The Other Black Girl is a pulpy, joyous thrill ride of a book

Early on in The Other Black Girl, a nimble-witted new horror satire by debut novelist Zakiya Dalila Harris, Nella Rogers feels ready to bond with her new office mate.
Nella’s been the only Black girl in her office for two years now. She’s an editorial assistant at the prestigious publisher Wagner Books, struggling to climb the ladder and become an editor herself. And Wagner, <a href="https://www.vox.com/culture/22176959/publishing-protests-hachette-walkout-american-dirt-publishing-paid-me-day-of-action">like most publishers</a>, is staffed almost entirely by white people.
Nella longs for someone she can make ironic eye contact with after experiencing yet another microaggression from one of her coworkers. When glamorous Hazel wafts into the office — all locs and colorful blazers, looking “very Erykah-meets-Issa” — Nella thinks her dreams have finally come true.
So when Hazel says, “C’mon, sis, you can be real with me,” and asks Nella to tell her about what it’s really like to work at Wagner, Nella obliges.
“I’ll just put it this way,” she says. “They don’t ‘see’ color here at Wagner.”
Hazel takes Nella’s words as the warning they are. But to Nella’s surprise, she doesn’t respond by offering up fellow-Black-girl solidarity. Instead, like a starlet from All About Eve with a great natural haircare hookup, Hazel uses Nella’s inside intel to set about undermining her at every turn.

Nella tells her bosses that there are some problems with a token Black character named Shartricia in an upcoming novel; Hazel assures them that the book is brilliant and authentic. (Is that what happened with <a href="https://www.vox.com/culture/2020/1/22/21075629/american-dirt-controversy-explained-jeanine-cummins-oprah-flatiron">American Dirt</a>?) Nella has cultivated a solidarity-based friendship with the Black people working the Wagner reception desk and mailroom, but Hazel plies them with presents and steals their loyalty. Nella’s been wooing a hot young literary agent she wants to start working with, and instead the agent emails her to ask for Hazel’s contact information.
Hazel somehow seems to be more authentically Black than Nella is, and also more palatable to Nella’s white bosses. She is capable of tailoring her identity to her audience without shame or constraint, and while she laughingly tells Nella that all she’s doing is code-switching, Nella is certain something more sinister is going on.
The possibility of what that sinister thing might be lurks below the surface of The Other Black Girl for a while, as Harris spends most of the novel satirizing the mores of white liberal offices. Harris used to be an editorial assistant at Knopf, and her depiction of Wagner cuts with the specificity of long observation. “It just … it sucks how white it is here,” says one of Nella’s fellow assistants, and shortly afterward she enthusiastically greets Nella by Hazel’s name.
But slowly, through a series of apparently unrelated chapters set in the ’80s, the question of what exactly Hazel’s deal is starts to take center stage. It’s here that The Other Black Girl begins to acquire a slightly loopy camp energy, a bit along the lines of <a href="https://www.vox.com/culture/2018/1/22/16918208/sorry-to-bother-you-review-boots-riley-tessa-thompson-lakeith-stanfield-armie-hammer">Boots Riley’s Sorry to Bother You</a> or Marti Noxon’s <a href="https://www.vulture.com/2018/06/dietland-amc-review.html">Dietland</a>. There’s a conspiracy that stretches back decades, and an underground resistance, and mysterious anonymous threats; there’s also a showdown at a natural hair care salon, and a significant plot point revolves around the issue of what kind of hair grease Nella will use. It’s all creepy and sad and unsettling, but it’s heightened just enough that it’s all a little bit funny, too.
Mostly, The Other Black Girl is just enormously fun. This book is confronting genuine issues about the problems Black women face as they navigate all-white spaces, and about how <a href="https://www.vox.com/culture/22176959/publishing-protests-hachette-walkout-american-dirt-publishing-paid-me-day-of-action">even liberal institutions like book publishing have made themselves all-white</a> — but it does so with a joyous verve that will have readers galloping through every page. It’s a genuine blast of a read, and it will change the way you think about cocoa butter forever.

Why Democrats are voting on bills that have no chance of passing

Senate Democrats — <a href="https://www.rollingstone.com/politics/politics-features/democrats-filibuster-biden-mcconnell-manchin-1168837/">many of whom support a change to the filibuster</a> — are building the case for getting rid of the rule, in an effort to change the minds of their colleagues who want to keep it.
A vote on the Paycheck Fairness Act this week marked the latest development in this process, which will soon include votes on a series of other Democratic priorities that will likely fail. These votes are intended to demonstrate Democrats’ commitment to issues like voting rights protections and gun control, while underscoring how willing Republicans are to obstruct these policies.
As bill after bill gets blocked by Republican filibusters, Democrats who want to eliminate the rule hope to bolster their argument for a change they could make unilaterally, given the party’s narrow majority in the Senate.
Currently, if legislation is filibustered, or blocked, it needs 60 votes to pass. And virtually all legislation can be subject to a filibuster, so the 50-person Democratic caucus is in perpetual need of 10 Republicans willing to get onboard to approve everything from police reform to immigration reform. Should it be disposed of, Democrats would need only the 50 votes of their caucus, plus the tie-breaking vote of Vice President Kamala Harris to pass bills.
Moderates like Sens. Joe Manchin (D-WV) and Kyrsten Sinema (D-AZ) remain firmly opposed to rules changes, putting them out of reach. The exercise of voting on Democratic priorities that are highly unlikely to succeed is meant to show the moderates just how opposed Republicans are to supporting key bills, and is intended to sway them into changing their thinking.
“Each vote will be building the case to convict the Republican Senate leadership of engaging in political gridlock for their advantage, rather than voting for the agenda the American people voted for in 2020,” Sen. Ed Markey (D-MA) <a href="https://www.nytimes.com/2021/06/04/us/democrats-filibuster-senate.html">told the New York Times</a>.
Democrats deployed this strategy on Tuesday, when the 50 Senate Republicans voted unanimously to block the Paycheck Fairness Act, legislation intended to combat the gender pay gap, which did not advance in 49-50 vote. It’s the second measure that’s failed due to a Republican filibuster this year, after the GOP previously stymied legislation that would establish an independent commission to investigate the deadly insurrection of January 6.
The failure of the Paycheck Fairness Act was a reminder that Republican obstruction of Democratic bills extends even to fairly popular legislation. The gender parity policies in the bill have support; <a href="https://www.politico.com/news/2019/09/27/poll-gender-pay-gap-006066">a majority of voters in a 2019 Politico/Morning Consult poll</a> said they believed the federal government was not doing enough to close the wage gap. Republicans previously filibustered the Paycheck Fairness Act during the Obama administration, too, and were willing to block <a href="https://www.newsweek.com/ahead-key-senate-vote-poll-shows-majority-americans-support-jan-6-commission-1595602">the broadly supported January 6 commission</a> as well.
“Americans expect their government to make progress to improve our country, but Senate Republicans once again seem to be choosing obstruction,” Senate Majority Leader Chuck Schumer said in a floor speech this week.
The Paycheck Fairness Act is only one vote of many that could illustrate the extent of Republican obstruction. It’s a bill that House Democrats have now passed four times, and one that aims to help close the gender pay gap in several ways:
<ul>
<li>Preventing companies from asking new hires for salary data from prior jobs to set wages</li>
<li>Requiring companies to prove a pay gap was not due to gender</li>
<li>Barring companies from retaliating against employees for disclosing their wages with one another</li>
<li>Requiring companies to report wage gaps to the Equal Employment Opportunity Commission</li>
</ul>
The gender pay gap remains substantial, and has an outsized effect on women of color, <a href="https://www.usatoday.com/story/news/politics/2021/06/08/senate-gop-blocks-paycheck-fairness-bill-aimed-closing-gender-gap/7588942002/">as USA Today’s Ledyard King reports</a>:

Women who work full time, year-round are paid, on average, 82 cents for every dollar earned by men, <a href="https://nwlc.org/wp-content/uploads/2019/01/PFA-Factsheet-2021-1.27.21.pdf">according to the National Women’s Law Center</a>. This wage gap is more pronounced for women of color: Black women typically make only 63 cents, Native American women only 60 cents, and Latinas only 55 cents, for every dollar paid to their white, non-Hispanic male counterparts.

“This vote comes at a time when women, particularly women of color, are reeling from the horrible economic impacts of the pandemic,” said Amanda Brown Lierman, the executive director of the advocacy group Supermajority, in a statement. “This is why we support eliminating the filibuster — because it’s too often a tactic to block racial justice and equity.”
Republicans have countered, however, that this legislation would put too much legal liability on companies and repeatedly opposed the bill as a result.
More tough votes are coming. Later this month, the Senate is set to vote on the For the People Act, Democrats’ sweeping voting rights bill, which Manchin has opposed. And Schumer has also said that gun control legislation and the Equality Act, which would prohibit discrimination against LGBTQ Americans, could soon be on the docket as well.
While all these votes are expected to fail, holding them is meant to show Democratic commitment to pushing for these policy areas, and how existing rules make it near impossible to get any of them done.
“This is going to be totally different than when McConnell was majority leader,” Schumer previously told Vox of this legislative session. “He had the legislative graveyard. He never had debate; he never let these bills come to light.”
Whether the outcome of such efforts will be any different from McConnell’s is still an open question. Even successful bills that have had significant GOP input like the Endless Frontiers Act have been met with delays and pushback, and if relatively uncontroversial proposals like making sure everyone is paid equally can’t pass, there seems to be little hope for more polarizing issues like guns control.
Coming votes could well reveal that Democrats may face a “legislative graveyard” of their own if they don’t take action to change the filibuster.
Senate Democrats are still fractured as ever on eliminating the filibuster, with Manchin and Sinema among those who are the most vocal opponents of such a move. “I will not vote to weaken or eliminate the filibuster,” Manchin recently reiterated <a href="https://www.wvgazettemail.com/opinion/op_ed_commentaries/joe-manchin-why-im-voting-against-the-for-the-people-act/article_c7eb2551-a500-5f77-aa37-2e42d0af870f.html">in a Charleston Gazette op-ed</a>.
Other senators in the Democratic caucus have recently signaled that they have reservations about getting rid of the filibuster as well, although some, including Sens. <a href="https://www.washingtonpost.com/politics/2021/06/09/nevada-democrat-jacky-rosen-is-bent-being-bipartisan-washington-that-is-anything/">Jacky Rosen</a> (D-NV) and <a href="https://talkingpointsmemo.com/news/angus-king-reluctant-eliminate-filibuster">Angus King</a> (I-ME), have indicated a willingness to consider it if necessary.
It’s unclear just how much these votes could potentially sway them — if at all. For months Manchin and Sinema have emphasized that they’re focused on preserving the filibuster so the minority still has a voice in the Senate. What repeated failed votes could do is establish a record Democrats can point to if they ultimately pursue rules changes.
It’s an effort that echoes how Democrats built up to reforms to the nominees filibuster in 2013, when Republicans slow-walked appointees put forth by President Barack Obama. That year, Democrats voted to do away with the filibuster on most presidential nominees after Obama’s defense secretary pick, Consumer Financial Protection Bureau pick, and Circuit Court judge picks ran into Republican obstruction.
Democrats would have to build the same case to convince wary moderates how much a rules change is really needed, though their narrow majority this term offers no room for any members to defect like some did in 2013. Back then, Manchin was one of three Democrats who voted against the rules change.
He seems intent on maintaining the same position — meaning the filibuster is likely here to stay, for now.

The Keystone XL pipeline is dead. But the fight against similar projects is far from over.

After more than 10 years, the embattled Keystone XL pipeline has officially been abandoned.
In a Wednesday <a href="https://www.tcenergy.com/announcements/2021-06-09-tc-energy-confirms-termination-of-keystone-xl-pipeline-project/">statement</a>, the Canadian developer TC Energy said that after reviewing its options with the government of Alberta, Canada — its partner on the $8 billion project — the company had decided not to move forward.
The decision ends the long battle over the proposed pipeline expansion, which would have delivered more than 800,000 barrels of carbon-intensive tar sands oil per day from Alberta to Steele City, Nebraska. Once there, the pipeline would have met with existing pipeline infrastructure to travel farther south to oil refineries in the Gulf Coast.
Construction on the project has been halted since January, when President Joe Biden issued an executive order revoking the pipeline’s permit on his first day in office. In doing so, Biden made good on his promise to the climate activists who helped get him elected.
Yet activists and experts say the cancellation of the Keystone XL pipeline is just a start. They also want existing Keystone XL infrastructure to be removed and for Biden to cancel other cross-border fossil fuel expansion projects, like the <a href="https://www.vox.com/22333724/oil-pipeline-expansion-protest-minnesota-biden-climate-change">Line 3</a> pipeline expansion in Minnesota.

The Keystone XL pipeline became an <a href="https://www.vox.com/2014/11/14/7216751/keystone-pipeline-facts-controversy">almost perfect example</a> of the various stakeholders — Native communities, climate activists, scientists, policymakers, farmers, landowners, and everyday citizens — engaging in the broader debate about climate change.
Canada-based TC Energy (formerly TransCanada) first proposed the 1,200-mile Keystone XL pipeline in 2008 as a way to quickly pump 830,000 barrels of tar sands (a.k.a. oil sands) per day from Canada’s Alberta province across the border to Steele City, Nebraska. Once there, the Keystone XL extension would converge with existing pipeline infrastructure, traveling south to Texas for processing in Gulf Coast oil refineries.

When the idea for Keystone XL was conceived back in the 2000s, the project made a lot of sense — the US economy depended on oil, and supporters of the pipeline claimed it was in <a href="https://www.vox.com/2014/11/14/7216751/keystone-pipeline-facts-controversy">both countries’ interest</a> to find a way to transport oil efficiently across the continent. With oil prices high and demand steady, Alberta’s oil sands easily <a href="https://www.boyden.com/media/canada-ripple-effects-of-the-oil-bust-170474/index.html">racked up $200 billion</a> in investment.
But there are considerable differences between oil from Alberta’s tar sands and conventional oil, which quickly began to wear on the region.
For starters, extracting oil from Alberta’s oil sands, which contain bitumen (tar), a dense type of petroleum, takes a lot of energy. Most of Canada’s tar sands oil is trapped beneath boreal forest — <a href="https://earthobservatory.nasa.gov/world-of-change/Athabasca">only 20 percent</a> of the oil is located near the earth’s surface, where it can be easily mined, which means the forest must be cleared for the most intensive mining.
The majority of the oil is mined by injecting hot water into wells 75 meters below ground to liquefy the oil for pumping, which is why tar sands oil has a reputation for being among the dirtiest types of oil.
Many Indigenous rights groups and people from communities along the proposed route argued the pipeline extension would have disastrous impacts for Native communities in Alberta: A lot of the water used to help extract oil from Alberta’s oil sands comes from the Athabasca River. Studies have linked leaks from oil sands pipelines like Keystone XL to <a href="https://www.sciencedirect.com/science/article/abs/pii/S2468584417300648">significant degradation of nearby land and water resources</a>.
A major concern is <a href="https://www.nrdc.org/sites/default/files/media-uploads/edc-and-nrdc-one-trillion-litres-of-toxic-waste-and-growing-albertas-tailings-ponds-june-2017.pdf">tailings ponds</a>, the product of toxic waste from mining in the tar sands that can sicken communities and wildlife that depend on the land to survive.
“The land is our solution, the water is our solution, the air is our solution to meet our needs,” <a href="https://keepersofthewater.ca/board-of-directors/jesse-cardinal/">Jesse Cardinal</a> of the Kikino Metis Settlement, director of Keepers of the Water, a collective of First Nations who have come together to protect the nearby Mackenzie River Basin, told me. Cardinal helped lead the <a href="https://thenarwhal.ca/june-28th-final-tar-sands-healing-walk-simply-new-beginning-say-organizers/">Tar Sands Healing Walk</a>, a grassroots movement to bring people face to face with the destruction of the oil sands as a way of healing.
Environmental groups took note of Indigenous opposition to the Keystone XL pipeline. After then-President Barack Obama’s climate legislation suffered a <a href="https://www.eenews.net/stories/1060048703">stinging defeat</a>, the climate movement coalesced around getting the Keystone XL pipeline canceled in 2011.
Inspired by Indigenous-led opposition to the pipeline, several environmental groups organized two weeks of sit-ins in front of the White House in the fall of 2011, leading to the arrest of <a href="https://news.mongabay.com/2011/09/climate-test-for-obama-1252-people-arrested-over-notorious-oil-pipeline/">more than 1,200 people</a>. The arrests brought increased media attention at a time when there was relatively little national coverage of climate-change-related issues.
James Hansen, who has been called the “<a href="https://www.cbc.ca/radio/quirks/may-12-2018-james-hansen-s-i-told-you-so-elephant-%5B%E2%80%A6%5Date-young-people-inherit-will-be-out-of-their-control-1.4656945">father of global warming</a>” for his role in testifying before Congress about the science of human-induced climate change way back in 1988, attended the protests at the White House. At the time, Hansen said unchecked exploitation of Canada’s oil sands would be “<a href="https://www.nytimes.com/2012/05/10/opinion/game-over-for-the-climate.html">game over</a>” for the climate.
Facing immense pressure from the anti-Keystone movement, <a href="https://www.vox.com/2015/11/6/9681340/obama-rejects-keystone-pipeline">Obama finally canceled the pipeline in 2015</a>. He defended his decision <a href="https://www.youtube.com/watch?v=3kJbRoF6C8w">in a press conference</a>, saying the pipeline wouldn’t make gas any cheaper or improve American energy security. He added that approving the pipeline would ultimately undercut US global leadership on climate change, which he’d previously said was a red line for approving Keystone XL.
In January 2016, TC Energy <a href="https://www.vox.com/2016/1/7/10732124/keystone-xl-nafta">filed a lawsuit against the US</a> for canceling Keystone XL, using the North American Free Trade Agreement (NAFTA) to request $15 billion in damages for what the company said was the arbitrary suspension of the project. The company then waited to try its luck with the next administration — which turned out to be Trump’s.
In January 2017, just days into his presidency, President Donald Trump <a href="https://www.vox.com/energy-and-environment/2017/1/24/14372706/trump-dakota-access-keystone">issued an executive order</a> inviting TC Energy to reapply for a presidential permit for Keystone XL to cross the Canadian border. He also promised a speedy process, just over a year after Obama had said the pipeline extension wasn’t in the national interest.
A few months later, the <a href="https://abcnews.go.com/Politics/state-department-issues-presidential-permit-keystone-pipeline/story?id=46346908">State Department granted the permit</a>.
But Obama’s reasons for canceling Keystone XL — it wasn’t in America’s national interest, and it conflicted with US leadership on climate change — were still valid, and activists (and much of the public) were still paying attention.
“Before Obama’s decision, pipeline companies and the oil industry assumed every pipeline would get approved regardless of how poorly conceived the project was,” the Natural Resources Defense Council’s Anthony Swift told me.
After Obama’s decision, it became more difficult to justify Keystone XL to the public.
“Public scrutiny around Keystone XL and the permitting process has shifted the expectation that pipelines would be rubber-stamped on its head. Now the public does want to see a robust analysis and a confirmation process that does make it difficult to move such pipelines forward,” Swift said.
Because oil spills from tar sands pipelines are <a href="https://insideclimatenews.org/news/09122015/unique-hazards-tar-sands-oil-spills-dilbit-diluted-bitumen-confirmed-national-academies-of-science-kalamazoo-river-enbridge/">commonplace</a>, scientists and activists argued that a “robust analysis” to examine the risks to water resources and the communities that depend on them should be conducted before the Keystone XL project goes forward.
In 2016, the National Academy of Sciences released a <a href="https://www.nap.edu/read/21834/chapter/1">study</a> that said diluted bitumen (which composes the majority of tar sands oil) differed from the other types of oil traveling through US pipelines in a way that makes it more susceptible to hazardous leaks. In 2017, <a href="https://www.theguardian.com/us-news/2017/nov/16/keystone-pipeline-leaks-estimated-210000-gallons-oil-south-dakota">210,000 gallons of oil leaked</a> from the existing Keystone pipeline in South Dakota.
“Any fact-based environmental review reveals reasons policymakers should not grant permits to fossil fuel expansion projects like Keystone XL in a world that is trying to avoid the most catastrophic impacts of climate change,” said Swift.
But the need for an environmental review didn’t stop the Trump administration from trying to rush through Keystone XL.
In <a href="https://www.npr.org/2020/01/09/794857523/trump-administration-proposes-major-changes-to-bedrock-environmental-law">January 2020</a>, Trump’s White House made a last-ditch attempt to fast-track Keystone XL and similar projects across the country by limiting implementation of the <a href="https://www.epa.gov/nepa/what-national-environmental-policy-act">National Environmental Policy Act</a> (NEPA), which requires the federal government to conduct assessments of the environmental, economic, and social impact of its actions before getting started on any project.
But in July 2020, the Supreme Court killed any hope of completing Keystone XL under the Trump administration, siding with environmental groups from Montana who argued that the Army Corps of Engineers’ permitting process for the Keystone XL pipeline should <a href="https://www.cnn.com/2020/07/06/politics/keystone-xl-supreme-court-pipeline/index.html">undergo a full environmental review</a> because it would cross bodies of water.
Demand for oil, which had already been declining for some time, was <a href="https://www.npr.org/2020/12/31/951470056/the-oil-industry-had-a-rough-year-even-if-you-ignore-the-pandemic">hit hard in 2020</a> by falling investment, severe storms that hurt production, and the <a href="https://www.vox.com/coronavirus-covid19">coronavirus</a> pandemic. And in recent years, Alberta’s oil sands industry, once booming with money, has had trouble attracting investment.
“With falling oil prices, both because of the pandemic and generally down since 2014, the industry is under a real squeeze, and we’ve seen a lot of players exit the market,” <a href="https://www.stand.earth/person/sven-biggs">Sven Biggs</a>, Canadian oil and gas programs director at <a href="https://www.stand.earth/">Stand.earth</a>, an environmental grassroots organization, <a href="https://www.vox.com/22306919/biden-keystone-xl-trudeau-oil-pipeline-climate-change">told me</a> back in March.
“ConocoPhillips, Shell, Statoil from Norway, [and] the Koch brothers have sold their stakes in the tar sands and moved on, which means there’s less need for these pipelines than previously expected,” Biggs added.
TC Energy had a difficult time attracting private investors to Keystone XL — it was <a href="https://theenergymix.com/2020/04/01/keystone-xl-to-start-construction-after-massive-investment-by-alberta-government/">only capable of putting shovels to the ground</a> in the project with the help of a subsidy from Alberta Premier Jason Kenney, who approved more than $1 billion in public funds in the spring of 2020 to help the project.
So when Biden pulled the plug for good on Keystone XL, climate concerns and falling investment in Alberta’s oil sand led experts to believe that Keystone XL was dead.
But for many Indigenous groups, climate activists, and people from communities impacted by fossil fuel infrastructure, the fight is bigger than Keystone.
“The Keystone XL pipeline was never about any single pipeline. It’s about establishing a litmus test rooted in climate science and climate justice for government projects and infrastructure,” Kendall Mackey, manager of 350.org’s <a href="https://350.org/category/keep-it-in-the-ground/">Keep It in the Ground</a> campaign, told me in March.
Keystone XL is dead, but the Indigenous-led fight to halt the <a href="https://www.vox.com/22333724/oil-pipeline-expansion-protest-minnesota-biden-climate-change">Line 3 pipeline project</a> is already here. The battle has been heating up since December when Enbridge, the Canadian multinational responsible for the project, began construction.
If completed, the roughly <a href="https://www.enbridge.com/projects-and-infrastructure/public-awareness/minnesota-projects/line-3-replacement-project">340-mile</a> pipeline expansion project will transport 1 million barrels of tar sands oil per day from Alberta across much of northern Minnesota to Superior, Wisconsin.
Enbridge says the project will create thousands of jobs and pump billions of dollars into Minnesota’s economy. The company also told Vox via email that it has done everything required under the law to receive approval for the pipeline and ensure it operates safely.

But Indigenous activists are calling on Biden to cancel Line 3 like he did Keystone XL because they say it poses a significant risk of oil spills that could destroy precious water resources, wetlands, and ancestral lands. According to <a href="http://priceofoil.org/2020/01/29/line-3-climate-impact/">one report</a>, opening Line 3 will have the equivalent climate impact of bringing 50 new coal plants online.
The intensity of opposition to the pipeline reached a crescendo earlier this week as <a href="https://insideclimatenews.org/news/09062021/line-3-protests-minnesota-enbridge-pipeline/">thousands of protesters</a> converged on Minnesota. Close to 200 people were arrested.

G7 leaders will agree to expand global Covid vaccine manufacturing to provide at least one billion doses to the world through sharing and financing schemes, Britain said Thursday.
The UK, which is hosting the big powers' gathering in southwest England, added it would donate at least 100 million surplus doses within the next year, including five million beginning in the coming weeks.
The commitment follows growing calls for richer countries to step up their efforts to share Covid-19 shots with less developed nations, with charities warning the current situation is leading to "vaccine apartheid".
Britain, which has orders for more than 400 million doses, has faced criticism for failing to begin making donations to poorer countries.
But on the eve of welcoming world leaders from the group of seven wealthy nations to their first summit in almost two years, British Prime Minister Boris Johnson vowed that would soon change.
"As a result of the success of the UK's vaccine programme we are now in a position to share some of our surplus doses with those who need them," he said.
"In doing so we will take a massive step towards beating this pandemic for good.
"At the G7 Summit I hope my fellow leaders will make similar pledges so that, together, we can vaccinate the world by the end of next year and build back better from coronavirus."
A Downing Street statement said: "At the Summit world leaders are expected to announce they will provide at least one billion coronavirus vaccine doses to the world through dose sharing and financing and set out a plan to expand vaccine manufacturing in order to achieve that goal."
The UK will donate five million doses by the end of September, beginning in the coming weeks, primarily for use in the world's poorest countries, according to Johnson's office.
Britain has also committed to donating a further 95 million within the next year, including 25 million more by the end of 2021, it added.
Around 80 percent of the jabs will go to the Covax scheme, which aims to ensure equitable distribution of vaccines around the world, with the remainder shared bilaterally.
The United States said Thursday it would donate 500 million jabs to 92 poor and lower-middle-income nations.
Meanwhile EU members have agreed to donate at least 100 million doses by the end of 2021 -- with France and Germany each committing to providing 30 million.

Miami, United States:
Three people including a child were shot dead in a grocery store in Florida on Thursday, the latest in a series of shootings in the southern US state.
The shooting occurred in a Publix grocery store in Royal Palm Beach, 80 miles (130 kilometers) north of Miami, police said.
"Upon arrival deputies located three individuals deceased from gunshot wounds, one adult male, one adult female and one child," the Palm Beach County Sheriff's Office said. "The shooter is one of the deceased."
The sheriff's office did not provide any further information about the victims or circumstances beyond saying "this was not an active shooter situation."
This was the latest shooting in south Florida in recent days.
On Sunday, three people were killed and five wounded at a graduation party in Miami.
Two people were killed and at least 20 wounded a week earlier when three shooters fired "indiscriminately" into a crowd outside a concert in the Miami area, police said.
