Dubai:
Iran blames its regional arch-foe Israel for Sunday's incident at the Natanz nuclear site and will take its revenge, state TV quoted Foreign Minister Mohammad Javad Zarif as saying on Monday.
Iranian authorities described the incident a day earlier as an act of "nuclear terrorism" and said Tehran reserves the right to take action against the perpetrators.
"The Zionists want to take revenge because of our progress in the way to lift sanctions ... they have publicly said that they will not allow this. But we will take our revenge from the Zionists," Zarif was quoted as saying.
Multiple Israeli media outlets have quoted unnamed intelligence sources as saying that the country's Mossad spy service carried out a successful sabotage operation at the Natanz site, potentially setting back enrichment work there by months. Israel has not formally commented on the incident.
The Natanz uranium-enrichment site, much of which is underground, is one of several Iranian facilities monitored by inspectors of the International Atomic Energy Agency (IAEA), the U.N. nuclear watchdog.

As Britain mourned the death of Prince Philip, photographs from just about every chapter of his long life circulated widely: There were images from his 1947 wedding to the future Queen Elizabeth II and of him serving in the Royal Navy. Of him line dancing in Canada, hosting the Obamas in London and rowing a boat across the Mediterranean.
But one particular image generated a lot of buzz online.
The year is 2003 and Philip stands in full ceremonial uniform and a traditional bearskin cap, ready to accompany the queen to a ceremony at Windsor Castle. But as she arrives, wearing a powder-blue ensemble and white gloves - a large grin spreads across her face. Together they chuckle, sharing a moment that some said was indicative of a lifetime of love.
On social media, many wanted to know: What exactly were the "mischievous" pair laughing at?
Some had their own theories, claiming that the monarch was laughing because her husband had dressed up as a guard to "surprise her"; others said the duke, who was known for his quirky personality and sense of humor, had been playing "a prank" on his wife.
"Does anyone know the story behind this picture? I read that #PrincePhilip was playing a joke on the Queen by dressing as one of her regular sentries - and this was the moment she realised," British presenter Jeremy Vine tweeted Saturday.
"I'd really love to know what was said to make Queenie grin like this," read another tweet.
As misinformation swirled, full details of the photo soon emerged, with Chris Young, the photographer behind the image, fondly recalling what really happened on that April day as he spoke with the BBC.
According to Young, the queen was indeed taken by surprise - not over a hoax but instead a swarm of bees that had invaded the royal grounds before a review of the Queen's Company, 1st Battalion Grenadier Guards. At the time the photo was taken, Philip was in uniform as he was serving as colonel of the Grenadier Guards, a role he held until 2017.
"I recognised that it was a human moment. She was giggling like a little girl and he was laughing too," Young said, adding that their reactions were "pretty unique."
He said he felt lucky to have witnessed the moment, which resulted in a beekeeper being called to remove the swarm, which had attached itself to one of the chairs.
British media reports from the time described how guests were forced to take cover inside while the royal beekeeper and several guards worked to contain the insects - which had managed to sting a retired sergeant major on the forehead.
"We had two queen bees on show - and one was very amused as she watched her rival being taken away," the Daily Mail wrote the day after the incident, quoting a Buckingham Palace source.

Tech billionaire Elon Musk knows how to get social media's attention. And now, Mr Musk has changed his bio on the social media platform to add, "Imperator of Mars" to it. The Tesla and SpaceX CEO followed up the addition with a winking emoji. While 'imperator' is a word used to describe an emperor or commander in ancient Roman history, the billionaire did not elaborate why he chose to describe himself as such.  It comes as no surprise, given Mr Musk's long drawn interest in Mars. His complete Twitter bio now reads, "Technoking of Tesla, Imperator of Mars".

As per a filing with the Securities and Exchange Commission on March 15, <a href="https://www.cnbc.com/2021/03/15/elon-musk-officially-made-the-technoking-of-tesla.html" target="_blank">CNBC</a> reported that the electric car company said, "Effective as of March 15, 2021, the titles of Elon Musk and Zach Kirkhorn have changed to Technoking of Tesla and Master of Coin, respectively." Mr Musk will also retain his position as the Chief Executive Officer.
The title change comes at a time when he is also planning to sell a new electronic music track about a non-fungible token. NFT is a cryptocurrency with unique value. They are represented by code that is recorded on a blockchain, which takes on the form of a decentralized digital ledger.
In a tweet, Mr Musk wrote, "I'm selling this song about NFTs as an NFT." The video features a golden trophy decorated with coins and dog figurines. The visual was accompanied by techno music in the background.

As per reports, <a href="https://www.cnbc.com/2021/03/17/elon-musk-turns-down-1-million-offer-to-buy-his-tweet-as-an-nft.html" target="_blank">the billionaire turned down the highest bid of $1,121,000</a>, from a Twitter user.
A while back, the billionaire also shared his thoughts on subjects ranging from a trip to the moon to the new sci-fi film Godzilla vs. Kong.

Protests broke out Sunday night after US police fatally shot a young Black man in a suburb of Minneapolis -- where a former police officer is currently on trial for the murder of George Floyd.
Hundreds of people gathered outside the police station in Brooklyn Center, northwest of Minneapolis. Police fired teargas and flash bangs at the demonstrators, according to an AFP videojournalist at the scene.
The mother of Daunte Wright, a 20-year-old Black man, told a crowd earlier Sunday evening that he called her to say he had been pulled over by police, local media reported.
Katie Wright said she heard officers tell her son to put his phone down, and then one of the officers ended the call. Soon after, her son's girlfriend told her he had been shot.
The Minnesota Bureau of Criminal Apprehension confirmed to AFP it is "investigating an officer-involved shooting incident" in Brooklyn Center but declined to identify the victim.
According to a statement from the Brooklyn Center Police Department, officers pulled over a driver for a traffic violation. When they discovered he had an outstanding warrant, they tried to take him into custody.
He got back into his car, and one of the officers fired their weapon, striking the driver, who died at the scene.
A female passenger in the car suffered "non-life threatening injuries" and was transported to a local hospital, said the statement, which did not identify the woman.
A couple hundred people gathered in Brooklyn Center on Sunday evening, where they were met with police in riot gear.
Photos from the scene showed men stomping on the windshield of a police cruiser. Police fired nonlethal rounds to try to disperse the protesters, according to the Star Tribune.
After about an hour, the police presence eased, and the crowd lit candles and wrote messages such as "Justice for Daunte Wright" in chalk on the street.
Brooklyn City mayor Mike Elliott called the shooting "tragic".
"We are asking the protesters to continue to be peaceful and that peaceful protesters are not dealt with force," he wrote on Twitter.
But clashes broke out again soon after as another group of several hundred protesters gathered outside the Brooklyn Center Police Headquarters and were met with teargas and flash bangs.
The shooting comes during the ongoing trial of former police officer Derek Chauvin, who is facing charges of manslaughter and murder over the death of George Floyd in Minneapolis last May.
Floyd's killing sparked months of protests in the United States against racism and police brutality and attracted international outrage.

Sinovac Biotech Ltd.'s coronavirus vaccine cut in half the risk of developing symptomatic Covid-19 in a key Brazilian study, suggesting two doses of the shot is less potent than some other immunizations designed to tame the ongoing pandemic.
The study, which was posted online and hasn't yet been reviewed by independent scientists, showed the vaccine was more effective at protecting against dangerous infections. None of those who received the CoronaVac injection developed severe disease.
The results of the trial involving 9,823 volunteers bolstered similar findings from a larger Brazilian study released last week that found a 50% protection rate 14 days after the first dose. The efficacy falls short of the results with mRNA vaccines from companies including Pfizer Inc., BioNTech SE and Moderna Inc., which have been shown to prevent about 94% of infections.
The lower efficacy may be one reason some Chinese officials have floated the idea that the country's vaccines may need to be given in combination with other shots.
Gao Fu, the director of China's disease control center, said steps such as changing the amount of vaccine given, the amount of time between doses or the type of shot administered were all possible ways to boost the vaccines' potency, according to the New York Times. He subsequently told the Global Times newspaper that his comments were misunderstood, and that increasing vaccine effectiveness is a universal challenge, the Times wrote.

Maryland lawmakers passed a <a href="https://www.npr.org/2021/04/10/986159466/maryland-lawmakers-override-vetoes-on-sweeping-police-reform">package of sweeping police reform bills</a> which narrow the capacity of police to use force and expand accountability for their misconduct, in part by doing away with the state’s powerful and first-in-the-nation Law Enforcement Officers’ Bill of Rights passed in 1974.
Maryland’s Democratic-controlled legislature passed the bills <a href="https://www.baltimoresun.com/politics/bs-md-pol-hogan-police-reform-veto-20210409-uawqxhjyhjbqfbvogifimywqxi-story.html">over the objections and vetoes</a> of Republican Maryland Gov. Larry Hogan, and the legislative package is being hailed by Democratic lawmakers and police reform advocates as a significant step toward a more progressive criminal justice system in the state.
“Last year, I attended and participated in multiple demonstrations of people demanding change — the young and the old, people of all races and walks of life,” Maryland Sen. Charles Sydnor, a Democrat who sponsored one of the measures, said, <a href="https://www.baltimoresun.com/politics/bs-md-pol-saturday-session-20210410-eyfrbxrlevhrvohrm43lbntvyq-story.html">according to the Baltimore Sun</a>. “With so many situations being thrust before our eyes, we could no longer deny what we see, and I thank my colleagues for believing their eyes and listening to the majority of Marylanders.”
The new laws cover a wide range of policies and include restricting no-knock warrants, mandating body cameras, prohibiting police officers from preventing civilians from recording them, and <a href="https://www.npr.org/2021/04/10/986159466/maryland-lawmakers-override-vetoes-on-sweeping-police-reform">banning</a> sentences of life in prison without possibility of parole for juveniles.
As the New York Times reports, there are also new guidelines designed to raise the bar for police <a href="https://www.nytimes.com/2021/04/10/us/maryland-police-reform.html?action=click&module=Top%20Stories&pgtype=Homepage">use of force</a>:

One section creates a new statewide use-of-force policy and says that officers who violate those standards, causing serious injury or death, can be convicted and sent to prison for up to 10 years. The standard says that force can be used only to prevent “an imminent threat of physical injury” to a person or to “effectuate a legitimate law enforcement objective.”
The policy also says that force must be “necessary and proportional.” Police reform groups said that was a tougher standard than the traditional “reasonableness” standard, which they said was not sufficient for holding officers accountable for blatant acts of violence.

One of the bills repeals the state’s police bill of rights passed in 1974 — the first of its kind in the country, which helped <a href="https://www.npr.org/2021/04/10/986159466/maryland-lawmakers-override-vetoes-on-sweeping-police-reform">inspire similar laws in some 20 other states</a>. It gave police officers workplace protections well beyond those offered to other government employees by allowing them to, among other things, appeal to a local board without civilian input. The new law which replaces it provides civilians with a role in the police disciplinary process.
Hogan initially vetoed the laws, saying that they went too far and would “further erode police morale, community relationships and public confidence.”
Police unions also criticized the reforms as too drastic. “They’re going to make it tougher for the police to police. There’s reform, and this went beyond reform,” Angelo Consoli, second vice president and legislative committee chair of the Maryland Fraternal Order of Police said, according to the New York Times.
But Democratic lawmakers and advocates for police reform saw it as a long overdue step in the fight against excessive police violence.
“These new laws are a victory steeped in the coordinated efforts of community members and advocates who have worked for police accountability, transparency, and justice,” a statement from the NAACP Legal Defense and Educational Fund <a href="https://www.naacpldf.org/press-release/ldf-issues-statement-on-marylands-new-police-accountability-laws/">said</a>. “This landmark package of bills required hard-fought advocacy and its removal of a number of impediments to police accountability has come after over a decade of rallying for a just public safety system.”
<h2>Why repealing the police bill of rights is substantial</h2>
Criminal justice activists have criticized police bill of rights laws as serious obstacles to police accountability for decades. As the Washington Post <a href="https://www.washingtonpost.com/history/2020/08/29/police-bill-of-rights-officers-discipline-maryland/">explains</a>, when Maryland passed the very first one in the 1970s, it seemed uncontroversial at the time, but it put in place powerful new precedents for shielding police from accountability for misconduct:

[The law’s provisions] included giving officers a formal waiting period before they had to cooperate with internal inquiries into police conduct, scrubbing records of complaints brought against officers after a certain period, and ensuring that only fellow officers — not civilians — could investigate them.

Experts say that Maryland’s police bill of rights went <a href="https://www.washingtonpost.com/history/2020/08/29/police-bill-of-rights-officers-discipline-maryland/">further than other states</a> in the amount of time it allows officers before being investigated — five days in Maryland versus 48 hours in other states, according to the Post.
This waiting period until the investigation <a href="https://www.vox.com/2015/5/26/8662463/baltimore-police-accountability">conflicts with US Justice Department guidance</a>, in part because it may give officers more time to conspire and fabricate a story as they prepare to be asked about alleged misconduct.
Maryland’s new law allows for civilian input into the process and removes some of those protections. <a href="https://www.nytimes.com/2021/04/10/us/maryland-police-reform.html?action=click&module=Top%20Stories&pgtype=Homepage">Per the New York Times</a>: “Civilians will have a role on administrative charging committees that will review the findings of law enforcement agencies and recommend discipline for officers. Police chiefs will not be able to issue disciplinary actions more lenient than the level recommended by those panels.” And the waiting period and record-scrubbing policies <a href="https://www.washingtonpost.com/local/md-politics/hogan-vetoes-police-accountibility/2021/04/09/c0ac4096-9967-11eb-962b-78c1d8228819_story.html">are gone</a>.
Still, some activists don’t think the new oversight policy replacing the police bill of rights has gone far enough. Dayvon Love, the director of public policy for Leaders of a Beautiful Struggle, a Baltimore-based think tank, told the Post the new laws were a “<a href="https://www.washingtonpost.com/local/md-politics/hogan-vetoes-police-accountibility/2021/04/09/c0ac4096-9967-11eb-962b-78c1d8228819_story.html">net positive</a>,” but ultimately lack a substantive enough community oversight mechanism.
