commercial basis.
Chinese envoy Li said the gift was the manifestation of China-Bangladesh anti-pandemic cooperation, which again shows that "our people are in the same boat and we will stand with each other till the end of this battle".
The development came after the World Health Organization (WHO) listed the Sinopharm vaccine for emergency use, giving green light for this vaccine to be rolled out globally.
According to Momen, Bangladesh was initially reluctant to receive the Chinese vaccine until it got the WHO nod but the second wave of the pandemic forced the country's health authorities earlier this month to approve the Chinese jabs alongside Russia's Sputnik vaccine.
The Directorate General of Health Services (DGHS) said they would start the process of administering the Sinopharm vaccine among those who got registered for the first dose.
Bangladesh launched the nationwide vaccination campaign on February 7 with the Oxford-AstraZeneca COVID-19 vaccine manufactured by Serum Institute of India.
India provided 3.2 million doses of the vaccine to Bangladesh as a gift.
However, the registration for the vaccination was halted on May 5 in view of shortage of the vaccine.
Bangladesh purchased 30 million doses of the vaccine and under an agreement received seven million doses in two consignments until February, while the third consignment, which was expected in March, is yet to arrive, forcing the country to look for other alternatives to vaccinate its population.
The Chinese vaccines arrived in the country as the ties between the two countries apparently witnessed a sudden strain with China warning Bangladesh against joining the Quad alliance, saying that Dhaka''s participation in the anti-Beijing "club" would result in "substantial damage" to bilateral relations.
The Chinese envoy made the remarks which immediately drew a sharp response from Bangladesh's foreign minister who called it "very unfortunate" and "aggressive", adding that he never heard such comments from any Chinese diplomat before.

Main Opposition party, the Nepali Congress, has decided to stake a claim for the prime minister's post and is engaged in hectic parleys with other parties to conclude a deal ahead of Thursday's deadline issued by the President to political parties to form a new government as the one headed by KP Sharma Oli lost a crucial trust vote.
The decision to form a new government was taken after the office bearers of the Nepali Congress (NC) met on Tuesday under the leadership of party president Sher Bahadur Deuba.
The Office of President Bidya Devi Bhandari on Monday said she has decided to invite parties to form a majority government pursuant to Article 76 (2) of the Constitution of Nepal.
On Tuesday, Deuba held a meeting with the opposition leaders and discussed ways to form a new government under his leadership. The meeting was attended by CPN-Maoist Centre chairman Pushpa Kamal Dahal ''Prachanda'' and Janata Samajwadi Party (JSP-N) second president Upendra Yadav.
Prachanda indicated that his party would support Deuba to become Prime Ministerial candidate. However, JSP-N with its 32 seats in the 271-member House of Representatives is divided on the issue of supporting Deuba as the new prime minister.
Nepali Congress with 61 seats in the House of Representatives and Maoist Centre with 49 seats cannot form a majority government without the support of JSP-N. Although the second president of JSP-N has assured to support Deuba's candidacy, first president of the Party Mahanta Thakur is against the idea.
"Let''s make such a person the new Prime Minister who is not from the ex-PM''s club to form a national government," senior leader of JSP-N Baburam Bhattarai tweeted, giving a blow to Deuba''s candidacy.
"The JSP-N is divided on the issue. We hope that the JSP-N will support us in forming the government by the Thursday deadline," NC Joint General Secretary Prakash Sharan Mahat told reporters after the meeting on Tuesday.
Deuba also hopes to influence lawmakers of the CPN- UML faction led by Madhav Kumar Nepal and Jhalanath Khanal to help it form the government, The Himalayan Times reported.
If the JSP-N does not support the NC, the party hopes to influence 28 lawmakers of the UML's Nepal-Khanal faction to resign en masse.
In that case, the House will be reduced to 243 members, and the NC and the CPN-MC will be able to form a coalition government with the help of 15 JSP-N lawmakers owing allegiance to Upendra Yadav and Baburam Bhattarai.
Mahanta, however, has warned Yadav against trying to split the party. He threatened him with disciplinary action if he unilaterally backed the NC in its bid to form the new government, the report said.
He said the JSP-N should focus on getting its political demands addressed rather than assisting efforts to form the next government.
"Prime Minister KP Sharma Oli-led government has addressed some of our demands and Oli has made efforts to address the remaining issues. We have to wait and watch," he said.
He said the results of his party''s talks with the Oli-led government on the party''s demands were moving ahead positively.
After Oli lost the trust vote, the NC, the CPN -MC and the faction of the JSP led by Yadav urged President Bhandari to invoke Article 76 (2) of the Constitution to pave the way for the formation of a new government.
It says in cases where no party has a clear majority in the House, the President shall appoint as the prime minister a member of the House who can command the majority with the support of two or more parties in the House of Representatives.
If two or more political parties failed to give a majority Prime Minister by Thursday evening then the President will invite parties to submit the name of a minority Prime Minister from the largest party as per Article 76 sub-clause 3 of the Constitution. In that case Oli, whose party has 121 seats in the Parliament, may again claim stake as the new prime minister.
If Oli is appointed under the Constitution, he also needs to win the vote of confidence within 30 days from the date of the appointment.
Nepal plunged into a political crisis on December 20 last year after President Bhandari dissolved the House and announced fresh elections on April 30 and May 10 at the recommendation of Prime Minister Oli, amidst a tussle for power within the ruling Nepal Communist Party (NCP).
Oli's move to dissolve the House sparked protests from a large section of the NCP led by his rival ''Prachanda''.
In February, the top court reinstated the dissolved House, in a setback to Oli who was preparing for snap polls.
Known for his pro-China stance, Oli had earlier served as the country''s prime minister from October 11, 2015 to August 3, 2016 during which Kathmandu''s ties with New Delhi had strained.
Oli said in Parliament on Monday that it was "unfortunate" that a government that "tirelessly worked for the country''s development and nation-building" was being "targeted for narrow and partisan interests''.
Prominent leaders, including Deuba and 'Prachanda'', blamed Oli for his failure to tackle the surge in COVID-19 cases over the last few weeks. They said "corruption and scandals" had blocked the supply of timely delivery of vaccines from India.

One investigator behind Wednesday's explosive report highlighting the mistakes that allowed Covid-19 to flourish told AFP that urgent reform was needed to withstand future pandemic threats.
The Independent Panel for Pandemic Preparedness and Response found that bad decisions, dithering and poor coordination created a "toxic cocktail" which allowed Covid-19 go on to kill at least 3.3 million people so far and upend the global economy.
Panel member Michel Kazatchkine, a French diplomat and former director of the Global Fund to Fight AIDS, Tuberculosis and Malaria, called for immediate action to ensure the world must never again face a "catastrophe" like the Covid-19 crisis.
What is the aim of your report?
"From the start, we agreed that this report should be very concrete and audacious... (with the aim) that no infection cluster with pandemic potential will become a pandemic, and no pandemic, if one were to happen, will ever again become a socioeconomic catastrophe of the kind we are living through."
The report proposes significant reforms. Will the world listen?
"This has been a considerable shock. A health shock -- this epidemic is far from over -- and then there is the economic impact.
"Rich and poor countries alike have been affected. So if faced with these conditions, the world does not react and agree to cooperate to ensure that this never happens again, then what are they waiting for? In our report we say: If not now, then when?"
How did the World Health Organization's alert system perform and how should it be reformed?
"WHO's alert system is in a bit of disrepair... WHO can publish nothing without permission from the government in question.
"We propose that WHO be permitted to publish in real time all the information it has without waiting for permission from governments.
"The 194 UN member states must also allow WHO to go carry out investigations in countries where there are clusters of infection.
"In the future, there should be a political structure, a sort of permanent Security Council for big health crises. A crisis like this one teaches us that health is not just a health issue. It is also a social, economic and political issue."
How can we better handle the current pandemic?
"First, countries must enforce social distancing measures at a level that their epidemiological situation requires, and that is not something most countries are currently doing.
"The second recommendation, which is sensitive, has to do with vaccine access. Rich countries have so far pre-bought 4.3 billion doses, even though they represent just 1.16 billion people... We are asking that, as soon as they have provided reasonable vaccine coverage to their population, they organise to donate a billion vaccine doses to poorer countries by September 2021."
"Finally, we are asking the WTO (World Trade Organization) and the WHO to bring together all the vaccine-producing countries and companies to decide together on a global mechanism for voluntary licensing and technology transfer.
"If there is resistance to voluntary licensing, then we ask WTO to impose a patent waiver."

Norway will not resume its use of the COVID-19 vaccine made by AstraZeneca due to a risk of rare but harmful side-effects, newspaper VG reported on Wednesday.
Prime Minister Erna Solberg is expected to announce at 1600 GMT whether Norway will resume the use of the AstraZeneca shot, as well as the government's decision on Johnson & Johnson's inoculation.
The prime minister's office and the health ministry were not immediately available for comment.
Authorities on March 11 suspended the AstraZeneca rollout after a small number of younger inoculated people were hospitalised for a combination of blood clots, bleeding and a low count of platelets, some of whom later died.
A study in Denmark and Norway found slightly increased rates of vein blood clots among people who have had a first dose of AstraZeneca's vaccine, including clots in the brain, compared with expected rates in the general population.
On May 10, a public panel of medical, legal and other experts said the two vaccines should not be offered as part of the national inoculation scheme, although volunteers should be allowed to take them.

The United States has returned $452 million to Malaysia related to the scandal-hit sovereign wealth fund 1MDB, authorities said Wednesday, as the Southeast Asian nation steps up efforts to recover looted cash.
Billions of dollars were stolen from 1Malaysia Development Berhad in a fraud that involved former premier Najib Razak, and spent on everything from a super-yacht to art.
Some of the looted money was spent in the United States and laundered through the American financial system, and authorities there have been clawing back funds and sending it to Malaysia.
The latest tranche to arrive from the United States is around 1.9 billion ringgit ($452 million), Malaysia's finance ministry said in a statement.
The US Justice Department remitted the money to a special "assets recovery" account in Malaysia, which has now received a total of 16.05 billion ringgit in 1MDB funds, the ministry said.
The account will be mainly used to repay debts of 1MDB and a former unit, SRC.
1MDB still has 39.8 billion ringgit in outstanding debt, the ministry said.
Najib's long-ruling coalition lost power in 2018 in large part due to the scandal, and since then authorities have been working to get back pilfered funds.
Last week, 1MDB sued units of Deutsche Bank, JPMorgan and Coutts in Malaysia for billions of dollars as part of these efforts.
Wall Street giant Goldman Sachs also became embroiled in the 1MDB scandal, after helping to raise billions of dollars for the fund.
The bank reached a $3.9 billion settlement with the Malaysian government last year in exchange for criminal charges being dropped.
