They choose to be anti-social and persist in doing evil. I am not talking about people who have a problem, especially those who are aware of it and trying to do something about it- for example, a drunk who knows he has an alcohol problem. It does not excuse him of his need to better himself, but so long as he is working at fixing his problem, that is worthy and commendable.
