Jordan said it uncovered a plot to destabilize the kingdom that involved King Abdullah II's half-brother and extended beyond the country's borders.
The sibling, former Crown Prince Hamza Bin Hussein, worked in concert with foreign entities, Deputy Prime Minister Ayman Safadi said on Sunday, in a first official explanation of a string of arrests a day earlier. More than 16 people, including at least one other royal, were taken into custody, he said at a news conference in the capital, Amman.
"There was an effort to target Jordan's security and stability, this effort was foiled," he said, giving no evidence to back up his claims. He declined to say whether the unidentified foreign entities were people or governments, and if any money was paid to those involved in the alleged plot.
The crackdown comes as Jordan struggles with a worsening squeeze on its finances and a resurgence of Covid-19 cases that has prompted the government to renew restrictions on movement. The U.S. most recently provided the Middle East kingdom with $700 million in August.
"We are closely following the reports and in touch with Jordanian officials," State Department spokesman Ned Price said in a statement late Saturday. "King Abdullah is a key partner of the United States, and he has our full support."
Jordan's stability is crucial to the region as it sits at the crossroads of the Israeli-Palestinian conflict. It's home to as many as 2 million Palestinian refugees and their descendants, and chaos there could endanger the security of Israel, with which it shares a frontier and made peace in 1994. Bordering both Syria and Iraq, the kingdom has also fashioned itself as a force for moderation in a turbulent neighborhood.
Security personnel and armored vehicles were seen parked outside royal palaces and patrolling the Dabouq neighborhood of the capital, Amman, on Saturday. The Washington Post said earlier that Hamza, the eldest son of the late King Hussein and his fourth wife Queen Noor, was under house arrest at his palace in Amman. It cited a senior Middle East intelligence official briefed on the events as saying there was an ongoing investigation into an alleged plot to unseat King Abdullah, Hamza's older half-brother.
Hamza was the crown prince for four years before the title was transferred in 2004 to the current king's eldest son, Hussein. He has occupied various roles, including brigadier in the Jordanian army. In a six-minute video provided to the BBC by his lawyer, he said he was "not part of any conspiracy."
Support From Allies
"I had a visit from chief of general staff of the Jordanian armed forces this morning in which he informed me that I was not allowed to go out, to communicate with people or to meet with them because in the meetings that I had been present in -- or on social media relating to visits that I had made -- there had been criticism of the government or the king," Hamza said in the video. He added that his Internet and phone lines had been cut.
On Twitter, Hamza's mother, Queen Noor called the incidents a "wicked slander".
Chairman of the Joint Chiefs of Staff Major General Yousef Huneiti on Saturday denied claims about the arrest of Hamza and said the prince was merely asked to stop "movements and activities that are used to target" the security and stability of Jordan. He added that the move was part of joint investigations undertaken by security agencies, as a result of which Hasan Bin Zeid, a member of the royal family, along with several others, including Bassem Awadallah, a former cabinet minister, were arrested.
The army chief indicated that the investigations were ongoing and their results will be announced "with full transparency and clarity."
Awadallah, who holds a doctorate from the London School of Economics and Political Science, has served in various positions in Jordan, including economic secretary to the prime minister, minister of finance and head of the royal court. Until 2018, he was King Abdullah's personal envoy to Saudi Arabia, where he was close to Crown Prince Mohammad bin Salman.
Saudi Arabia, the United Arab Emirates, Qatar, Egypt and other Arab states joined the U.S. in expressing support for King Abdullah.
Saudi King Salman bin Abdulaziz called Jordan's King Abdullah II, and Crown Prince Mohammed bin Salman spoke with both the king and with Jordan's Crown Prince Hussein bin Abdullah, according to the SPA news agency.
"The Kingdom stands and its full solidarity with the sisterly Hashemite Kingdom of Jordan and the Kingdom's support for all the measures that His Majesty takes to preserve the security of Jordan and maintain its stability," King Salman was quoted as saying.
"The Biden administration would view the potential of a failed state as detrimental to regional stability," said Ayham Kamel, the New York-based head of Eurasia Group's Middle East and Africa research team. "The Israeli security establishment would not look favorably toward any real instability in Jordan that triggers a Palestinian crisis."

More than 75 people have died and dozens are still missing after flash floods and landslides hit Indonesia and neighbouring East Timor, officials said Monday.
Floods sparked by torrential rain have wreaked havoc and destruction on islands stretching from Flores in Indonesia to East Timor, sending thousands fleeing into shelters.
The deluge and subsequent landslides caused dams to overflow, submerging thousands of houses and leaving rescue workers struggling to reach trapped survivors.
"There are 55 dead, but this number is very dynamic and will definitely change, while some 42 people are still missing," Indonesia disaster management agency spokesman Raditya Jati told broadcaster MetroTV.
At least 21 people had also died in East Timor, said an official in the tiny half-island nation that lies between Indonesia and Australia. 
Many of the deaths were in Timor's inundated capital Dili.
Mud covered homes, bridges and roads in Indonesia's East Flores municipality, where rescuers struggled to reach a remote and badly-hit area because of rains and strong waves.  
"The mud and the extreme weather have become a serious challenge and the debris piling up has hampered the search and rescue team," Jati said. 
'Medicine, food, blankets'
Scared residents flocked to temporary shelters across the remote region or took refuge in what was left of their homes.
"The evacuees are spread out. There are hundreds in each sub district but many others are staying at home," said Alfons Hada Bethan, head of the East Flores disaster agency.
"They need medicine, food, blankets."
Pounding rains challenged efforts to find any survivors.
"We suspect many people are buried but it's not clear how many are missing," Bethan said.
In Lembata, an island halfway between Flores and Timor, parts of some villages were swept down a mountainside by torrents of mud, ending up down on the shore of the ocean. 
Earlier, road access had been cut off and local officials were forced to deploy heavy equipment to reopen the roads.  
Images from Lembata showed barefoot locals wading through mud and past collapsed houses to evacuate victims on makeshift stretchers.
Fatal landslides and flash floods are common across the Southeast Asian archipelago during the rainy season. 
January saw flash floods hit the Indonesian town of Sumedang in West Java, killing 40 people.  
And last September, at least 11 people were killed in landslides on Borneo. 
The country's disaster agency has estimated that 125 million Indonesians -- nearly half of the country's population -- live in areas at risk of landslides.
The disasters are often caused by deforestation, according to environmentalists.

China's "wolf warrior" diplomats are back after a brief lull, firing insults over Twitter, smearing critics and suggesting conspiracies.
The hyperactivity of the envoys follows renewed global pressure over Beijing's treatment of the Muslim Uyghur minority in China's Xinjiang region.
Here are five things to know as the wolf warriors once more bare their teeth:
When did it start?
The term "wolf warrior diplomacy" became common parlance in 2019, when Chinese envoys -- most prominently spokesman Zhao Lijian -- adopted a vociferous defence of the Communist-led country on social media platforms such as Twitter, which is blocked in China.
The nickname derives from a film about a Rambo-like Chinese special forces soldier.
China insists it was forced into the change of tone, which came amid the fulminations of Donald Trump's White House.
But officials like Zhao, who made headlines in 2019 over controversial tweets as an envoy to Pakistan, took to his fresh combat role as foreign ministry spokesman with particular aplomb a year later.
He has promoted conspiracy theories including that the US military might have brought Covid-19 to China, and then railed against Canberra in tweets alleging "the murder of Afghan civilians & prisoners by Australian soldiers".
That post came with an illustration of a soldier holding a bloody knife to a child's throat. It was denounced by Australia's prime minister, but set the tone for feuds that still dominate relations.
Trump's rhetoric over the "China virus" saw Beijing's envoys up the ante as the pandemic roiled the world.

Why did the wolves return?
As Joe Biden settled into the US presidency in January, China's diplomats floated hopes of a reset in relations. 
But the ceasefire collapsed at a US-China meeting in Alaska in mid-March, where the Chinese Communist Party's top diplomat Yang Jiechi threatened action over "US interference".
"Yang's tough talk in Anchorage seems to have encouraged senior Chinese diplomats to indulge in inflammatory remarks," said Mathieu Duchatel, director of the Asia Programme at Paris-based think-tank Institut Montaigne.
China's consul-general in Rio de Janeiro Li Yang has since referred to Canadian Prime Minister Justin Trudeau as "boy" while calling Canada a "running dog of the US".
And in late March as the European Union, Britain, Canada and the United States imposed sanctions over Xinjiang, foreign ministry spokeswoman Hua Chunying went as far as to suggest the CIA helped cook up rhetoric on the northwestern region to destabilise China.
In response to backlash against brands like H&M and Nike who raised concerns over the textile supply chain in Xinjiang, Hua showed a photo she said showed Black slaves in US cotton fields.
Referencing the transatlantic slave trade that same week, she argued others were in no position to criticise China.
Attack mode
China's envoys say Beijing has been forced to retaliate as rivals -- particularly in the West -- gang up to curtail its rise.
But officials' attitudes have markedly shifted under Xi from late leader Deng Xiaoping's philosophy to "hide your strength, bide your time".
When France recently summoned the Chinese ambassador over "unacceptable" behaviour, the embassy said he would not immediately comply and instead come to "make representations" over sanctions and Taiwan issues.
Observers suggest there are bigger geopolitical calculations at play with a benefit in slinging mud at the once untouchable bigwigs of the global political order.
"The uncertainty of the international environment also gives Beijing a particular strategic development space to challenge the existing international order," said Zhao Alexandre Huang, an academic at the Universite Gustave Eiffel in France.
What's next?
Signalling strength and threatening costs for non-compliance may lead to friction with some states but could cow others, said Chong Ja Ian of the National University of Singapore.
Nations dependent on Chinese trade "are more susceptible to submission", he said, adding that those with experience handling Chinese pressure may find it easier to ride out Beijing's ire.
But if it wants to signal costs in opposing China, Beijing may edge towards demonstrating "capacity and determination to escalate at each moment of confrontation", Duchatel said.
While the wolf warriors have overturned many diplomatic assumptions, the surge into social media has not all been to Beijing's benefit.
In September 2020, a Twitter account belonging to Liu Xiaoming, China's long-standing firebrand ambassador to Britain, "liked" a pornographic foot fetish video on Twitter. He played off the incident as a hack. 
Liu retired a few months later.
China's embassy in Ireland drew mirth last week when it cited a fable to push back against the wolf warrior label: "Aesop described how the Wolf accused the Lamb of committing offences...BTW, China is not a lamb."
The tweet appears to have since been deleted.

Florida officials were scrambling Sunday to prevent a "catastrophic flood" after the lining in a reservoir holding hundreds of millions of gallons of wastewater sprung a leak. They warned that the breached reservoir's total collapse could send a 20-foot wall of contaminated water crashing down into the surrounding area.
Manatee County officials on Saturday ordered people in more than 300 homes to urgently evacuate the area around an old phosphate plant at Piney Point, where officials described a deteriorating leak in one of the reservoir containment walls.
"If you're in an evacuation area and you have not heeded that, you need to think twice and follow the orders," acting Manatee County administrator Scott Hopes warned.
As state and local authorities warned of potential flooding, scientists expressed concern about longer-term consequences, including whether the leaking water could drive algae blooms that could be fatal to marine life.
"What we're looking at now is trying to prevent - and respond to if need be - a catastrophic flood issue," said Florida Gov. Ron DeSantis, a Republican, who declared a state of emergency on Saturday for affected counties.
Officials said crews have been pumping water out of the reservoir, a controlled discharge into surrounding waterways that is meant to lower the reservoir's volume and reduce water pressure in the event of a total failure.
More than 23,500 gallons per minute - more than 33 million gallons of water per day - were being pumped out of the pond, DeSantis said during a Sunday news conference. He said the Florida National Guard was flying in additional pumps to accelerate the process.
Hopes said that the controlled release of water is "working" and that, with the additional pumps, officials anticipate being able to double the amount of water they are discharging, but "we are not out of the critical area yet."
Officials said Sunday that about 300 million gallons of wastewater remain in the reservoir.
Brandi Jenkins, a spokeswoman for the Environmental Protection Agency, said the federal agency is "closely monitoring the ongoing situation" and is in contact with DeSantis, as well as the Florida Department of Environmental Protection.
The EPA is also sending an "on-scene coordinator" to work with the local emergency management agencies and "coordinate EPA support, as necessary," Jenkins said.
The Piney Point site was in operation starting in the 1960s, launched by Borden Chemical to process phosphate, a component in fertilizer, the Bradenton Herald reported. It has been inactive since 2001.
But the area, now managed by a private company called HRK Holdings, still contains contaminated material left from its years in operation. HRK Holdings could not be reached for comment; a company voice mail box was full, and an online contact form was not working Sunday.
In the process of turning phosphate into fertilizer, phosphogypsum - a slurry mixture that contains uranium and is slightly radioactive - is left as a byproduct, said Matthew Pasek, a geoscience professor at the University of South Florida.
"As a result, there's lots of this waste product that is left over," he said. "And you can't do anything with it."
To manage that waste product, the phosphogypsum is put into mountainous waste piles called gypsum stacks. Ponds of phosphorous-rich wastewater sit on top of them. Such stacks are common in Florida, a major hub for the phosphate mining industry dating to the late 1800s, Pasek said.
DeSantis said the wastewater being discharged into surrounding waterways is "not radioactive." Pasek said that is true in the sense that it cannot penetrate skin and would not hurt people if splashed onto them. But he added that it is "slightly" radioactive and, on a long-term basis, "you wouldn't want to drink this water."
Florida Environmental Protection Secretary Noah Valenstein said the water includes high levels of phosphorus and nitrogen- nutrients that marine experts warn could fuel algae blooms.
"The goal is a controlled discharge to the Port of Manatee . . . that marine environment can better process that," Valenstein said.
Pasek said the worst-case scenario is that the reservoir ruptures and disrupts other Piney Point pools that are not as treated. Another threat is the potential for algae blooms in the Tampa Bay and the gulf if the wastewater spills in.
Jayne Gardiner, a marine biologist and associate professor of biology at New College of Florida, said one concern is "potentially just a huge load of nutrients coming into the system."
"Adding that much nitrogen to a system at once tends to fuel absolutely massive algae blooms - that's problematic on a number of levels," Gardiner said. She said that algae blooms tend to form large clumps that can block light and that the blooms consume oxygen.
"When you have a massive bloom, you can get very low oxygen levels overnight, and that can be fatal for organisms that are breathing water," she said.
Gardiner recalled Florida's red-tide event in 2018, the state's worst red tide in more than a decade, which killed many marine animals.
"I don't think anybody could forget what it looked like, what it smelled like - it was incredible," she said.
"It's hard to have a crystal ball and say this is what it's going to look like," she added. "Except we do know, history has told us again and again, that this much nutrient loading into a system is generally pretty disastrous."
Hopes acknowledged Sunday that concerns about the site require a long-term solution.
"We will be moving forward to a permanent solution, into the future, once we mitigate the current risk, which will probably include filling these ponds after they've been devoid of their contents and capping them, leaving a permanent solution that this will not reoccur anytime in the future," he said.
Pasek said the Piney Point situation could be a "wake-up call," noting that there are many similar phosphogypsum stacks in Florida.
"This is the problem with mining in general," he said. "We like the products, but when the companies that mine this stuff go out of business, who owns the waste products? And that is an excellent question."
Pasek added: "Who has to pay for maintenance is also the big question."

Johnson & Johnson will take full control of the production of its coronavirus vaccine at a troubled plant in Baltimore where millions of doses worth of drugs were contaminated, the company said late Saturday.
Production at the plant of the vaccine developed by AstraZeneca will be relocated with help from the Biden administration following the mix-up, according to AstraZeneca and a senior federal health official.
The developments followed the news that a batch amounting to 15 million doses of Johnson & Johnson's vaccine was spoiled at the plant after being contaminated with ingredients for AstraZeneca's vaccine.
The error was caught and no contaminated drugs made it out of the plant, according to the companies involved.
The plant is operated by Emergent BioSolutions, a major government contractor. The senior health official said the administration had determined that only one vaccine should be made at the facility.
Johnson & Johnson said in a statement that it was "assuming full responsibility" of the production of its vaccine at the plant and that it was sending additional staff to Baltimore to oversee production.
"Specifically, the company is adding dedicated leaders for operations and quality, and significantly increasing the number of manufacturing, quality and technical operations personnel to work with the company specialists already at Emergent," the statement said.
AstraZeneca said in a statement that it was working with the government to find an alternative location for production of its vaccine, which has not yet been authorized by U.S. authorities.
"AstraZeneca and the U.S. government continue to work closely together to support agreed upon plans for the development, production and full delivery of the vaccine," the statement said.
Johnson & Johnson said that it still expected to deliver 100 million doses of its single-shot vaccine to the U.S. government by the end of May. President Biden has pledged that all American adults will be eligible for vaccination by that time.
Emergent spokeswoman Nina DeLorenzo confirmed Saturday that the company had been notified that production of the AstraZeneca vaccine would be relocated and that Emergent intended to stop making the vaccine in the next few days.
"We are welcoming additional Johnson & Johnson personnel on-site at Bayview for their technical expertise and support," DeLorenzo said.

Emergent's coronavirus vaccine production line has not yet been certified by the Food and Drug Administration. Until it is certified, vaccines made there cannot be distributed to consumers. Drugs made at the Baltimore plant have been set aside while the FDA reviews the Emergent plant.
The Washington Post reported on Thursday that an FDA investigator flagged problems at the Baltimore facility six weeks before the Trump administration announced a $628 million deal with Emergent as part of Operation Warp Speed, the government's program to rapidly produce vaccines to fight the novel coronavirus.
Emergent secured deals totaling more than $740 million with Johnson & Johnson and AstraZeneca to produce vaccines for both companies at the Baltimore site.
The Post reported last year that Emergent had benefited from billions of dollars in federal contracts as health officials directed public spending toward the threat of bioterrorism attacks at the expense of some preparations for a pandemic.
Emergent's Warp Speed deal was made as part of a long-standing contract between the company and the office in the Department for Health and Human Services responsible for preparing for public health threats.
At the time of the award, that office was led by Assistant Secretary Robert Kadlec. The Post previously reported that before joining the Trump administration, Kadlec was paid as a consultant to Emergent and formed a startup company with Emergent's chairman. Kadlec did not mention either role in a questionnaire about his career that he completed for the Senate when it considered his nomination by Donald Trump in 2017. Kadlec and Emergent previously told The Post that Kadlec's past work for Emergent had no bearing on the firm's government contracts.
